This paper is targeting on developing pre-test Methodology for start-up as tuning successful business modelling with their implementation. Start-up is asked to a complete preparation and analysis for business to enhance the success possibility. In this stream, Start-up should test the validity of their business model before starting a business. This paper deliver alternatives to meet this requirement. Overall, this paper suggest two different approaches. First, by literature review, this paper prove the importance of BM in success factor analysis of high-tech start-up. Second, This paper prove BMO Model as the best practicing model to assess the validity of BM. Additionally, this paper, BMO will be utilized to bring significant implications to sort out enhancing strategies of BM validity.

The objective of this study is to calculate road user costs that caused by the expansion work of metropolitan arterial highway and to analyze the costs that affect economic feasibility evaluation. "Taerung~Guri IC" section of Bukbu Expressway was selected as a case study. As a result, it shows that these costs could be a factor for determining economic feasibility for some projects. However, decreased capacity and free-flow speed are seriously different as period, type, length and traffic volume of work zones. These factors that decrease traffic capacity and free-flow speed should be deeply researched in the future.

This research is to offer a structured yet practical ex-ante evaluation methodology for IT investment. Benchmarking the best practices of four Korean organizations, we try to integrate core processes, relevant measures, and evaluation dimensions into a consistent and wholesome body of evaluating methodology. The best practices we considered encompass a wide range of business enterprises, including for-profit, non-profit, service-oriented, and manufacturing entities. The proposed methodology consists of three stages; the first stage checks the validity of investments by looking into comprehensiveness of planning, willingness to accomplish, justifiable grounds for the investments, overlapping investments, and obstructing risks; the second do so by putting an IT investment into economic, strategic, and technological perspectives; and the last third would produce a unified quantity that summarizes outcome of the previous stages. Incorporating the proven knowledge, guidelines, and quantifying tools, the methodology could make a valuable reference model for IT evaluation practitioners who have been bedeviled by having to going through such ex-ante evaluations.

The Ministry of Construction and Transportation has estimated the reconsideration of economy in construction and the dullness of LCC forcast method which supports decision-marking in safety and maintenance of buildings. So, they have introduced LCC analysis method in steps of a feasibility study and design. Because of the introduction of LCC analysis process and method, it would be possible to make a logical decision from management maintenance, estimation, user point of view. In this study, it would bepossible to show a plan and alternative of design factors and structure in one building by using LCC analysis method and to compare and analyze the reduction of life circle cost bi the elapsed time.

정부 주도의 대규모 개발사업은 개발과 환경보전이라는 가치관의 차이, 개발로 인한 공익과 환경 파괴로 인한 환경이익 침해와 같은 공익 간의 상충, 사업으로 예상되는 국익과 개인의 재산권 침해 등과 같은 문제를 초래하는 경우가 많았다. 그럼에도 불구하고 정부는 개발정책과 계획을 수립하고 개발사업을 집행하는 과정에서 발생되는 자연훼손이나 환경파괴, 경제적 타당성, 사회적 문제 등을 객관적이고 과학적으로 조사하거나 제대로 검증하지 않아 갈등이 빈번하게 발생하였다. 이러한 갈등을 해결하기 위한 기존의 연구는 대개 갈등의 원인을 이해관계, 가치관, 사실관계, 제도 측면에서 규명하고 해결방안으로 주로 주민참여와 거버넌스, 전략환경평가, 사회영향평가 등을 제시하였다. 본 연구에서는 한국에서 1980년대 중반이후 주요 개발갈등사례를 개발사업 종류, 갈등당사자, 갈등 쟁점, 갈등 원인, 선거공약 여부, 소송 여부에 따라 정리한 후, 갈등 예방과 해소를 위한 법과 제도를 고찰하였다. 그리고 선거공약 또는 개발정책 및 계획안 구상단계, 개발정책 및 개발계획 수립 단계, 개발사업 시행단계, 갈등 분쟁 발생단계 등으로 구분하여 갈등예방 및 해소방안을 제시하였다. 선거공약 단계에서는 공직선거법상 선거공약서 규정에 국가재정법상 예비타당성분석을 도입하고, 개발정책 및 개발계획 수립단계에서는 전략환경평가와 갈등영향평가의 연계, 전략환경평가과정에 사회영향평가 및 주민참여의 강화, 환경계획과 개발계획의 연계 등을 제시하였다. 개발사업 시행 단계에서는 환경영향평가 과정에서의 주민참여를 강화하고, 개발사업 시행단계에서 갈등이 발생하는 경우 거버넌스 구축과 환경분쟁조정법, 공공기관의 갈등예방과 해결에 관한 규정 등을 근거로 하는 갈등해소방안을 제시하였다.

