정당의 후보선출과 공정성: 유권자정당 모델을 중심으로

  • 당원중심 정당조직이 약화되고 있는 정당정치 변화추세 및 진성당원이 절대 부족한 실정에서 의원이나 원외위원장에 의해 동원되고 있는 당원들이 참여하는 경선의 현실적인 한계를 고려한다면, 당원 이외 유권자도 참여하는 보다 개방적인 경선을 지향할 수밖에 없는 상황이다. 이번에 국민경선의 확대내지는 제도화를 목표로 중앙선관위 및 한나라당과 민주당의 개혁특위가 제시하고 있는 공천안, 특히 모든 유권자가 참여할 수 있는 여야 동시 완전국민경선안은 선거인단을 모집하여 실시하는 기존의 제한적 국민경선보다 불공정한 동원, 역선택 등의 문제 해결에 도움이 되리라 본다. 하지만 여전히 해소되야 할 경선 공정성과 관련된 구조적인 문제는 경선이 치러지는 지역의 정당조직이 비민주적으로 운영되는 데에서 비롯되는 경선 후보들 간의 불균형 문제이며, 전략공천이라는 형태로 치러지는 사실상 하향식 공천 역시 경선 공정성을 크게 훼손할 소지가 있으므로 정당의 전략공천 비율은 더욱 축소되어야 할 것이다. 2012년 총선이 임박한 상황에서 현실적으로 무엇보다 시급한 것은 한나라당, 민주당 모두 공천제도 개혁안을 조속히 확정하고 선관위안을 법제화하는 일이며, 이를 통하여 유권자가 참여하는 정당경선의 제도화가 이루어질 때 최근 시민후보의 등장과 같은 시민사회의 도전으로부터 비롯된 정당정치의 위기상황을 더욱 새로운 정당정치로 나아가는 계기로 전환시키는 일도 보다 용이해 질 것이다.

Estimation of Fetal Dose during Radiation Therapy of Pregnant Patient (임산부의 방사선치료 시 태아선량 평가)

  • Purpose: To evaluate the effectiveness of a simple and practical shielding device to reduce the fetal dose for a pregnant patient undergoing radiation therapy of brain metastasis. Materials and Methods: The dose to the fetus was evaluated by simulating the treatments using the anthropomorphic phantom. The prescription dose at mid-brain is $300cGy{\times}10$ fractions with 6 MV photon with $18{\times}22cm^2$ field size. The additional shielding devices to reduce the fetal dose are a shielding wall, cerrobend plates and lead (Pb) sheets over acrylic bridge. Various points of measurement with off-field distance were detected by using ion-chamber (30, 40, 50, and 60 cm) with and without the shielding devices and TLD (30, 40, 50, 60, and 70 cm) only with the shielding devices. Results: The doses to the fetus without shielding were 3.20, 3.21, 1.44, 0.90 cGy at the distances of 30, 40, 50, and 60 cm from the treatment field edge. With shielding, the doses were reduced to 0.88, 0.60, 0.35, 0.25 cGy, and the ratio of the shielding effect varied from 70% to 80%. TLD results were 1.8, 1.2, 0.8, 1.2, and 0.8 cGy (70 cm). The total dose to the fetus was expected to be under 1 cGy during the entire treatment. Conclusion: The essential point during radiation therapy of pregnant patient would be minimizing the fetal dose. 10 cGy to 20 cGy is the threshold dose for fetal radiation effects. Our newly developed device reduced the fetal dose far below the safe level. Therefore, our additional shielding devices are useful and effective to reduce the fetal dose.

Spatial Autocorrelation and the Turnout of the Early Voting and Regular Voting: Analysis of the 21st General Election at Dong in Seoul (공간적 자기상관성과 관내사전투표와 본투표의 투표율: 제21대 총선 서울시 동별 분석)

  • This study is meaningful in that it is the first analysis of Korean elections using the concept of spatial autocorrelation. Spatial autocorrelation means that an event occurring in one location in space has a high correlation with an event occurring in the surrounding area. The voter turnout rate in the 21st general election of Seoul area was divided into the early-voting turnout and voting-day turnout, and the spatial pattern of the turnout was examined. Most of the previous studies were based on the unit of the precinct and personal data, but this study analyzed on the basis of the lower unit, Eup-myeon-dong, and analyzed using spatial data and aggregate data. Moran I index showed a fairly high spatial autocorrelation of 0.261 in the voting-day turnout, while the index of the early-voting turnout was low at 0.095, indicating that there was little spatial autocorrelation despite statistical significance. The voting-day turnout, which showed strong spatial autocorrelation, was compared and analyzed using the OLS regression model and the spatial statistics model. In the general regression model, the coefficient of determination R2 rose from 0.585261 to 0.656631 in the spatial error model, showing an increase in explanatory power of about 7 percentage points. This means that the spatial statistical model has high explanatory power. The most interesting result is the relationship between the early-voting turnout and the voting-day turnout. The higher the early-voting turnout is, the lower the voting-day turnout is. When the early-voing turnout increases by about 2%, the voting-day turnout drops by about 1%. In this study, the variables affecting the early-voting turnout and the voting-day turnout are very different. This finding is different from the previous researches.

