A New Method of Registering the XML-based Clinical Document Architecture Supporting Pseudonymization in Clinical Document Registry Framework (익명화 방법을 적용한 임상진료문서 등록 기법 연구)

  • The goal of this paper is to propose a new way to register CDA documents in CDR (Clinical Document Repository) that is proposed by the author earlier. One of the methods is to use a manifest archiving for seamless references and visualization of CDA related files. Another method is to enhance the CDA security level for supporting pseudonymization of CDA. The former is a useful method to support the bundled registration of CDA related files as a set. And it also can provide a seamless presentation view to end-users, once downloaded, without each HTTP connection. The latter is a new method of CDA registration which can supports a do-identification of a patient. Usually, CDA header can be used for containing patient identification information, and CDA body can be used for diagnosis or treatment data. So, if we detach each other, we can get good advantages for privacy protection. Because even if someone succeeded to get separated CDA body, he/she never knows whose clinical data that is. The other way, even if someone succeeded to get separated CDA header; he/she doesn't know what kind of treatment has been done. This is the way to achieve protecting privacy by disconnecting association of relative information and reducing possibility of leaking private information. In order to achieve this goal, the method we propose is to separate CDA into two parts and to store them in different repositories.

A Study on the Human Rights Sensitivity of Employees in the Vagabond Facilities (부랑인복지시설 종사자들의 인권민감성에 관한 연구)

  • This study did by purpose to be utilized to basic data for elevation of human rights consciousness of homeless facilities employees through examining their human rights consciousness by investigating human rights sensitivity that can grasp degree of human rights consciousness of homeless facilities employees. The human rights sensitivity of 390 homeless facilities employees who are working at 38 facilities around the whole country is compared and investigated. As a result, human rights sensitivity of employees displayed very low score by average 64.55 points in total score 150 points. Human rights sensitivity academic career of employees was shown meaningful difference, and human rights consciousness of substantial administrator is appeared very low in human rights sensitivity by duties. According to the existence and nonexistence of human rights education at the homeless facilities, the employs who had got human rights education shows higher human rights sensitivity than the employs who had not go human rights education. Therefore, regular program that can enforce human rights education Collectively as a formal curriculum in homeless facilities should be established and it's proposed to develop practical and efficient human rights education manual case by case related with the violation of human rights.

  • In May 2012, the police was empowered to electronically obtain location information of mobile devices from the telecommunication service provides for the purpose of rescue by the Act on the Protection, Use, ETC. of Location Information, after years of pressure with repeated serious violent crime outbreaks and controversy concerning the risk of breaching privacy. This study examines the environmental, legal, and technological challenges related to location tracking at the time of five years after the amendment of the law. The bottom line of police's locating power is to secure the lives of people in deadly emergent circumstance. Therefore, location tracking using given information should be swiftly proceeded after consideration and judgment of justification in timely manner to electronically request information to mobile carriers, and it is necessary to have somewhat flexibility of interpretation to be applied to diverse situation. In addition, location tracking technology should be continuously updated through cooperation with the stake-holders. Recognizing substantial problems in practice, we identified and explored the issues including obtaining prior consent for tracking the user's location in case of emergency, confirmation of emergency situation requiring police presence, qualification of legitimate requester, and limited applicability in various circumstances, which are required to reconsidered in conjunction with the personal information protection laws. Additional practical issues may include the expenses for information provision and other incentives to promote active cooperation by the telecom companies.

So an example of conflict is studied total 44. Among of them, phase of project operation and management disposial was occupied to many ratios. The participation of the residents made only to specify the project district. What doesn't reflect the opinion of residents cause of after approved to specify It is classified those conflicts by procedure to study. It will make reduce the government role and between the residents and contractor will enable coordination comment in way to resolve conflicts between the subject's participation.   • In recently, thanks to the development of computer and internet, and reinforcement of digital media literacy of ordinary people, many users of comics and animations recombine contents into various ways, including UCCs. In a glance, it seems these outputs violates the copyrights of contents. But in reality, they helps the growth of the ecosystem of contents market, with increase of contents users. The reason of these reproductions inclines the characteristics of animation media. Animation, which are constituted by plastic symbols, auditory symbols, and narrative symbols, and Comic, which supports stories of Animations, affects as 'Imaginary signifier'. These signifiers helps users of contents to dismantle and reassemble stories. These aspects are seen in doujin culture, animation soundtrack fandom, and voice actor fandom. But In this article, we will concentrate into cosplay culture. Cosplay culture shows more active appearances than another fandoms. In especially, cosplay stage and daily cafe show more active reproductions of characters and communications. However, they are done by youth fans, which has not enough financial abilities: therefore, events are not sustainable and discontinued. And they have another limits, like lack of opportunity of performance. In the reality of Korean society, which needs of community making by community member, and hybrid culture, comics and animation productions in Korea are in need of access positively and encourage reproductions of active receivers of animations.

Self-disclosure and Privacy in the Age of Web 2.0 A Case Study (웹 2.0 시대의 프라이버시 청년 UCC 이용자들의 인식과 실천을 중심으로)

  • With the advent of the so-called Web 2.0 age, the interconnections of various contents on the web, as well as the user-participatory services from blogs, web-based communities, picture sharing sites, and social networking sites, to the sites for collective knowledge productions, have been further vitalized. As the User Generated Contents(UGCs) are flourishing on the web, they have channeled users' desires for self-expression and social acknowledgement, and yet have created the new kinds of invasion of privacy. This study attempts to look at how the networked individuals' everyday perceptions of privacy have been reconstructed in the age of Web 2.0. By investigating how users have used the UGCs for their sociality on the web and how they have set the boundaries of the private and the public in these public or semi-public disclosures of self-expressions, it has traced the changing perceptions of privacy in everyday communication practices. For this study, it has interviewed Korean youngsters in their 10s and 20s who have grown up with the Internet and have received self-expressions and social communication on the web as everyday activities. Based on their interviews, it inquires into the concurrent notion of privacy and discuss its cultural implications.

