Nuclear education & training is an important issue for sustainability of nuclear energy and the safety of the nuclear power plant. The purpose of this paper is to present policy initiatives for establishment of the national nuclear education & training system. It analyzed current status of nuclear manpower and nuclear education & training systems of Korean nuclear organizations and government strategic plans for nuclear manpower education & training. The features of the current nuclear education & training in Korea are institutional diversification and decentralization in Industry-University-Research system. However, linkages and cooperation systematically integrated between institutions are very weak. In addition, duplicated education & training programs and resource allocation, and the resultant inefficiency have been raised as a problem. Therefore, this paper proposed the national nuclear education & training system model as a macro policy initiatives and construction of control tower that manage and adjust overall nuclear education & training.

This paper is concerned with automation of tower cranes in view of the robust control of tower crane during take-off, load hoisting, load lowering and landing. The model equation of the tower crane is induced by using Lagrange's equation and it is linearized at equillibrium point. The control is realized by adopting the optimal regulator method. The effectiveness is proved through the experimental results for the oscillation control of cargo rope and the position controls of trolley and boom by the implementation of digital control using 16 bits microcomputer for the designed optimal control law.

The objective of this study is to propose the operational organization and connective cooperation plan for the Daegu regional central library which will be completed in 2020. The vision of regional central library was presented as 'the library for the happiness of Daegu citizens and the cradle of knowledge and culture', and 10 core functions also proposed. In order to fulfill the roles as a regional central library, it has been suggested to maintain 5 departments including the department of administrative support, the department of library policy, the department of collection development, the department of information service, and the department of cooperative preservation. Lastly, it has also established the model of connective cooperation plans between other regional libraries and the regional central library as follows: the construction and operation of cooperative system, connective cooperation for the construction of Daegu collaborative repository, cooperative library system of ILL/DDS.

The purpose of this study is to examine the cases of social integration in immigrants in the Netherlands and to clarify the implications for Korea. The Netherlands is a country that implements social integration policies targeting foreign immigrants. We are preemptively implementing social integration policies for foreigners ahead of us. In this study, first of all, the literature on social integration for the immigrants in the Netherlands and the consultation on the experts were sought and the implications for the Dutch government 's social integration policy were sought. In addition, policy implications were derived based on the results of Dutch case analysis. First, the social integration program of the Dutch government mandated social integration programs for migrants, and the costs were also monetized, encouraging social integration. Also, when participation in the social integration program is passive, it imposes sanctions on migrants and emphasizes the responsibility of individual migrants. In addition, the Ministry of Internal Affairs is the control tower of the government's promotion system, and it has a platform for the unity of social integration programs in local governments. Based on the results of this analysis, the implications for the social integration policy of Korea were suggested.
