  • The Kyoto Mechanisms allows a supplementary means for compliance, CDM(Clean Development Mechanism) and JI(Joint Implementation) projects. The investment in CDM projects is increasing rapidly as the first implementation period began in 2008. This paper seeks to determine factors affecting the price of primary CER using UNFCCC CDM Project Development Document(PDD) data. This study employs the Cluster analysis and the GLS(Generalized Least Squares) method.

  • A chronic depression in the Korean economy, which depends mostly on imported oil, has been attributed partly to rising crude oil prices recently. Against the backdrop of these realities in Korea, Azerbaijan in the Caspian region, with vast oil and gas deposits, has been greeted enviously by some Koreans. Many transition economies, especially on the Caspian region trumpeted by the oil boom, however, are rich in natural resources, but the benefits of those resources are appropriated by the local elite in collusion with foreign companies. Azerbaijan, in particular, is dominated by a series of internal and external patronage networks. Foreign capital nourishes those networks surrounding President Aliev. Thus, the case of Azerbaijan shows that resource rents in the transition economies sometimes do not help in improving the living conditions of ordinary people. Rather rich resource rents turn out to be a major impediment to the emerging development of the transition economy, lessening the incentives to reform in the country. The result was the possibility of the so-called Dutch Disease, in which disproportionate growth in a certain energy sector tends to crowd out investment in other sectors of the economy.

  • VTS가 국제적으로 성공하기 위해서는 유엔해양법협약의 기본정신에 따라 IMO차원의 국제협약이 마련되어야 하며, 국내 이행입법이 도입되어 법적 실효성을 확보해야 한다. 또한 주변국가간 협력체제를 통한 광역 VTS의 도입으로 연안국의 관할권을 벗어나는 수역에서의 해양사고발생을 방지하고(사전 예방), 사고선박에 대한 해난구조체계(사후구제)를 효과적으로 운영하기 위한 국제법적 제도가 도입되어야 하므로, 이에 대한 기초검토로써의 의미를 가진다.

[Retracted] A Study on the Export Control System and its Effective Implementation Plan in Korea ([논문 철회] 한국의 전략물자 수출통제제도의 문제점과 효율적 이행방안)

  • Export control was first triggered by international export control system at US led COCOM in 1949. Numerous international efforts such as NPT in 1969, ZC in 1970, NSG in 1978, AG in 1985, MTCR in 1987, Wassenaar Arrangement(WA) establishment in 1995 with 1990's the fall of the Berlin Wall, have been made since. The concept of export control has been changed from weaponry and parts export control to preventing or blocking weaponry, respective goods and relevant technology from the hand of troubled regions and non-state actors as terrorist groups; and the new concept is described as Nonproliferation Control. Extent of control items is not only limited to conventional weaponry, but also includes weapons of mass destruction(WMD) and even dual use items which can be used for production, development, usage or storage. Control items include all items defined by NSG, MTCR, AG, WA, and CMC-Opec. The 9.11 terror had a strong influence on international society. Effort to prevent WMD proliferation has now become the most important issue for international security. This study aims to suggest improvement points for nonproliferation law and its effective implementation, based on problem and limitation identification along with analysis of nonproliferation law and implementation examples by type. Furthermore for the purpose of national and global security, export control system on strategic items which are considered to be a key issue in South and North Korea relationship needs to be effectively managed. Recently, North Korea's missile and nuclear tests have been criticized globally; and the global society including respective countries as China and South Korea is striving to urge export control in line with the UN resolution.

Security system in Central Asia: Significance for International Relations (중앙아시아 지역안보체제의 국제정치학적 의미)

  • In Post-soviet Space, particularly the Central Asian is a great turbulence region called the 'Eurasian Balkan', where diverse factors of conflict and dispute are existed. In Central Asia, a current regional security system is characterized by various multilateral cooperation relations among Central Asian nations and the world powers, such as NATO(PfP), OSCE, CIS, CSTO, CACO, SCO, CICA and so on. But nothing could obtain superiority as pan-regional security system. Unless internal problems and conflicts of the Central Asian nations be solved, security won't be assured in this region. Narrow-minded and blind realism will spread insecure region, make a lasting trouble spot in Eurasian continent. The purpose of this article is to explore significance for international relations of security system in the Central Asia. I examine general features of regional security environment formed after the Soviet Union's collapse, characteristics of multilateral cooperation related with Central Asian nations. Through consideration current situations I suggest prospects of security system in Central Asia.

