An Economic Ripple Effect Analysis of National Scientific Data Center Construction (국가 과학데이터센터 구축의 경제적 파급효과 분석)

  • In the modern scientific R&D, the efficient acquisition, curation, analysis and visualization are core elements of the science development. The value of scientific data is very important in data intensive research. An output of scientific data is drastically increasing. However we have only each individual system of scientific data in now. Therefore We feel a lack of efficiency of scientific data. In this paper, We analyze an economic ripple effects in terms of production inducement effect, added value inducement effect, labor inducement effect and forward backward linkage effect of national scientific data center construction using an input-out analysis of the bank of Korea(2009). We also examine an economic propriety of national scientific data center construction.

  • The wave of the Fourth Industrial Revolution was spreaded in Moon Jae-in Government. The efficiency of the R&D budget of government began to pay attention, the role of the National Science & Technology Information Service (NTIS) which provides all national R&D information in real time World's first R&D information portal has been emphasized. NTIS provides information on national R&D projects with their participating researchers, outcomes, and facilities & equipment through of information from each ministry and institution. NTIS supports to build science and technology policies, to enable transparent and efficient management of national R&D projects and to promote joint utilization of the R&D data among researchers and industrial utilization of the R&D data. NTIS provides since 2005. In this paper, I have analyzed the economic ripple effect of NTIS using the Input-Output model technique based on the input-output tables published by the Bank of Korea. When I set the NTIS R&D budget (about 120M$ for the last 13 years) as input coefficients, the effect on production inducement, value added inducement and employment inducement was analyzed by 211M$, 100M$ and 1,882 respectively.

  • In order to enhance national science technology and to secure the origin of creative wealth, there is a need to offer accurate and high quality information with semantic technology. Semantic technology enables to significantly unify information and obtain the wanted information in an easier way. Also Semantic technology is a key technology of the next generation having great ripple effect on the whole of IT. In this paper, We analyze an economic ripple effects in terms of production inducement effect, added value inducement effect, import inducement effect, labor inducement effect of Semantic technology using an input-out analysis of the bank of Korea(2009). We also examine an economic propriety of Semantic technology.

  • The science & technology information is core point of the knowledge based society which will accomplish the role which economic development is lead. Simultaneously, Korea will jump at powerful country of knowledge information. But, There is not analysis about affects in the economic growth and various economic structure which follows in national knowledge information system development. This research analyses the economic ripple effects, in terms of production inducement effect, added value inducement effect, import inducement effect, labor inducement effect, of national knowledge information system development in KISTI from 2001 to 2008, using an input-output analysis of the bank of Korea(2007). It also examines economic propriety using an benefit-cost analysis for national knowledge information system development.

  • Since the 1970s, manufacturing has been one of the key driving forces that has led to Korea's economic growth. However, this growth rate has been reduced significantly since the 2000s, and shows that revenues and employment are steadily decreasing. In addition, while manufacturing investment in Korea has dropped sharply, the United States, Germany, Japan, and other major countries have increased investment in manufacturing. These countries have promoted manufacturing innovation strategies that include the convergence of information and communications technologies (ICT) and manufacturing. For manufacturing innovation, it is important for time and cost savings required for product development to be achieved by changes in the production process, especially product design. Modeling and simulation (M&S) is a process that replaces physical product design, mockup making, and testing, with virtual product creation (modeling) and engineering analysis (simulation). In this paper, we analyze the economic ripple effect of supercomputing M&S using an input-output model technique based on the input-output tables published by the Bank of Korea. When we set the M&S budget (about US$16 million for the last 10 years) of the Korea Institute of Science and Technology Information (KISTI) as input coefficients, the effect on production inducement, value-added inducement, and employment inducement was analyzed to be US$24 million, US$13.4 million, and 267, respectively.

Economic Impact of HEMOS-Cloud Services for M&S Support (M&S 지원을 위한 HEMOS-Cloud 서비스의 경제적 효과)

  • Cloud computing is a computing paradigm in which users can utilize computing resources in a pay-as-you-go manner. In a cloud system, resources can be dynamically scaled up and down to the user's on-demand so that the total cost of ownership can be reduced. The Modeling and Simulation (M&S) technology is a renowned simulation-based method to obtain engineering analysis and results through CAE software without actual experimental action. In general, M&S technology is utilized in Finite Element Analysis (FEA), Computational Fluid Dynamics (CFD), Multibody dynamics (MBD), and optimization fields. The work procedure through M&S is divided into pre-processing, analysis, and post-processing steps. The pre/post-processing are GPU-intensive job that consists of 3D modeling jobs via CAE software, whereas analysis is CPU or GPU intensive. Because a general-purpose desktop needs plenty of time to analyze complicated 3D models, CAE software requires a high-end CPU and GPU-based workstation that can work fluently. In other words, for executing M&S, it is absolutely required to utilize high-performance computing resources. To mitigate the cost issue from equipping such tremendous computing resources, we propose HEMOS-Cloud service, an integrated cloud and cluster computing environment. The HEMOS-Cloud service provides CAE software and computing resources to users who want to experience M&S in business sectors or academics. In this paper, the economic ripple effect of HEMOS-Cloud service was analyzed by using industry-related analysis. The estimated results of using the experts-guided coefficients are the production inducement effect of KRW 7.4 billion, the value-added effect of KRW 4.1 billion, and the employment-inducing effect of 50 persons per KRW 1 billion.
