A Study on the Action to Cope with the Recent Port State Control Trend (항만국통제(PSC) 동향에 따른 대응방안에 관한 조사연구)

  • 항만국통제는(Port State Control)은 자국 항만 또는 수역 내에서 기준미달선을 제거하기 위하여 선박이 외국항에 기항하였을 때 해당 항만국의 검사관(Port State Control Officer)이 승선하여 그 선박이 국제협약 또는 항만국의 규정에 적합하게 건조, 정비 및 운용되고 있는지를 확인하고 결함사항이 발견된 선박에 대하여 억류 등의 제제조치를 가하는 제도이다. 최근의 항만국통제는 기항 선박에 대한 Target Matrix를 활용한 점검대상 선박 선정, 집중점검프로그램 운용 및 목표 점검율 상향조정 등으로 항만국통제 활동은 점점 더 강화되고 있다. 우리공단 검사선박의 경우 PSC에 의한 출항정지 척수가 2006년 1척, 2007년 2척 그리고 2008년 4척으로 점차 증가하는 경향을 보이고 있다. 따라서 공단 검사선박의 출항정지율 저감을 위한 방안을 개발하기 위하여 Paris MOU, Tokyo MOU 그리고 USCG의 최근 PSC 점검동향과 우리 공단의 검사선박중 출항정지 선박 및 지적된 결함사항에 대하여 조사 분석한 결과 최근 7년간 출항정지 당한 선박 10척중 6척이 도입선과 2척이 탈급선이고 그리고 주요 지적사항으로는 만재흘수선 관련 결함사항이 가장 많이 지적되었음으로 분석되었다. 따라서 그러한 분석 결과를 바탕으로 공단 검사선박의 출항정지율 저감을 위한 대책을 검토하고 새로 도입되거나 개선되어야 할 점 등에 대한 안을 제시하였다.

KR 등록선박의 PSC 결함사항에 관한 분석

  • 한국선급(KR) 등록선박 중 지난 2011년부터 46개월간 항만국통제(PSC)를 수검한 총 170척을 대상으로 선종별, 선령별, 기국별, 수검국가별 및 수검분야별 결함사항 등을 조사, 분석하였다. 분석결과 국적선의 출항정지율은 점차 낮아지고 있으나 24.7%의 선박이 Code-30을 받은 결과로 나타나고 있다. 수검선박 분석에서 선종별에서는 벌크선이 37.1%, 선령별에서는 21년 이상의 선박이 31.2%, 기국별에서는 파나마국적 KR 등록선박이 41.8%, 수검국가별은 중국이 27.1%로 가장 높은 비율을 차지하였다. 수검분야별 결함사항 분석에서는 기관설비가 41.9%로 가장 높았고, 다음으로 각종 서류가 23.5%의 비율을 보였다.

  • NIR(New Inspection Regime, hereinafter NIR) relating to the PSC(Port State Contorl, hereinafter PSC) has implemented in Asia-Pacific region under Tokyo-MOU from last January 2014. The most noticable difference between NIR and existing TF(Target Factor, hereinafter TF) is to evaluate company performance and to conduct PSC with flexible inspection interval on the basis of Ship Risk Profile; High Risk Ship, Standard Risk Ship and Low Risk Ship. Particularly deficiencies related to ISM Code, more than 5 deficiencies and detention record have a serious effect on the evaluation of Ship Risk Profile. Therefore ship and company are requested to ensure proper implementation of Safety Management System for the changed PSC tendency. Also RO(Recognized Organization, hereinafter RO) and Administration respectively should take suitable actions different to previous measures, such as implementation of cooperation and support system between vessel and company, changing subject and object for avoiding Mannerism in SMS audit, strengthening supervision on RO by Administration and establishment of private-public Partnership network.

  • After the Sewol ferry disaster, the maritime safety supervisor system was introduced to strengthen maritime safety control for coastal vessels. If any critical defect is found in vessel facilities during periodical or occasional guidance and supervision on a vessel, a maritime safety supervisor takes an administrative measure: detention of the vessel until it has been completely corrected. The detention order is one of the most powerful regulations exercised by a maritime safety supervisor. It would not be an overstatement to say that the guidance and supervision conducted by a maritime safety supervisor is very important for the safety of a vessel and protection of the maritime environment. However, the regulatory level of each Regional Office of Oceans and Fisheries toward vessels may vary with the enforcers, and an individual's intentional act or negligence might occur during the execution process. Detention of a coastal vessel by the Regional Office of Ocean and Fisheries can easily lead to delayed navigation, and a vessel owner may suffer economic loss from suspension of a charter party. Nevertheless, the Maritime Safety Act does not prescribe filing a petition for objection to the measure of detention order by a maritime safety supervisor. To overcome this problem, therefore, the objection procedure under the Maritime Safety Act has to be reformed to reclaim a right against an inappropriate detention order measure caused by an individual's intentional act or negligence through a formal objection.

