Innovation clusters have different factors depending on different stages. Innovation clusters in Gyeonggi now are early stages, which are necessary to investigate factors so that they go into upstages. Silicon Valley is known as one of the best innovation clusters, which are now represented as the forms of related variety. The purpose of the paper is to investigate current situation of innovation clusters in Silicon Valley and suggest appropriate policies for the development of innovation clusters in Gyeonggi. In order to do this, we visit several representative institutions regarding infra, human-training, industry-academic-institution cooperation, start-up assistance and local government. Throughout the case study, we propose implications, and produce policy tasks for the development of cluster policy in Gyeonggi.

Recently, crime prevention is away of important criminal justice policy and police activity also pursuit different change compare to the present times. In installing ballast water treatment system, the cost of the system is high and many technical aspects are to be considered and also it takes significant time to retro-fitting on the existing ships. In addition, in the current circumstance which the Ballast Water Management Convention has not been entered into force, the 28th IMO Assembly adopted a resolution to mediate the implementation schedule of the treatment systems. In the mean time, California State and New York State have declared more stringent discharge requirements of ballast water and are planning to implement them earlier than the schedule of the Convention. In these circumstances, the implication in the difference between ballast water treatment system manufacturers and ship owners need to be considered. In this study, through the review on the considerations when installing the system onboard, stringent requirements of United States of America, and determent or mediated implementation schedules of Convention and California and New York States, the author would like to suggest the strategy of concerned parties for anticipated entrry into force of the Convention and implementation of the stringent requirements of United States of America.

This experiment was conducted to elucidate the characteristics of dissolved oxygen uptake and germination of California rice varieties, L-202(Long grain), M-202(Medium grain), S-201(Short grain), Italiconaverneco(Long grain) and Korean variety, Hwaseongbyeo under $25^{\circ}C$ water condition. The distilled water was saturated with oxygen by using air pump for 2 hours. Dissolved oxygen uptake of rice seed was measured everyday by using the oxygen electrode during 4 days from soaking to coleoptile and radicle appearance. Total dissolved oxygen uptake was 211.7${\mu}g$ per grain in Italiconaverneco during that period 179.5${\mu}g$ in S-201, 144.3${\mu}g$ in Hwaseongbyeo, 140.4 in L-202, 135.8$\mu\textrm{g}$ in M-202. The ratio of coleoptile and radicle appearance showed the highest value in Italiconaverneco, and next were S-201 and L-202. The coleoptile and radicle showed the longest length in Italiconaverneco, and next were S-201 and Hwaseongbyeo.

This paper describes a method of evaluating seismic system performance of highway transportation network in California. The basic element that plays a crucial role in this study is the fragility information of highway bridges in Caltrans' (California Department of Transportation) freeway network. The bridge fragility information is expressed as a function of the ground motion intensity, such as peak ground acceleration (PGA) or peak ground velocity (PGV). Network damage was evaluated under the 1994 Northridge earthquake and scenario earthquakes. A probabilistic model was developed to determine the effect of repair of bridge damage on the improvement of the network performance as days passed after the event. As an example, the system performance degradation measured in terms of an index, “Drivers Delay”, is calculated for the Los Angeles area transportation system, and losses due to Drivers Delay with and without retrofit were estimated.

반핵 활동가였던 마이클 쉘린버거는 청정 에너지로서 원자력을 선택하여 사용할 것을 앞장서 주장하는 원전 옹호론자가 되었다. 마이클 쉘린버거는 환경운동가이다. 그러나 동시에 수많은 자연보호운동가들에게 비판의 대상이 되는 에너지원인 원자력 발전의 옹호론자이기도 하다. 그렇지만 이 사람이 원래 이랬던 것은 아니다. 쉘린버거는 오히려 과격한 반핵 활동가였는데 본인의 표현에 의하면 모하비 사막의 동쪽에 위치한 Ward Valley 방사성폐기물 처리장 같은 핵 관련 시설의 사용을 금지시키거나 아예 없애버리자고 앞장서 난리치던 사람이었다. 그러나 지구 온난화와 이에 따르는 심각한 결과를 알게 되면서 두 아이의 아버지인 이 44세의 활동가는 James Hansen같은 기후학자가 속해 있는 자연 보호 활동 그룹에 합류하여 기후 변화에 대처할 가장 청정한 에너지원이 되는 원자력 발전에 대한 재검토를 요구하게 되었다. 이처럼 원자력 발전을 오히려 늘려야 한다고 주장하는 것은 2011년 일본의 후쿠시마 원전 사고와 30년 전 터진 체르노빌 원전 사고의 결과로 원전은 태생적으로 위험한 것이라는 생각을 가지게 된 사람들에게는 환경운동의 이단 행위로 보일 수밖에 없을 것이다. 쉘린버거는 자기가 거주하고 있는 캘리포니아 주의 버클리와 가까운 샌프란시스코에서 지난 4월에 열린 미국원자력학회(American Nuclear Society) 연례회의에 연사로 참석하였으며 그곳에서 < Union-Tribune >과 인터뷰를 하였다. 인터뷰 내용 중 일부를 발췌하여 소개한다.