Standards of Protection in Investment Arbitration for Upcoming Climate Change Cases (기후변화 관련 사건에 적용되는 국제투자중재의 투자자 보호 기준)

  • Although climate change is a global scale question, some concerns have been raised that principles of investment arbitration may not adequately address the domestic implementation of climate change measures. A recent ICSID investment arbitration of Vattenfall v. Germany with regard to the investor's alleged damages from the phase-out of nuclear plants is a salient climate change case. The 2005 Kyoto Protocol was made to reduce greenhouse gas emissions and it provides a number of flexible mechanisms such as Joint Implementation (JI) and Clean Development Mechanism (CDM). Implementation of the Kyoto Protocol allows dispute settlement through investor-state arbitration. Any initiation of stricter emission standards can violate the prohibition on expropriations in investment agreements, regardless of the measures created to reduce greenhouse gas emissions. The effect-based expropriation doctrine can charge changes to existing emission standards as interference with the use of property that goes against the legitimate expectation of a foreign investor. In regulatory chill, threat of investor claims against the host state may preclude the strengthening of climate change measures. Stabilization clauses also have a freezing effect on the hosting state's regulation and a new law applicable to the investment. In the fair and equitable standard, basic expectations of investors when entering into earlier carbon-intensive operations can be affected by a regulation seeking to change into a low-carbon approach. As seen in the Methanex tribunal, a non-discriminatory and public purpose of environmental protection measures should be considered as non-expropriation in the arbitral tribunal unless its decision would intentionally impede a foreign investor's investment.

The TRC and reformative social unification in the South Africa (남아공의 진실과화해위원회(TRC)와 개혁적 사회통합 -민주주의 이행과정으로서의 과거사정리정책-)

  • In April, 1995, ANC government was established in South Africa. The Black government set up Truth and Reconciliation Committee in November, 1995. The Committee investigated approximately 50,000 cases for 3years. Through this process, Black and White in SA could be united into one. Finally, the system of racial discrimination, lasting for about 300 years, was abolished. The Committee played a role as a social infra-structure, which was to perform and solidify democracy in SA. Reconciliation, agreement, Participation, equality, Communication, and Reformation of law system were practically implemented by the Committee. Many people evaluate TRC's activity, which had the reformative and democratic character of the object of investigation, investigative criterion, investigative process, and the approval of investigative result. But De Klerk evaluates that TRC retaliated the White with legal. J. Cronin evaluates that TRC transiently change democracy of the South Africa, and many other social movement groups had a negative view about TRC. But the Black and White in South Africa transformed 'discriminated society' into 'united one'. The Committee took the initiative in such a change. The Committee was not an organization needed for the policy, but the committee was the policy itself to change the former society to the new one. Now The ANC government was forwarding TRC's roles and functions to the truth and reconciliation bureau of the Justice Department for further action. The ANC government has to execute some policy for social reconciliation. Firstly, the government needs to build construction social and national system for making close investigation into the White's historical guilt. Secondly, it must be executed to TRC's recommendation pursuit social reform of social infra-structure in the South Africa. Thirdly, The government should execute policy for the Black's right as labors and social member. Lastly, the government must investigate still-remaining historic state violence and infringement of human right for social reconciliation.

