  • The counter-terrorism in Korea should be approached practically divided both internally and externally. However, in reality it is impossible for the military and the police to control all the counter-terrorism. So there is a need of precaution using the partnership with private companies. But the military and the police have stressed the conservative and closed operation. Furthermore, the focus of counter-terrorism in Korea is more on expose facto treatment than prevention, so they are almost the defenseless. In order to solve this problem, we should form the private subcontractors of the counter-terrorism experts. That is the introduction and the application of PMSCs system. First, the military and the police need to change its mind set for the partnership with private companies to prepare appropriateness. Second, it should be built up infrastructure to let the hands-up workers on counter-terrorism out place. Third, it should be set up the institutions of learning to train regularly to applicate PMSCs system and to specialize. Fourth, the training of counter-terrorism should be made it mandatory about exit passengers to danger zone. Fifth, the selection of PMSCs suitable for counter-terrorism should be strict.

It is through developing subjective or objective estimation tool with use of importance, perceived level, and complex index at international airport by each principal service items, The direction of this study came towards for the purpose of developing a metric analysis tool, utilizing the Quantitative Secondary Data, Analysing Perceived Data through airport user surveys, systemizing the data collection-input-analysis process, making data image according to the graph of results, planning service encounter and endowing control attribution, and ensuring competitiveness at the minimal international standards. It is much important to set up a pre-investigation plan on the base of existent foreign literature and actual inspection to international airport. Two tasks have been executed together on the base of this pre-investigation; one is developing subjective estimation standards for departing party, entering party, and airport residence and the other is developing objective standards as complementary methods. The study has processed for the monitoring services at airports regularly and irregularly through developing software system for operating standards after ensuring credibility and feasibility of estimation standards with substantial and statistical way.

  • This study explores the trends of social security expenditures after financial crisis in welfare states. For the purpose, this study analyzes changes in social expenditures during 1980~2003 in 22 OECD countries. The results show that average total social security expenditure(as a percentage of GDP) among the 22 countries increased from 18.0% in 1980 to 22.3% in 2003. Compared to sharp increases during the great expansion period of the welfare state before 1980s, the increase in social expenditures after 1980s is substantially weakened. The slowdown in the increases of social expenditures is remarkable in the social democratic welfare states where social expenditures have already reached a high level. On the other hand, social expenditures are considerably increased in the lagged welfare states such as South European countries and Japan. As a result, the cross-national difference in social expenditures has continuously decreased. These findings suggest that financial crisis is a key factor of welfare-state reorganization. Countries where social expenditures are in high level need more reforms under the pressure of financial deficits. Since 1980s, they have tried various reforms especially in pensions and unemployment benefits. Facing new and increasing demands for social security as well as financial limitations, the welfare state needs major reforms in the social security system to increase effectiveness/efficiency of existing programs and to iron out priorities among programs.

  • This research attempted to estimate monthly sales of food and beverage at the passenger terminal of Incheon int'l airport from June of 2015 to December 2020. This paper used ARIMA-Intervention model which can estimate the change of the sales amount suggesting the predicted monthly food and beverage sales revenue. The intervention variable was travel-ban policy against south Korea from P.R. China since July 2016 to December 2017 due to THAAD in south Korea. According to ARIMA, it was found normal predicted sales amount showed the slow growth increase rate until 2020 due to the effect of intervened variable. However, the monthly food sales in July and August 2019 was 20.3 and 21.2 billion KRW respectively. Each amount would increase even more in 2020 and the amount would increase to 21.4 and 22.1 billion KRW. The sales amount in 2019 would be 7.7 and 8.1 billion KRW and climb up 7.9 and 8.2 billion KRW in 2020. It was expected LCC passengers tend to spend more money for F&B at airport due to no meal or drink service of LCC or the paid-in meal and beverage service of LCC. The growth of sales of food and beverate will be accompanied with the growth of LCC according to estimated data.
