The fire incident of KT's Ahyun branch occurred last year indicates that hyper-connected society led by 5G technology would be a dystopia instead of a utopia unless seamless connection of 5G service is well secured. Looking backward on 1999, we could peacefully and happily greet the new millennium by making a great effort to prevent the millennium bugs(Y2K) from causing the catastrophe such as a shut-down of banking system. Likewise, we should make a great effort to keep 5G networks and 5G service continuously working without the disruption of even just a second, which would enable us to avoid facing any catastrophes caused by the disruption of 5G service. As a way to do so, it can be considered that 5G service is designated as universal service because it has the key features of public goods like telephone and high-speed internet services.

This study aims to examine trends so far and proactively seek future policy directions because the degree of implementation of hyper-connected society and smart technology at home and abroad cannot be overlooked at present in Korea. The method of the study focused on differentiating it from this study through literature research and comparison of major previous studies. As a result of the study, data security and maintenance, enhanced privacy of users and users, and related policy directions for entering a super-aged society were identified in the era of the 4th industrial revolution in Korea according to hyper-connected society and smart technology. Research limitations were difficulties in obtaining data and technical limitations in statistical quantification through trend analysis, although research analysis should be approached through quantitative and quantitative methods. It needs to be supplemented in future studies.

As the 'hyper-connected society' has emerged through the 'Fourth Industrial Revolution, public interests as well as social dangers have increased. Above all, the risk of infringement of information, including confidential personal information, is dramatically increasing. As the hyper-connected society has been realized, even if only one of the internet devices is hacked, there would be a danger that the ripple effect of such a hacking spreads to the whole network. Therefore, the necessity and importance of information security, including cybersecurity, has been increasing. In other words, the stability of cyberspace and internet space is becoming more important. As a result, the Korean government is seeking to build a legal system related to information security, which would be able to cope with the information infringement problem in the hyper-connected society. However, it seems that the government is still struggling with the direction of building such a legal system. In this context, a comparative review examining the legal systems of advanced foreign countries will provide meaningful implications as to what kinds of legal policies we should devise and implement for information security. In particular, the U.S. legislative act that actively responds to the cybersecurity violations is worthy of reference. For this reason, this article systematically analyzes the current status of the U.S. cybersecurity laws. Especially, this article focuses on the "Cybersecurity Information Sharing Act of 2015"(hereinafter "CISA"), that was recently enacted by the U.S. congress. The CISA prescribes the systemic and detailed information-sharing between national and private entities. The CISA, that actively promotes information-sharing, is full of suggestions for us, in that information-sharing is an effective way to properly realize information security in today's hyper-connected society.

In this article, I reveal the ontological basis or grounds of 'Sangsaeng' through the Heideggerian Thought by focusing on 'HaewonSangsaeng' in Daesoon Thought and Daesoon Jinrihoe. 'Sangsaeng' means 'to live (well) with others.' 'Living' in this context means not only humans living among humans, but also all beings that exist and are able to live well with each other. At this time, we can find the basis for 'Sangsaeng' in Daesoon Thought or Daesoon Jinrihoe through Heidegger's 'Geviert-Welt,' 'Gelassenheit,' and 'Wohnen.' In other words, we can provide a basis for 'Sangsaeng' through 'Geviert-Welt' in which one of the 'four' of 'earth, sky, divine things, and those who will die' unfold in a mutually beneficent manner, and the human attitude of 'Gelassenheit' can enter 'Geviert-Welt.' Naturally, when limited to humans, this 'Sangsaeng' is achieved through 'Wohnen,' a way of being a human who enters the 'Gevirt-Welt' and lives while taking care of everything that exists. However, 'Wohnen' takes place in 'Geiert-Welt.' Therefore, in this article, I insist that the ethical ideology or guideline of Daesoon Thought or Daesoon Jinrihoe's 'Sangsaeng' is already ideologically achieved through an ontological horizon such as 'Gevier-Welt,' 'Gelassenheit,' and 'Wohnen.' And under these circumstances, it can be revealed that 'Haewon' is already being resolved.