Analysis of the Durban Climate Summit and Its Implications to Climate Policies of Korea (제17차 유엔 기후변화 더반 당사국 총회의 평가와 정책적 시사점)

  • The United Nations Climate Change Conference, Durban 2011, ended on December 12, 2011, 36 hours over its schedule, delivering the Durban Package, which consisted of, inter alia, the extension of the period for Kyoto Protocol term and the launch of Ad-hoc working Group on the Durban Platform for Enhanced Action. Despite the positive progress made in Durban, the future of post-2012 climate regime still seems cloudy. Before the Durban conference, some of Annex I countries with emissions reduction commitment under the Kyoto Protocol's first commitment period openly declared their intention not to participate in the second one, reducing the effectiveness of Durban agreement. Parties to the conference have a long list of difficult issues disturbing the materialization of the new legal agreement in 2020 such as level of mitigation targets of individual countries and legal nature of their commitment. Given this uncertainty, the Korean government should reinforce its domestic climate policies rather than settling in the fact that it remains as a non-Annex I county party under the Durban Agreement due to the extension of the Kyoto Protocol period. Domestically, it needs to continue to raise the public awareness for rigorous climate policies to transit its economy to low carbon pathway which reduces the country's dependency on fossil fuel in the long term. It is also important to implement cost effective climate policies to cope with domestic resistance and international competitiveness. Internationally, its priority would be working for trust-building in the on-going negotiation meetings to encourage meaningful participation of all parties.

한국(韓國)의 경제성장(經濟成長) : Kaldor법칙(法則)에서 성장양식분석(成長樣式分析)까지

  • 본고는 생산성(生産性)과 성장률(成長率)간의 누적적(累積的) 성장과정(成長過程)이라 불리는 Kaldor의 축약(縮約)모델을 구조(構造)모델로 확대하여 우리나라의 성장과정을 분석한다. 우리나라는 저임금(低賃金)을 통한 수출주도형(輸出主導型) 경제성장을 추구해 왔으나 87년 이후로 고임금화(高賃金化) 및 수출역할(輸出役割)의 감소(減少)라는 구조적(構造的) 위기(危機)를 겪고 있다. 과거 선진제국에서 고도성장을 가능케 하였던 "포디즘"적 성장체제는 이러한 위기(危機)를 극복하는 데 도움이 안된다. 왜냐하면 오늘날과 같이 국가간 상호의존성(相互依存性)이 크게 증대되고 국가간(國家間) 경쟁(競爭)이 심화되는 상황(globalization)하에서는 국내시장(國內市場)과 해외시장(海外市場)간의 구분 자체가 의미를 잃어가고 있으며, 이에 따라 수출(輸出)과 내수(內需)가 독립적일 수 없게 되었기 때문이다. 우리나라가 어떠한 성장양식으로 이행하든 그 방향은 세계시장에서의 경쟁력강화(競爭力强化)와 일치해야 하며, 이러한 관점에서 고성장(高成長)을 유지하기 위해서는 생산성향상(生産性向上)이 소비증대(小費增大)가 아니라 수출증대(輸出增大)로 이어지도록 해야 할 것이다.

Regional Development and Regional Geography (지역개발론(地域開發論)과 지역지리학(地域地理學))

  • Recently it is supposed to be a shift to regional geography. To understand the emergence of the new regional geography, It must be remarked that the progress of capitalist production and consumption change our conceptional apparatus such as representation of space. Region is one of the important mode of representations of space and time. In the Fordist capitalism of 20th century, development is regarded as diffusion of capitalist expansion of western worlds. State must support capitalist growth through regional policies which include constructing of infrastructure and regionalization of spatial division of labour. The regional development theories contributed as ideology and policy tools for state intervention. The region was simply one of the most logical classification tools of organizing geographical informations. In the theories of regional development, the concept of region was reduced to the formal unit of classification. As the transition from Fordism to flexible accumulation, the region is again acquiring its 'identity' and 'authenticity'. In this tendency of the revival of region, it is expected that good achievement could be made in the field of regional geography through relevant research methods. It is also believed one of the available means are historical approaches to the cultural and ecological regions. The historical approaches to cultural and ecological regions are not only correspondent with cultural development strategies of local governments, but also could convey regional identities through both narrativization of place and aestheticization of landscape.
