Development and Application of a Methodologyfor Climate Change Vulnerability Assessment-Sea Level Rise Impact ona Coastal City (기후변화 취약성 평가 방법론의 개발 및 적용 해수면 상승을 중심으로)

  • Climate change vulnerability assessment based on local conditions is a prerequisite for establishment of climate change adaptation policies. While some studies have developed a methodology for vulnerability assessment at the national level using statistical data, few attempts, whether domestic or overseas, have been made to develop methods for local vulnerability assessments that are easily applicable to a single city. Accordingly, the objective of this study was to develop a conceptual framework for climate change vulnerability, and then develop a general methodology for assessment at the regional level applied to a single coastal city, Mokpo, in Jeolla province, Korea. We followed the conceptual framework of climate change vulnerability proposed by the IPCC (1996) which consists of "climate exposure," "systemic sensitivity," and "systemic adaptive capacity." "Climate exposure" was designated as sea level rises of 1, 2, 3, 4, and 5 meter(s), allowing for a simple scenario for sea level rises. Should more complex forecasts of sea level rises be required later, the methodology developed herein can be easily scaled and transferred to other projects. Mokpo was chosen as a seaside city on the southwest coast of Korea, where all cities have experienced rising sea levels. Mokpo has experienced the largest sea level increases of all, and is a region where abnormal high tide events have become a significant threat; especially subsequent to the construction of an estuary dam and breakwaters. Sensitivity to sea level rises was measured by the percentage of flooded area for each administrative region within Mokpo evaluated via simulations using GIS techniques. Population density, particularly that of senior citizens, was also factored in. Adaptive capacity was considered from both the "hardware" and "software" aspects. "Hardware" adaptive capacity was incorporated by considering the presence (or lack thereof) of breakwaters and seawalls, as well as their height. "Software" adaptive capacity was measured using a survey method. The survey questionnaire included economic status, awareness of climate change impact and adaptation, governance, and policy, and was distributed to 75 governmental officials working for Mokpo. Vulnerability to sea level rises was assessed by subtracting adaptive capacity from the sensitivity index. Application of the methodology to Mokpo indicated vulnerability was high for seven out of 20 administrative districts. The results of our methodology provides significant policy implications for the development of climate change adaptation policy as follows: 1) regions with high priority for climate change adaptation measures can be selected through a correlation diagram between vulnerabilities and records of previous flood damage, and 2) after review of existing short, mid, and long-term plans or projects in high priority areas, appropriate adaptation measures can be taken as per this study. Future studies should focus on expanding analysis of climate change exposure from sea level rises to other adverse climate related events, including heat waves, torrential rain, and drought etc.

Fragility Analyses on Seismic Isolated LRB Concrete Bridges (LRB 면진 콘크리트 교량의 손상도 해석)

  • In performing a risk analysis of structures under earthquakes, it is imperative to identify the vulnerability of structures associated with various damage stages considering structural properties, soil-structure interactions, site condition, and so on. In this paper, the method to derive a representative fragility curve of seismic isolated LRB(lead rubber bearing) bridges is proposed. In which, the curve is assumed log-normally distribution with two parameters. The risk analysis of seismic isolated LRB bridges considering earthquake effects such as PGA, PGV, SA, SV, and SI is also performed to assure the earthquake resisting capability of the structures. An practical way for constructing the representative fragility curves is also recommended combining fragility curves of structures.

  • 늘어나는 자연재해에 대응하여 새로운 보험 상품이 개발되고 있으며, 보험료 및 보험보상료의 증가에 따른 재보험율의 조정과정이 과학적 근거하에 작업이 이루어져야함에도 불구하고 2006년까지 이와 같은 재해 규모와 피해를 예측하거나 모의할 수 있는 시스템은 한국에서는 거의 드문 상황이었다. 본 과제의 목적은 남한 지역을 대상으로 하여 지진, 태풍, 해일, 풍수해 등의 주요4대 재해에 대한 정보를 지리정보와 더불어 구축하여, 민간 보험사에서 자연재해에 대응하여 계획을 세우고, 과학적인 기준 마련하는 것이다. 구축된 데이터는 국가NGIS 사업의 결과물인 1: 5,000 수치지도를 근간으로 하여 각 재해별로 참조할 수 있는 각 부처의 자료를 가공하여 격자화 하여 구축하였으며, 민간보험사에 보유하고 있는 물건의 주소를 포인트 위치로 산정하여 지역별로 검색이 가능하도록 구축하였다. K-weather 등의 기상정보서비스를 실시간으로 연결하여, 태풍 및 풍수해 발생시78개 지점의 자료가 실시간으로 입수되어 주변현황을 모의할 수 있도록 하였으며, 종합적인 피해모델의 경우는 주로 물건의 수와 총액수준으로 평가할 수 있도록 하였다. 각 재해에 대한 취약성 함수는 뮌헨 재보험사의 것을 기본으로 하였으나 상세한 변수조정은 실제 자료를 대응시키면서 최적화된 값을 선정하였다. 본 시스템 구축은 과거자료를 중심으로 한 부분과 임의의 태풍 및 강수량을 특정위치에 적용하였을 때, 보험사가 지불해야할 보험금 액수를 산정할 수 있도록 하였으며, 향후 보험 상품의 지역적 차별화에 근거자료로 활용할 수 있을 것으로 사료된다. 각 재해의 총합이 각 행정구역과 격자의 위험도로 상대적인 위험도 주제도가 생산이 됨에 따라 보다 합리적인 민간회사의 의사결정에 GIS가 사용될 수 있음을 보여주는 사례로 연구의 의의를 두겠다.