  • Outcome of election depends on which candidate of politics uses more original and creative idea for Ads and PR of election in election campaign strategy of political campaign. Especially, since political Ads and PR are the ways of capturing voters' sensitivities with one line of copy(slogan) and one image, Ads and PR are very important. This research analyzes unique and creative trend of political campaigns which are used in each unit election which is held four times(2010. 6 2 local election, 2011. 10 26 by-election, 2012. 4 11 general election, 2012. 12 19 presidential election) during 2010~2012. For analysis, search analysis of text and image used in video, internet, booklet type of Ads and PR material for election, and election campaign. Video is used in election campaign during election period. Unique and creative political campaign is customized micro-marketing election strategy trend which tries to fit for tendency of backing including gender, age group, social atmosphere, etc. This research excludes the degree of success of this election strategy from subject of analysis.

Factors Affecting the Accuracy of Internet Survey (인터넷 여론조사의 정확도 관련요인)

  • The internet survey methods have been more and more widely used as the coverage of the fixed-line telephone is being reduced due to the diffusion of mobile phone. So, there is a need to know the accuracy of this new survey method. This study aims to estimate the accuracy of the internet survey method and identify the factors affecting the accuracy of this method, For this purpose, we analyzed the election poll data during the 17th general election period. These data include fixed-line telephone survey data, internet survey data, mobile phone survey data and the election voting data. The analysis shows that the prediction errors of the internet survey were a little more than those of the telephone or mobile phone survey. But the differences are not significant. It follows from this result that we can use the internet survey method in social survey context. This study also found that the respondent's willingness to participate in the survey, the probability of being at home during survey and the respondent's educational level were affecting the accuracy of the internet survey. Further studies to develop weighting method with these factors are needed.

A Clinical Analysis of Surgically Treated Myasthenia Gravid (중증 근무력증환자에서 흉선절제술의 효과 및 임상적 고찰)

  • From June 1989 to May 1994, 23 patients with myasthenia gravis underwent thymectomy in the Department of Thoracic Surgery, Asan Medical Center. For the evaluation of the effect of thymectomy, clinical analysis including age and sex distribution, preoperative disease severity, duration of the symptoms, thymic pathology, and postoperative clinical improvement was performed. The mean follow-up period was 15 mon hs(range : 5∼60mon1hs). The effectiveness of thymectomy according to the postoperative symptoms and drug dose was graded as follow : a) complete remission in 5 cases (21.7%), b) clinical improvement with dose reduction in II cases (47.9%), c) clinical improvement without dose reduction in 3 cases(13.0%), 4) unchanged in 2 cases (8.8%), e) early death in 1 case(4.3%) and f) recurrence in 1 case(4.3%). According to the preoperative disease stage by Modified Osserman classification, 6(66.7%) of the 9 patients in stage I and 13 (92.9%) of 14 patients in stage II were clinically improved after thymectomy. although there was no significant statistical differences between these two groups (p> 0.05). According to the thymic pathology, 4 (100%) of 4 cases with normal thymus were clinically improved. Ten (90.9%) of 11 cases with thymic hyperplasia and 5 (62.5%) of 8 cases with thymoma were clinically improved, but there was no significant statistical differences in these three groups (p> 0.05 . The thymectomy resulted in dramatic clinical improvement in 19 (82.5%) out of 23 patients. According to the preoperative disease stage by Modified Osserman classification or the thymic pathology, there was no significant statistical differeneces in the effect of thyinectomy (p> 0.05).

