최근 우리나라에서는 국지성호우로 인해 발생하는 돌발홍수에 방어하지 못하는 소규모 저수지에 대한 붕괴사고가 빈발하고 있다. 붕괴된 저수지를 살펴보면, 대체적으로 규모가 작아 체계적인 안전관리가 이루어지지 않거나 경과연수가 50년 이상인 필댐(fill dam) 형식으로 축조된 노후저수지로서 갑작스러운 홍수를 대응하는데 있어 매우 취약한 상태이다. 체계적으로 운영되는 대형댐에 비해 축조기간이 오래된 소규모 저수지의 경우, 저수지에 대한 수문학적 정보가 거의 없거나 미계측되어 보수보강이 필요한 저수지를 선정하거나 정량적인 위험도를 분석하는데 매우 어려운 실정이다. 이러한 이유로 본 연구에서는 노후된 소규모 저수지에 대한 수문학적 파괴인자들을 선정하여 Bayesian Network기반의 소규모 저수지 위험도 분석 모형을 구축하였다. 구축된 모형을 기준으로 고려될 수 있는 다양한 위험인자 및 이들 인자간의 연관성을 평가하였으며, 각각의 노드에 파괴인자를 노드로 할당하여 소규모 저수지의 위험도를 분석하였다. Bayesian Network기법의 도입으로 불확실한 상황을 확률로 표시하고, 복잡한 추론을 정량화된 노드의 관계로 단순화시켜 노드의 연결 관계로 표현하였다. 본 연구에서 제안된 모형은 노후된 소규모 저수지의 수문학적 위험도를 정량으로 분석하는 모형으로서 활용성이 높을 것으로 기대된다.

This paper examines in depth the UN's disaster risk reduction system and framework that affect a country's disaster safety strategy and focuse on identifying the global trends in disaster risk reduction that have emerged in the Hyogo and the Sendai Framework, a disaster risk reduction strategy proposed by the UN since 2000. For this aim it attempts a theoretical review based on collecting a variety of domestic and international literatures, draws meaningful implications and suggests alternatives to a national disaster risk reduction policy. According to the analysis, the UN disaster risk reduction mechanism is UNISDR, the Secretariat is UNDRR, and the SRSG represents it, and the Sendai Framework, developed from the Hyogo Code of Conduct, a global strategy which has been for disaster safety for the past decade, will lead global disaster safety for the next decade. The policy implications drawn from the analysis of both strategies are the emphasis on consistent international coordination, strengthening resilience and an integrated and comprehensive approach. In conclusion, this paper proposes the need for a disaster risk reduction strategy to establish a resilience reinforcement system to proactively identify and cope with risk factors and to minimize impacts, to promote the coordination of international coordination and cooperation at the government level.

