  • Sunken vessels accidents have harmful impacts on the marine environment because of oils and chemicals in the vessels. The government has managed them and developed risk assessment which can evaluate potential risk quantitatively since 1999. But the grades of present risk assessment has changed greatly depending on quantity of remaining fuel oils, and the list of remaining fuel oils omitted in status report of sunken vessels. Therefore, the aim of the study is to estimate and develop model for quantity of remaining fuel oils and verify the remaining fuel estimation comparison with active vessels. To accomplish the purpose of the study, apply this verified estimation model to current risk assessment and recommend guideline for an accurate sunken vessels risk assessment.

  • Sunken vessels on major fairways can cause many problems in terms of maritime safety and the marine environment. In order to prevent secondary marine pollution accidents caused by sunken vessels, information on sunken vessels has been collected, a risk assessment has been conducted, and the relevant vessels are being managed according to the results of each assessment. However, there is still a demand for improvements. The most important of the improvement plans is a paradigm shift. In other words, the management of sunken vessels needs to be transformed according to a new paradigm to manage all sunken vessels within three years from the time of sinking. Legislative improvements are also needed for the reporting system for sunken vessels, risk assessment tools, the implementation of risk mitigation measures, and criteria for the implementation cost of risk mitigation measures. In addition, close coordination between marine pollution response and sunken vessel management efforts is needed. As the division of duties between the Korea Coast Guard and the Ministry of Oceans and Fisheries is vague, collaboration between the two ministries is required. Close collaboration is also needed between the departments of navigation safety management and sunken vessel management. Therefore, it is necessary to more clearly establish the relationship between the two systems and create a synergy effect between the two administrative operations using the results of the risk assessment in the Marine Environment Management Act to determine the navigational risk posed by obstacles with regard to the Maritime Safety Act.

A Study on Flooding·Sinking Simulation for Cause Analysis of No. 501 Oryong Sinking Accident (제501 오룡호 침몰사고 원인분석을 위한 침수·침몰 시뮬레이션 연구)

  • Deep-sea fishing vessel No. 501 Oryong was fully flooded through its openings and sunk to the bottom of the sea due to the very rough sea weather on the way of evasion after a fishing operation in the Bearing Sea. As a result, many crew members died and/or were missing. In this study, a full-scale ship flooding sinking simulation was conducted, and the sinking process was analyzed for the precise and scientific investigation of the sinking accident using highly advanced Modeling & Simulation (M&S) system of Fluid-Structure Interaction (FSI) analysis technique. To objectively secure the weather and sea states during the sinking accident in the Bering Sea, time-based wind and wave simulation at the region of the sinking accident was carried out and analyzed, and the weather and sea states were realized by simulating the irregular strong wave and wind spectrums. Simulation scenarios were developed and full-scale ship and fluid (air & seawater) modeling was performed for the flooding sinking simulation, by investigating the hull form, structural arrangement & weight distribution, and exterior inflow openings and interior flooding paths through its drawings, and by estimating the main tank capacities and their loading status. It was confirmed that the flooding and sinking accident was slightly different from a general capsize and sinking accident according to the simple loss of stability.

  • Cruiser Dmitri Donskoi was constructed in 1895. During the Russo-Japanese War (1904-1905), she was damaged in an attack by Japanese destroyers at the battle of Tsushima, and scuttled in the east sea of Ulleungdo, Korea Peninsula on the 29th May 1905. In 2003, Dmitri Donskoi was found at the distance of 2 km off the east coast of Ulleung Island and at the depth of 400 m. Archival research was performed as the preliminary study for investigating the sunken ship.

  • 유조선이 화물유 탱크 내 유류를 적재한 채 국내 연안 해저면에 침몰하는 경우 화물유 탱크 내 적재유가 유출되어 대형 오염사고로 연결될 가능성이 있으므로 화물유 탱크 내 적재유는 신속하고 안전하게 제거 되어야만 한다. 심해 수중작업 특성상 이러한 잔존유 회수작업 완료 후 화물유 탱크 내 잔존유 제거상태의 직접적 확인은 매우 곤란하므로 회수작업 종료 기준 및 절차는 매우 중요하다. 이에 따라, 국내에서 실제 이루어 진 제1유일호 및 제3오성호, 경신호 잔존유 작업사례에 적용된 회수방법에 따른 종료절차를 비교분석하여, 향후 국내 연안에 침몰되는 유조선 잔존유 회수작업에 적용 가능한 합리적 표준 작업종료 절차를 제시하였다.

  • Marine risk assessment considers events such as collision/grounding, sinking/capsize, fire/explosion and flooding, developing relationships between their causes and effects. In addition, risk assessment of previously sunken ships are also necessary since they continuously have possibility for further oil spill or can cause other marine accidents. The objective of this paper is to develop the risk assessment systems for sunken ships to prevent oil spill and further marine causalities in order to preserve safe and clean oceans around Korea peninsula. The risk assessment systems for sunken ships comprise of database management sub-system for sunken ships, qualitative risk assessment sub-system, quantitative risk assessment sub-system, and cost-benefit analysis subsystem.

