Roads Untraveled: Redefining "democracy" through the 2016 protest movement in Korea

  • This study takes a close examination of the Saturday protest movement in Korea and explores how the politics by social movements challenges the extant theorization of democratization. The paper begins with a brief description of the presidential scandal, the eruption of massive protests, and its impact on formal politics. By situating the Korean case in a comparative theoretical discussion, it engages with important debates in the latest scholarship of democracy that complicate given assumptions and conceptualization. The paper closes with theoretical suggestions of how the Korean drama of protest movements contributes to altering the imagination of democratic politics, both conceptually and substantively.

  • The situation in Korean peninsula, globally and regionally, which followed the global huge uncertainty, changed a lot. Because of the political crisis, ROK falls into a chaos. And DPRK goes into a policy changing period by the internal issues, international sanctions and assassination accident in Malaysia, which is confirmed to be DPRK's Supreme leader, Kim Jong Un's half brother. Under this changing circumstances, the perspectives of regarding China and the Korean peninsula, must be undated accordingly. Only by understanding the Sino-US relations, the DPRK nuclear issue and the regional dilemmas can we formulate reasonable policies to contribute to the peace and stability of the Korean Peninsula.

  • The sensor network system which has limited resources is deployed in a wide area and plays an important role of gethering information and monitoring. Generally, fault of sensor nodes which was caused by limited resources and poor environment happens. Futhermore, this fault poses many problems related with required quality of whole network. In this paper, new fault detection algorithm which utilizes both consensus algorithm and localized faulty sensor detection scheme is proposed. To verify the feasibility of the proposed scheme, some simulation and experiment are carried out.

  • 본 논문에서는 2개의 오프라인 기반의 사이버대학과 2개의 순수 온라인 기반의 사이버대학을 대상으로, 각 대학의 이동성매체 도입의 차이점과 해당 대학의 학습자와, 교수자의 이동성매체를 통한 서비스 요구사항들이 정보제공자와 어떠한 격차를 보이는지에 대한 요구격차분석을 수행하였다. 이를 통해서, 이동성매체 도입에 따른 서비스 요구를 범주화하고 사이버대학의 이동성매체 도입 유형모델을 제시 하였다. 심층면담에 근거한 질적 연구 방법을 통해서, 사이버대학의 이동성매체 도입에 대한 교수-학습자와 정보제공자 간의 서비스 요구를 9가지 범주(컨텐츠 품질, 적시적 인포메이션 서비스, 교수학습자간 커뮤니케이션, 저작권 문제, 서비스 접근성, 서비스이해도, 서비스 선호도, 서비스 표준화, 교수-학습자와 정보제공자간의 컨센서스)로 도출하였다. 또한 인터뷰 결과의 분석을 통해서, 4개의 사이버대학이 중요시 하는 서비스 요구의 범주가 상이한 것을 확인할 수 있었다. 이를 토대로 사이버대학의 이동성매체 도입의 유형을 '요구적극 반영형', '신중도입 검토형', '경쟁적 도입 반영형', '요구소극적 반영형'으로 분석하였다.

The Changing Roles of Ownership in the Economic Growth in China

  • This paper examines the changing roles of ownership in the economic growth by using a panel data set of 30 provinces in China for the period (1999-2010). With the use of absolute and relative presence variables, this study shows that private enterprises have emerged as the engine of economic growth in China in the later period (2005-2010). The growing size and number of private enterprises are positively linked to growth. However, though foreign-invested enterprises have been acclaimed as the main contributors to economic growth in China, they have minimal effect on the economic growth in the later period. State-owned enterprises have a significant and negative effect on the economic growth in the later period. The results can be interpreted that the engine of growth in China has been changed over time from other ownerships to private ownership. Private companies have developed a lot in every respect and started to lead the economy for long-run growth. China initiated its economic growth by adopting foreign capital and it is still the top destination for foreign direct investment among developing countries. However, to sustain the growth over a long period, private sector should be of great importance and perform a key role in the view of catch-up economics.