  • Under the pressure of the selection of topics and the presentation rules of mass media, politics in media society increasingly resort to professionalized forms of theatrical staging as a means of self-portrayal. Although these staging methods are not contradictory to what is actually going on in politics, they strongly advantage the tendency to focus exclusively on the staging of an event. Through their competition for public attention, politicians have been developing sophistication regarding placement and staging of events as well as regarding factual information. In the process of this transformation, politics that are issue-related and based on binding decisions are being gradually transformed into symbolic politics. Moreover, through their appearance on TV, politicians first of all need to possess presentational skills which are not necessarily related to their political achievements. Still, presentational skills decide over the success in politics of those politicians. The reason is that a politician who possesses presentational skills is still being perceived as being successful even if his political achievements notedly lag behind. On the other hand, political achievements are being underrated if a politician lacks the talent to present himself in front of the media. “The staging of politics, “politainment”, on the stage of mass media is evolving into a key structure which is responsible for a new coinage of politics in all different kinds of dimensions: the selection of staff, the role of action programs and their impact for the legitimation of political acting, even in relation to therole of pivotal political institutions such as parties and parliaments in the political process. The TV debates during the Bundestag elections of the year 2002 and 2005 are being analyzed and judged as “staging of politics”(politainment). Self-dramatization in media society concerning media discourses about politics and political self-portrayal has become a basic principle of political communication. Self-dramatization is a vital challenge for adequate political communication and content-based orientation in our present media democracies.

Treatment planning of Lung Cancer with Density corrected Computed Tomography (밀도를 입력한 CT planning을 이용한 Lung Cancer의 치료계획)

  • Treatment planning of lung cancer with density corrected Computed tomography. Eighty-seven patients with lung cnacer who had radiation therapy in Yeungnam University Medical Center between, April 1 1990 and Aug. 30 1993 were retrospectively evaluated total tumor dose, dose distribution, field correction, and loading change, compared with contour or CT image planning and density corrected CT planning. In dose distribution, higher dose was calculated in compare with density corrected CT planning less than 5% difference were found in 45 patient(52%), 5-10% in 25 patients (29%), 10-15% in 15 patients (17%) and over 15% in 2 patients (2%). Correction of treatment field was performed in 18 patients (21%) and changing of dose loading was given in 15 patients (17%). In conclusion, we emphasize that density corrected CT planning is the very important factor which contribute to increase therapeutic gain by exact selection of target volume, target dose, normal tissue dose and dose of critical organ.

The Relationship among Media use, Political cynicism, Voting Behavior in 2012 General Elections (2012 국회의원 총선에서 나타난 미디어 이용, 정치 냉소주의, 투표 참여 간의 관계에 관한 연구)

  • This study explored the influence of media use on the audiences' intention to vote as well as their political cynicism in 2012 General elections. I offered three research questions: Research Question 1: What is the impact of media use on the political cynicism? Research Question 2: What are the impact of political intersest, political knowledge, media malaise, political efficacy on the political cynicism? Research Question 3: What is the impact of political cynicism on vote behavior? This study analysed survey data. Based on the results of hierarchial regression analysis and path analysis(AMOS), Internet news use was found to have a significant impact on the political cynicism. But the use of newspaper, TV news were not related to political cynicism. The political efficacy decreased political cynicism effectively, The findings from this study indicate that the relationship between media use and political cynicism is contingent on many factors and that cynicism has a negligible impact on citizen participation. This study also found that persons higher in efficacy were less cynical than low in efficacy. This suggest that cynicism is not always bad thing, that it may in fact be an indication of "an interested and critical citizenry". In conclusion this study showed that we need more in-depth analyses on the relationships among attention to media use, political cynicism and voting behavior to activate political participation.

Effect of Radiation Therapy on Atelectasis from Lung Cancer (무기폐를 동반한 폐암의 방사선 치료)

  • From January 1981 to December 1989, total 42 patients with atelectasis from lung cancer were treated with radiation therapy at the Department of Therapeutic Radiology in Kyung Hee University Hospital. The reexpansion of atelectasis after radiotherapy of the lung was evaluated retrospectively, utillzing treatment records and follow-up chest radiographs. Of the patients with non-small cell carcinoma of the lung, the response rate was $62\%$ (21/34). Patient with small cell carcinoma showed a $75\%$ (6/8) response rate. There appears to be some evidence of a relationship of total tumor dose versus response of atelectasis; radiation dose over 40 Gy (1337 ret), had a favorable effect on the rate of response compared with that below 40 Gy (1297 ret), $70\%$(21/30) and $50\%$ (6/12), respectively (p<0.01). Total response rate (partial and complete responses) of all patients was $64\%$ (27/42). Franction size was not contributed to the difference of response rates between small fraction ($180\~200$ cGy) and large fraction (300 cGy), $53\%$ (14/22) and $65\%$ (13/20), respectively. The results of this study suggest that radiation therapy has a definite positive role in management of atelectasis caused by lung cancer, especially in inoperable non-small cell carcinoma.