  • The limitation and scarcity of broadcasting waves provide important rationale behind the idea of public ownership of broadcasting waves which can facilitate communications among people with diverse backgrounds and values in the society. Independence of broadcasting industry from the regulatory organization is imperative for the broadcasting industry to serve the public interest that has been historically defined by each county. For the Korean broadcasting industry, history of modern Korea taught us that the broadcasting regulatory organizations such as Korea Communications Commission(KCC) should be kept from any political influence for the industry to best serve the public. Recent controversies on the role of the CEO of KBS and the appointment of the CEO of YTN by the president of the country provide evidence that the independence of broadcasting in Korean society is a critical topic. This study examined the corporate structures of broadcasting industry and the political independence of the industry in relation to the changes in the concept of public interest and the role of broadcasting. It is critically important to investigate the political independence of broadcasting in Korea because the core argument of independence of broadcasting which is about the freedom of expression protected by the constitution is still contested in the country. For the purpose of collecting diverse perspectives on broadcasting, survey method was adopted in this study. Three groups Abstracts 697 of participants were recruited: reporters, experts in the field, and regular citizens. The result indicated that the independence of broadcasting was in the process of deterioration. Also, the participants of the study understood that it was impossible for the broadcasting to serve the public interest when the broadcasting was not free from the influence of regulatory institutions such as KCC.

  • Social welfare has transformed from a provider-centered welfare into a user-centered welfare. This trend have to increase the right to welfare and convenience for users. If the goal of social welfare guaranteed the respecting man's life and dignity, we had not regarded service users as the weak in the welfare system. The reinforcement of service users as the reconfirmation of welfare user's identity, mistreatment and violation of another's rights, self-determination must have the advocacy system. The advocacy for social welfare is the activity for benefit of individual, group, and community, and, protection, guarantee and maintenance of client's right. However, the client is hard to realization of right. therefore We have to support the activity for advocacy. The advocacy take aim the basic need of life and need the system for life support and safeguard client's rights. The mission of the advocacy for welfare service user is to advance the dignity, equality, self-determination, and expressed choices of individuals. We promote, expand, protect and seek to ensure the human and legal rights of individuals through the provision of information and advocacy. The advocacy system will carry out this mission in partnership with welfare service users. The goals for the advocacy system are organized into the following focus areas, which are not listed in order of priority: the majority guardian system and the support activity for service users, a predicament solution activity, service assessment, informed concent system.

Illegal Issuing Practices of Switched Bill of Lading and Precautions against their Potential Risks (스위치선하증권의 불법적 발행 관행에 따른 위험과 그 대책)

  • The Switched Bill of Lading(SBL) has been in frequent use in recent years as intermediary trade increases with the growing number of companies' overseas subsidiaries. Its frequent use, though, has brought about disputes regarding its illegal issue. Although there are several legal cases regarding this, studies on this issue are hard to find. Therefore, this study tries to provide countermeasures and precautions against unlawful issues of SBL through examining the legal cases resulting from illegal issuing practices of SBL. When the Switched Bill of Lading is issued, the shipper, consignee, port of loading and unloading, and shipping date of the original bill of lading are usually changed. Statements which may put the shipper at a disadvantageous position may also be deleted and/or the bill of lading may be either divided or integrated when it is issued. However, if the carrier issues the SBL 1)without withdrawing original BL, 2)indicating the shipping date, port of loading and port of discharge falsely, or 3)deleting the statements which may give him disadvantages, it may be regarded as an illegal issue. These unlawful issues of SBL may pose a huge threat to the shipper, banks and the parties relating to the trade. That is, the shipper may take a substantial loss when the goods can be delivered to a third party by SBL without his collecting the proceeds. The issuing bank and the negotiating bank may also have their security rights to the goods hampered by the illegal and improper issue of SBL. In most cases, the carrier has no choice but to issue the SBL without collecting the original BL for fear of hurting the relationship with the intermediary traders. This practice of issuing more than two sets of BL may pose a potential risk to the carrier.

  • By studying the awareness level of students, for the need to protect personal information, and also by studying students' level of perception as to which information needs protection, this study aims to show that increased education is beneficial, and necessary, across all university majors. This increased education is necessary to improve information security, and increase the responsible sharing of private data which has many benefits, specifically in the Healthcare field. Utilizing student volunteers across multiple majors at a university in South Korea. These questionnaires measured the students' awareness of private information, their perception of private information and also the students' experience in receiving university level education regarding private information and the need for its protection. This study shows that, when compared to students in other fields, students in the field of public health had a higher level of awareness regarding the consequences of personal information disclosure for both public purposes and medical research. Within the parameters of this study, this outcome can be explained as the result of exposure to educational curriculum which contained information related to personal information protection. This increased education raised the student's awareness of which information is considered private, as well as, which information is valuable when responsibly shared. As a result, this study shows that an increase in education regarding information privacy, should be included in all university majors, and gives us evidence to support that this additional education is valuable to students at all levels and should be encouraged.