  • Due to its communication vulnerability resulting in a range of problems, e.g. eavesdropping, information exposure, traffic analysis and spoofing, RFID system becomes the target of attackers. Accordingly, many investigators have proposed various protocols to the extent of theorem proving or verification as the implementation is challenging. This paper thus proposes a safe RFID security protocol using public keys, session keys, hashes, XORs, and random numbers. Timestamps and hashes are applied to the most vulnerable section between readers and tags to detect attacks in attack signals with time difference. Also, to prevent tag information from being exposed in the last session, hash operation is adopted before communication. Finally, in this paper, we designed a RFID security protocol using public and session keys applicable to real systems and verified the security of the proposed protocol with a differentiated formal verification technique.

Seismic Risk Assessment of Extradosed Bridges with Lead Rubber Bearings (LRB 면진장치가 설치된 엑스트라도즈드교의 지진위험도 평가)

  • This study presents the seismic risk assesment for an extradosed bridge with seismic isolators of lead rubber bearings(LRB). First, the seismic vulnerability of a structure and then the seismic hazard of the site are evaluated using earthquake data set and seismic hazard map in Korea, and then the seismic risk of the structure is assessed. The nonlinear seismic analyses are carried out to consider plastic hinges of bridge columns and nonlinear characteristics of soil foundation. The ductility demand is adopted to describe the nonlinear behavior of a column, and the moment-curvature curve of a column is assumed to be bilinear hysterestic. The fragility curves are represented as a log-normal distribution function for column damage, movement of superstructure, and cable yielding. And seismic hazard is estimated using the available seismic hazard maps. The results show that the effectiveness of the seismic isolators for the columns is more noticeable than those for cables and girders, in seismic isolated extradosed bridges under earthquakes.

Seismic Risk Analysis of Track-on-Steel Plate Girder Railway Bridges (무도상 강판형 철도교의 지진 위험도 해석)

  • More than 40% of railway bridges on the conventional lines in Korea consist of track-on-steel plate girder (TOSPG) bridges. This type of bridge is typically designed without considering seismic loadings, as most of them were built before 1970. The seismic performance of this particular type of bridge could be upgraded through various seismic retrofit schemes, and seismic risk assessment could play a key role in decision-making on the level of the seismic retrofit. This study performed a seismic risk assessment of TOSPG bridges in Korea. The seismic damage of several crucial components of TOSPG bridges--fixed bearings, free bearings, and piers--were probabilistically estimated, and their seismic fragility curves were developed. The probability that the components would exceed their predefined limit states was also calculated by combining the fragility curves and the seismic hazard function. The analysis showed that the piers of TOSPG bridges, which are made of plain concrete without rebars, have relatively low risk against seismic loadings in Korea. This is because the mass of the superstructures of TOSPG bridges is relatively small, and hence, the seismic loading being transferred to the piers is minimal. The line-type bearings typically used for TOSPG bridges, however, are exposed to a degree of seismic risk. Among the bearings, the probability of the free-end bearings and the fixed-end bearings exceeding the slight damage state in 50 years was found to be 12.78% and 4.23%, respectively. The gap between these probability values lessened towards more serious damage states. This study could effectively provide an engineering background for decision-making activities on the seismic retrofit of railway bridges.