A Study on Ships of KRS Registered the analyses of Detentions for Port State Control (한국선급 입급선 항만국통제의 출항정지 분석에 관한 연구)

  • This study analyzes inspection results of ships by Port State Control. Particularly, this research focuses on a detention trend of vessels that registered to Korean Register of Shipping. In order to conduct this research, we have searched 170 ships that got a detention with a Code-30 within recent 46 months period. The deficiencies of the detentions are inspected by ship types, ship years, flags, ports inspected, and criteria. Moreover, we categorized the deficiencies for the detentions into 17 types for internal and external inspections. As the results of the comparison study, bulk and general cargo carriers dominate the portion of detentions by almost 66 percent. Self-induced detention due to a lack of preparation by crews and company support are the main reasons of repeated detentions from the same type ships. Ships between six and ten years old show the lowest detention rate by 4 percent whereas ships less than five years old generate the highest detention rate by 22 percent. The main categories of the detentions from ships less than 5 years old are a lack of documentation and certification, and the clues support our opinion that owners and crews may neglect to prepare the inspections because their strong confidence for the ship condition due to young ship age. As a result of a great effort of Korean government and shipping companies to reduce a detention rate, the detention rate has been recently reduced to 0.3 percent. The results also require companies with the flag of convenience ships to spend more effort to reduce the detention rate, too. We expect that using social networking service by Korea Register will lower the detention rate by sharing relevant information real-time to ships and owners.

  • In recently, IMO consider including an marine casualty factor when Port State Control Inspection evaluate.. This paper proposes an evaluation to Target Factor Values of Port State Control Inspections(PSCITFV) using absolute measurement. To this solve, therefore, this paper used the absolute measurement which is informed compensate the defect and the more rational and objective methode, checked the effectiveness to compare an result with absolute measurement and PSCITFV of Tokyo MOU using Wilcoxson test. Finally, rate change of PSC was investigated by an experiment which changed the values of evaluation factors. As a result, it was evaluation factors of high rate change that was detention, ship's age, casualty factors. Therefore, this factors have to a priority management to do for prevent of PSC.

A Study on the Port State Control Inspection Results of Tokyo MOU - Focused on Detentions of Tokyo MOU - (아태지역 항만국통제 점검결과에 관한 연구 - Tokyo MOU 출항정지를 중심으로 -)

  • In this study, we studied and analyzed 3,751 ships regarding detention list of Tokyo MOU from 2013 to 2015 total for 36 months. The Member Authorities of the MOU has 20 committee consists of Korea and Peru joined in 2015. 1,250 ships in a year and 140 ships in a month are granted PSC Action Code-30 corresponding to detention. Averagely, 30,943 ships in a year and 2,579 ships have been received PSC inspection. Additionally, according to this PSC inspection, rate of Detention reaches to 4.04%. When it comes to Korean Flag Ships however, the number of Detention ships of Tokyo MOU has been rather increased from 3 ships in 2013 to 18 ships during 2years. Furthermore, MOU in the all over the world, the number of ships had Detention has largely increased from 5 ships to 9 up-to 19ships. The number of Detention Ships has been reached to 44.8% of 1~2 days period of Detentions, under 3~10 days period of Detentions reaches to 34.7% and over 10 days detention reaches 10.3%, which cause economically enormous loss. Continually, each MOU has been implemented Concentrated Inspection Campaign(CIC) annually. Each MOU including Tokyo MOU implemented "Crew Familiarization for Enclosed Space Entry" for 3 month from september, and During this period, Concentrated Inspection were carried out to 8,429 ships of Tokyo MOU. Accordingly, If ships and owners can get the information of CIC and deliver the information to the ship, then Ships can minimize the rate of Detention by thoroughly preparing for PSC Inspection. In addition, Bulk Carrier and General Cargo ship occupy 50% of rate of Detention and it shows that majority of list among Nature of Deficiencies are identical. Finally, If we can obtain the information of the ships inspected previously, We can reduce the number of detention by preparing for PSC inspection. And this will be able to contribute to shipping industry also.

A Study on Inspection Status of Port State Control and Improvement Measures in Korea (우리나라 항만국통제 점검 실태와 문제점 개선에 관한 연구)

  • Based on the data of PSC information management system of MOF(Ministry of oceans and fisheries) and APCIS(Asia-Pacific Computerized Information System) of Tokyo-MOU information system, the result of the evaluation on the reality of PSC was done, and base on 2009, it showed a trend of decrease in every DFR(Deficiency Rate) and DTR(Detention Rate). But for vessels built for more than 30 years, flags of convenience vessels, RO-RO ferry and general cargo vessel, small size vessels with gross tonnage less than 1,000 ton showed a high DFR and DTR. Each harbours is classified by the total harbours' average DFR which was 82.5 % and the average DTR was 5.1 %, excluding the Jeju harbour, showing a hugh deviation for classification of each harbour. Classification of each harbour has to be inspected by PSC and it showed a great unbalance of the number of vessels for each territory for inspection. the biggest problem with our country's PSC, where it was pointed out by the PSCO was lack of workers and independent inspection by just one worker. To strength the substantiality of the inspection of our country is to have concentrated inspection on the high risk cautious vessels, forming a human network each classified by four different sectors of the area, recalculating the amount of assignment of inspection classified by each harbour and securing workforce the PSCO improvements are necessary.