최근의 전자도서관에서 문서영상 데이터베이스를 구축하여 사용자에게 원하는 정보의 원문을 그대로 서비스하고 있는데, 주로 200 dpi 문서영상에 대해 TIFF 영상포맷에서의 ITU-T T.6 압축방법을 사용하고 있다. 본 연구에서는, 문서영상 데이터베이스의 확장성, 지속성, 효율성 등을 고려하여, 문서 영상의 스캐닝 해상도의 600 dpi가 적당하며, 압축방법은 JBIG이 타당함을 제시하였다. 아울러, 모니터 및 프린터 기반 서비스의 특성을 분석하여 서비스 해상도를 차별화하는 방법인 단계별 서비스 방안을 제시함으로써 JBIG의 단점인 과다한 복구시간 문제를 해결하였다. 대표적인 문서영상들에 대한 실험을 통해, JBIG의 높은 압축율 및 제시된 단계별 서비스 방안의 타당성을 확인하였다.

Recently, domestic construction companies have increasingly engaged in international PPP projects a result of both uncertainties in the domestic construction market and low competitiveness in international EPC project business. These international PPP projects usually require long-term preparations and substantial sales costs, which make it important for decision-makers to select winning-award potential project in early stage of the projects. However, most previous research has analyzed success factors in terms of project development across all stages. Thus, this study investigated 28 success factors of 4 categories in the early stage of 31 international PPP projects. First, results indicate that unsolicited PPP projects require better implementation capabilities and financial conditions compared to solicited PPP projects. Second, implementation capability is important because it is not easy to improve as the project proceeds. Third, commercial conditions are identified as important even if conditions are not fixed in the early stage of PPP projects. Fourth, non-commercial conditions, strategy, and public interest are not found to be meaningful in the early stage of PPP projects because they can vary as the project proceeds. This study helps to improve selection criteria aimed towards more winning-award potential project in the early stage of international PPP projects.

Recently our country need to change about hospital building operation and business change.The recent real estate development projects are made in very complex due to the diversity of development method or its legal aspects. Under such a real estate investment, the review of investment yield rate is fundamentally important for the one that invests and the one that finances it. Previously, the focus was in the review of the time to turn the surplus or the plan for making repayment of the borrowings, and without the analysis of sufficient investment yield rate. For a simple issue of finding the most advantageous project method, there is a need for reviewing the taxation issues, fund procurement method, legal aspects, policy analysis aspects and others. Therefore, the real estate investment is now likely to encounter the form of having the time of venture as well. In conclusion, the scientific and reasonable decision making in investing on the real estate does not suggest the absolute evaluation standard but the need and the use are more and more demanded.

Recently, ubiquitous computing technology becomes available to develop advanced electronic commerce：u-commerce. Hence, it is the very time to perform feasibility analysis in applying ubiquitous computing technology, especially estimating economical value of the on-going technology. Hence, the purpose of this paper is to propose a financial value estimating methodology in performing feasibility test on ubiquitous computing technology. To do so, Black and Scholes model is basically adopted. To show the feasibility if the idea proposed in this paper, actual case study through focused group interview with those who are actually performing on-going ubiquitous computing projects. As the result, we validated the possibility of applying Black-Sholes model to assessing feasibility analysis for ubiquitous technology development with the price of call option, volatility, and the comparison with other similar technologies.