  • 2017년 12월 기준 우리나라에 등록된 자동차는 약 2,200만 이상으로, 그 증가율은 매년 증가하는 추세이다. 이러한 최근 차량대수 및 고자산인 외산차 보유율 증가는 자연재난에서 노출과 관련한 위험도를 증가시키는 주요인이 되며, 홍수발생 시 상당한 규모의 경제적 피해를 야기한다. 현재 국가연구개발사업으로 진행 중인 행정안전부(2017) 연구는 위험지역 내 차량의 공간적 분포와 차량유형별 침수심에 따른 취약성을 고려하여 어떠한 홍수사상으로부터 예상되는 차량 피해액을 추정하는 방법을 제시한 바 있다. 여기서는 어떠한 집계구 내에서 동일한 침수심 구간을 가지는 면(polygon)을 분석단위로 하고 있는 데, 이를 편의성 차원에서 벡터자료에 기반 한 연산과정을 수행할 경우 정의된 침수구역도(재해정보)의 고유 정보가 훼손되거나, 세분화된 침수심 구간에 따른 손상률 관계를 사용할 수 없는 문제점이 있다. 이에 본 연구에서는 격자 기반의 침수구역도와 인벤토리 지도로부터 Raster GIS 공간연산을 활용한 차량피해 산정절차를 제시하였고, 이를 신천수계 하천기본계획(경기도, 2011)에서 계획된 치수사업에 적용하여 홍수빈도별 사업시행 전후 상황에 적용하였다. 이 과정에서 침수구역도는 인벤토리 상의 집계구 면적을 고려하여 $5m{\times}5m$ 크기로 제작하였고, 동일한 격자크기로 변환된 인벤토리는 변환 전후 면적을 기준으로 할 때 거의 오차가 없는 것으로 확인되었다. 그리고 Raster 공간연산으로부터 침수편입률을 결정하는 과정에서 집계구 넘버 및 침수심 정보를 확인하기 위한 자료별 전처리 과정을 제시하였고, 여기서 집계구 넘버는 인벤토리 정보와 침수심 정보는 손상함수와 연계된다. 본 연구에서 제시한 결과는 향후 실무에서 직접 적용하는 데 활용하기 위하여 방법론과 함께 가이드라인 문서로 정리할 계획이다.

Seismic Fragility Function for Unreinforced Masonry Buildings in Korea (국내 무보강 조적조 건물의 지진취약도함수)

  • Seismic fragility functions for unreinforced masonry buildings were derived based on the incremental dynamic analysis of eight representative inelastic numerical models for application to Korea's earthquake damage estimation system. The effects of panel zones formed between piers and spandrels around openings were taken into account explicitly or implicitly regarding stiffness and inelastic deformation capacity. The site response of ground motion records measured at the rock site was used as input ground motion. Limit states were proposed based on the fraction of structural components that do not meet the required performance from the nonlinear static analysis of each model. In addition to the randomness of ground motion considered in the incremental dynamic analysis explicitly, supplementary standard deviation due to uncertainty that was not reflected in the fragility assessment procedure was added. The proposed seismic fragility functions were verified by applying them to the damage estimation of masonry buildings located around the epicenter of the 2017 Pohang earthquake and comparing the result with actual damage statistics.

Seismic Fragility Function for Existing Low-Rise Piloti-Type Buildings Reflecting Damage From Pohang Earthquake (포항지진의 피해 결과를 반영한 기존 저층 필로티 건물의 지진취약도함수)

  • Current seismic fragility functions for buildings were developed by defining damage state threshold based on story drift concerning foreign references and using the capacity spectrum method based on spectral displacement. In this study, insufficient details and dependence on the core location of piloti-type buildings were not reflected in the fragility function because it was developed before the Pohang earthquake. In order to develop an improved one for piloti-type buildings, several types of core were selected, damage state threshold was determined based on the capacity of structural members, and three-dimensional analyses were utilized. As a result, seismic fragility functions based on spectral acceleration were developed for various core locations and different shear strengths of the column stirrup. The fragility of piloti-type buildings significantly varied according to core location, an additional single wall, and whether the contribution of column stirrup was included or not. To estimate fragility more reasonably, it is necessary to prepare the parameters to reflect actual state well.

  • 식생은 증발산, 강우, 토양 수분 등 다양한 수문기상 요인과 밀접한 관계가 있기 때문에 식생의 상태는 가뭄 발생 시 물 부족에 매우 큰 영향을 받는다. 가뭄에 따른 식생의 변화와 영향을 파악하기 위해서는 식생-기후의 피드백을 이해해야 한다. 식생과 기후변수의 상호관계를 묘사하고 결합 확률을 구성하는 것은 식생-기후의 피드백을 이해하는데 적절하다. Copula 함수는 모든 변수를 연결하는 이점을 가지기 때문에 다양한 확률 변수를 결합하는 강력한 접근방법으로, copula를 통한 확률론적 접근방법은 수문 기상 스트레스에 대한 식생의 반응을 효과적으로 조사할 수 있다. 이에 따라 본 연구에서는 copula 기반의 식생-기후의 상호관계를 통해 가뭄 발생 시 식생이 받을 수 있는 영향을 정량화하고자 한다. 이를 위해 위성 자료를 활용한 식생건강성지수(Vegetation Health Index, VHI)와 위성관측된 강수 및 잠재증발산 자료를 적용하여 높은 공간 해상도에서 한국 전역의 식생 가뭄 가능성을 추정하고자 하였다. 강수 및 잠재증발산 자료를 통해 다양한 가뭄지수를 산정하고, copula 결합 이론을 기반으로 VHI와 가뭄지수 간의 이변량 결합 확률모델이 제안된다. 이에 조건부 확률을 적용하여 다양한 가뭄 시나리오에서 식생의 가뭄 가능성을 추정하고, 가뭄에 취약한 지역을 공간적으로 분석하고자 한다. 이를 통해 가뭄 스트레스에 따른 식생 변화와 생태학적 가뭄의 공간적 특성을 효과적으로 파악할 수 있을 것으로 기대된다.