The Impact of Foreign Direct Investment on Income Inequality and Growth in South Korea

  • Does Foreign Direct Investment (FDI) exacerbate income inequality in South Korea? If so, does rising income inequality come for the sake of economic growth? This study explores the impact of FDI on income inequality and growth in South Korea. To this end, we collect data on FDI and income inequality/economic growth at both national and provincial levels and empirically test their relationships in South Korea. The empirical results confirm our expectation that FDI magnifies income inequality. Furthermore, we fail to find a positive relationship between FDI and economic growth, implying that income inequality as a consequence of FDI does not come for the sake of economic growth in Korea. Findings suggest that more systematic research and nuanced policy design is necessary to circumvent the mechanisms at play that link the surge of FDI inflows and the exponential expansion of economic inequality.

  • This study analyzes the risk selection behavior of Japanese households. The study approaches the view of 'the hyperbolic discount' which is used in behavioral economics based on the rise in mortgage lending by low-income households in the late 2000s. The study focuses on how households risk preferences vary by income levels. The study analyzes the relationship of attitude of household interest rate risk using Binomial Logistic and Heckman two-step estimation method assuming that there are only two types of Adjustable-Rate Mortgage and Fixed-Rate Mortgage. As a result of the empirical analysis, low-income households annual income tend to have a higher proportion of housing debt as same as higher interest rate risk preferences households in proportion to income growth and interest rate risk preferences. Those results indicate that there is possibility of a hyperbolic discount on low-income households in Japan, and support the hypothesis that low-income households are relatively higher household debt ratio because of high utility due to home purchase in the near future (short-term).

  • The "rule of law" decision of the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China proposes to build a strict supervision system of the rule of law. The reform of the national supervision system launched in 2016 can be described as an important measure to build such a system. The supervision and supervision system has gradually become the core system of the rule of law supervision system. Its full coverage of supervision of public officials is conducive to preventing corruption of public power and achieving the ultimate goal of supervision by the rule of law. The supervision mechanism in the supervision system under the rule of law requires systemic thinking to realize the effective supervision of public officials of the state power organs, as well as the constraints and supervision of other supervision systems, including the supervision of the People's Congress; Supervision is a full-coverage supervision, and other rules of law supervision systems are also full-coverage supervision systems within their scope of competence. Therefore, gradually exploring and constructing an external supervision system for supervision will be conducive to the optimization and eventual completion of the rule of law supervision system.

Education as a Soft Power Resource to Promotion of Immigration and Assimilation in Japan

  • The concept of soft power presents both theoretical and practical difficulties for researchers and policy makers. This essay examines the practical use of soft power and argues that soft power resources in education are important for attracting individuals to migrate between countries and assimilate to the new language and culture of the new location. Japan's attempts to utilize soft power resources in its educational system have provided mixed results dependent on the target population. Japan has successfully attracted individuals into fields related to higher education much more so than skilled labor programs. This essay discusses the importance of educational soft power resources in Japanese strategy to increase educated working population that is assimilated to Japanese language and culture. After reviewing the literature on soft power in Asia, and Japanese cultural integration policies, the essay examines three cases of Japanese educational soft power - the JET Programme, the caregiver-training program, and internationalization of university programs. In addition, the essay shows that Japan is more successful attracting higher educated individuals seeking higher paying employment rather than skilled labor through these programs.

The Role of Political Agreement and Disagreement of News and Political Discussion on Social Media for Political Participation

  • This study investigates the mobilizing function of political agreement and disagreement in communition mediated by social media. Analyses of a survey found that reception of news consistent with individual political predispositions through social networking sites (SNS) positively related to political participation, whereas reception of counterattitudinal news was unrelated. Similarly, SNS- based discussion with politically agreeing others predicted political participation, whereas discussion with disagreeing people did not contribute to participation. Moreover, attitude-consistent news reception and agreement in political discussion had interactive influences, as the effects of attitude-consistent news on participation become stronger with increases in discussion with agreement. The results suggest that the mobilizing effects of social media mainly work through political agreement rather than disagreement in communication.