  • 북한 지난 2006년 2009년에 두차례 핵실험을 실시하였다. 이 핵실험은 한국, 일본, 중국에 위치한 지진관측소에 높은 신호대 잡음비를 보이며 관측이 되었다. 북한 핵실험의 지진파형 자료를 분석하여 북한 핵실험 특성 파악을 수행한다. 또한 지역지진파의 전파 경로별 변화 특성을 살펴본다. 한반도의 경우, 동해의 지각구조가 급격하게 변화하므로 동해를 가로지는 경로상에 급격한 지역지진파 변화가 관측된다. 이러한 지역지진파의 경로별 변화로 인해 관측소별 판정에 있어 어려움을 야기한다. 여러 관측소 자료를 종합 분석하는 핵실험 탐지 방법을 제시하며, 이를 북한 핵실험에 적용한다. 과거 구소련과 미국의 핵실험 자료와의 차이점을 살펴보고, 북한 핵실험의 탐지의 효율성을 위해 고려해야 할 사항에 대하여 토론한다. 과거 두 번의 북한 핵실험의 특징인 스펙트럼상의 모서리주파수 부근 에너지 강화 현상이 강하게 관측되며, P파의 상대적 강화 현상이 관측된다. 또한 2010년 천안함 침몰사건에 대하여 지진학적 기법을 활용하여 천암한 침몰 원인에 대하여 추정한다. 침몰 사건시간대에 기록된 지진파형 기록을 수집하여 분석한다. 3개의 관측소 지진파형 자료가 분석에 활용된다. 지진파의 분석을 통해 진앙위치를 추정하며, 지진파형에 드러난 특성을 통해 천암함 침몰과의 연관성을 유추한다. 또한, 지진파 진폭과 주파수 특성을 통해 진원 특성과 침몰 원인등을 추정한다.

  • Sunken ships cause damage to the environment due to the dispersal of fuel oil and harmful cargo goods in the hull. Since the sunken ship is mostly flooded by the seabed, it tends to be in a relatively stable condition. However, the heavy body, together with the load of remaining goods in the cargo hold, the constant contact with the seabed, and ocean currents and tidal waves, can affect dispersal of residual fuel oils out of the sunken ship. Corrosion of the sunken ship starts upon sinking, decreasing the thickness of the hull structure and sub-materials. Therefore, it is necessary to assess the structural stability against the potential breakdown of the sunken ship. Whilst evaluating the danger of the sunken ship, this result should be reflected in 'the possible discharge'. This study was undertaken to suggest a procedure for a step by step evaluation to assess the structural stability a sunken ship. The structural stability assessment to estimate the collapsibility of the hull was structure targeted at the sunken ship 'No. 7 HaeSung', which was classified as the prime example for the intensive management of sunken ships. The collapsibility of the hull structure was estimated Based on the damage size of the hull structure, and the corrosion rate of the hull structure and sub-materials due to the seawater after sinking. It was confirmed that there was a low possibility of the total destruction of the hull structure at the current time. However, there is a high possibility in the potential failure of the hull structure due to increased rate of corrosion thereafter. Therefore, we believe continuous study on influence of corrosion and marine environment change to sunken ship's structural safety is necessary.

Sunken Ship Precision Image Analysis Using Multi-Beam Echo Sounding Data (다중빔음향측심 자료를 이용한 침몰선박 정밀영상 분석 연구)

  • In this study, the precise shapes of sunken ships and information on seafloor topography were analyzed using data obtained from a multi-beam echo sounder. The state of each sunken ship was analyzed by processing diverse imagery data which was compared with data obtained from past investigations to determine changes in the state and circumjacent seafloor topography. Apparent changes in the seafloor topography around one sunken ship, the "Pacific Friend", were found from stern to bow as a result of continued submarine erosion and sedimentation. In the case of sunken ship "No. 7 Haeseong", the partial collapse of the bow was revealed in the seabed images captured in 2015, though it had still been intact in images captured during the Korea Hydrographic and Oceanographic Agency's investigation in 2011. This partial collapse was presumed to have resulted from the effects of continued tidal currents, the cargo load of the ship and continued corrosion of the ship over a long time on the seabed. Continuous monitoring of residual fuel inside the ship is necessary to avoid leakage and potential marine pollution. By conducting image analysis on these sunken ships, it has been determined that the structural safety of the ships is seriously influenced by tidal currents and seafloor topography, while the hulls will be continuously changed by corrosion. As a result, it can be concluded that the development of prediction and response techniques that take into consideration residual fuel leakage and environmental changes according to the geological characteristics of sunken ships is necessary.

  • 최근 발생한 대형 해양사고 발생 시 선박이 침몰하면 선체를 찾는데 AKSG은 시간을 허비하여 임영의 구조에 필요한 골든타임을 놓치거나 선체 파공 부위의 봉쇄 조치의 지연 등으로 유류 노출에 의한 자연환경 파괴 등이 우려되고 있어, 현재의 해양사고 발생 시 긴급수색 및 구조시스템 외에 침몰선박의 위치를 알 수 있는 방법의 모색이 필용한 시점이다. 이 연구에서는 선박이 침몰하면 선박에 설치된 등 부표가 자동적으로 부양되면서 등부표에 설치된 등명기에서 형상과 빛 및 전파로서 사고 발생 위치를 알려주는 기술을 연구 개발하였다.