미국 캘리포니아 주 어바인 시에 위치한 피터스 캐년 샛강(Peters Canyon Creek) 수중에 과포함되어 있는 셀레늄(Dissolved Selenium)과 질산성 질소(Nitrate-N)를 제거하려는 목적으로 바이오 필터 셀 시스템을 시범 시공하였다. 바이오 필터셀 시스템은 3m(높이) ${\times}$ 65m(길이) ${\times}$ 14m(폭) 크기를 가진 상자형태의 셀을 기준으로 취수 및 전처리 시스템과 후처리 시스템으로 구성되었으며, 셀은 여러 종류의 지오신세틱스와 거친 표면을 가지고 있는 자갈을 이용하여 건설되었다. 특히, 지오신세틱스가 가지고 있는 장점인 유연성(flexibility)과 화학적 안정성으로 인한 무반응성(non reactive material)등은 성공적인 시스템 구축에 큰 영향을 주었다.

올해 44회를 맞이한 DAC(Design Automation Conference)는 6월 4일부터 8일까지 5일간 캘리포니아 샌디에고에서 개최되었다. 이번 DAC에도 샌프란시스코에서 열렸던 43회 DAC와 마찬가지로 인텔, IBM, ARM, Sun Microsystems 등 첨단 SoC/IP 설계회사와 Cadence, Synopsys 등 EDA 개발회사, 그리고 TSMC, UMC 등 유수의 파운드리회사들이 참가하였다. 전시회 참여업체는 약 250여개로 예년보다 약간 증가하였고 총 참관객수는 11,000여명으로 다소 줄어들었다. 하지만 국내 참여업체 관계자들은 참관객들의 질적인 수준이 작년 DAC보다 더 높아 제품을 홍보하고 관련 업계 사람들과 정보를 교환하기에 더없이 좋은 기회였다고 평가했다. 또한 이번 DAC 컨퍼런스는 총 10개 트랙, 53개의 세션들이 진행되었으며 약 161개의 논문이 발표되어 매우 역동적인 기술교류가 이루어졌다. 여기에서는 44th DAC의 주요 이슈와 전시회에 참여하였던 국내 SoC업체들의 제품에 대해 살펴 보고자한다.

Linear models for spatial data are proposed by example in the paper. This method was introduced to Korea for the first time in the early part of 1990's. The correlation of spatial patterns is computed by Moran Index., and then correlogram is proposed as the method to identify correlation of spatial patterns. Due to computational difficulties with ML, an alternative estimator has been used as an eigenvalue method.

지구환경보존이 세계적인 과제로 되어있는 오늘날 디젤엔진으로부터 배출되는 배기배출물에 대한 문제가 대두되고 있으며, 미국의 캘리포니아주(CARB)에 있어서는 세계최초로 농업기계용 엔진을 포함한 운송용 엔진에 대하여 엄한 배기가스 규제법안을 세워 시행중에 있다. 또한 전미, 유럽 및 일본에 동일한 검사가 이루어지고 있는 실정이다. 따라서, 디젤엔진으로서 문제가 되고 있는 배기성분인 NOx와 파라큘레이트(PM)에 대한 저감대책으로 최근 고압분사(HSDI), EGR 및 후처리(De-NOx) 촉매등의 연구가 시행되고 있으며, 전망이 기대되어지고 있다. 그러나 경제성, 내구성, 제품의 크기, 차량의 중량증가 등이 과제로 남겨지고 있다(유강택 외 1997).