교통사고가 중요한 사회 문제로 대두되어 정부는 교통안전대책의 실질적인 추진 방안으로 "교통사고 잦은 곳"과 "위험도로" 개선사업을 제시·시행하고 있다. 이에 "교통사고 잦은 곳" 개선사업은 추진현황에 따라 각 년도별 기본 개선계획의 평가 및 경제적 타당성에 대한 효과분석이 이루어지고 있다. "위험도로"'의 경우 모든 사업을 건설교통부 산하 국도유지사무소에서 진행을 하고 있으나, 광범위한 사업으로 인한 업무과중 및 개선사업비 조달 등의 문제로 개선된 현황의 체계적인 효과분석이 이루어지지 못하고 있는 실정이다. 이에 따라 본 연구에서는 "위험도로" 개선사업에 대한 효과분석을 수행하여 보다 비용-효율적인 개선사업이 될 수 있는 기반을 마련하고자 한다. 이를 위해 전체 위험도로 구간 중에서 '광주국도유지사무소' 및 '순천국도유지사무소' 관할 구역 내의 "위험도로"로 선정(1995년)된 도로구간 중 1999년 이전에 도로개선공사가 완료된 후 현재 교통소통이 원활하게 진행되는 18개 도로구간을 연구 대상으로 선택하였다. 선택되어진 18개 구간에 대한 도로개선공사 전후의 교통사고건수 및 교통사고율을 효과척도로 삼고 각 사고에 대한 소요비용을 기준으로 경제성 평가를 실시하였다. 이를 근거로 "위험도로" 개선사업에 대한 타당성조사 및 효과분석을 실시한 결과 "위험도로" 개선사업의 타당성이 입증되었다. 연구 분석결과가 전라도 권역의 사업을 중심으로 진행되어져 전국적인 개선사업에 대한 대표성을 가지고 있다고 볼 수는 없으나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안을 제시할 수 있을 것으로 사료된다. 더불어 공사 완료된 도로구간에 대한 상세한 공사비 내역과 다수의 개선방안별 자료가 갖추어지면 위험도로의 사고율과 개선방안별 상관관계를 관련 비용을 중심으로 도출함으로서 비용-효율적인 개선 방안을 제시할 수 있을 것이다. 또한 비용-효율적인 개선 방안을 기반으로 한 각각의 사업 투자우선 순위 결정방안에 관한 지속적 인 연구가 요망된다.

As the range of professional voice users are expanding, interest towards voice increases as well. Especially as teachers compose the occupational group, exposed to high risk of voice disorder, it is necessary to identify the cause of speech problems and speech disorders. The purpose of this study is to analyze the voice characteristics of teachers and to investigate the causes of voice disorders. From 2000 to 2018, 414 studies were found under a combinated set search words of 'profession', 'Teacher', 'Professional Voice User', 'Voice', 'Voice disorders', 'Risk' and out of them, 8 studies were selected as final focus analysis subjects. The qualitative evaluation was carried out by modifying the Quality: checklist for assessing the Risk of bias. The study confirmed that voice misuse frequently occurred to teachers when they used their voice and this feature was affected by the environment. These results suggest that environment improvement of teachers' speech abuse and consistent voice education are necessary.

RBI(Risk-Based Inspection)는 각각의 설비별로 위험등급 또는 위험도를 산정하고 이에 따라 검사의 우선 순위, 방법, 주기 및 일정계획 등을 수립하여 기술적인 근거에 의해 종합적이고 체계적인 검사를 수행하는 것이다. 이와 같이 RBI는 위험도를 정성적/정량적으로 평가하여 위험의 대부분을 내포하고 있는 30％ 내외의 소수의 설비를 찾아내어 이에 대해 최적의 방법으로 인적, 물적 자원을 집중적으로 투입함으로써 안전성 확보와 함께 경제성을 추구하는 효율적인 기법이라 할 수 있다.(중략)

The need for risk based safety management has been highlighted in accordance with the growth of aviation industry and public interest in aviation safety. Maintenance, Repair and Overhaul (MRO) in aviation industry is defined to guarantee the safety and reliability. Therefore, state's Civil Airworthiness Authority (CAA) has established safety oversight system dedicated for the development of a healthy MRO industry. The study proposed a risk based oversight system considering Korean environment. Based on literature review including analysis of International Civil Aviation Organization guidance and advance system, we identified two organization risks. Organization complexity can be evaluated in accordance with how large the organization is and how complicated the service they provide are. Organization profile is the organization's characteristic related with safety. This study contributes to improving the process of identifying risk of organization and focusing surveillance capabilities on risk areas for efficient management of CAA's resources.

Recent Studies emphasize the effect of investors attention, recognition and sentiment on the trading behavior of retail investors and stock price variation. In this study, we use Naver Trend to measure investors'attention and investigate the relation between investor attention and price synchronicity, total risk and systematic risk of stocks. Using various research methodologies such as portfolio analysis, fixed effect regression and dynamic panel analysis, we find consistent results. First, stock price synchronicity is increased with lager average search volume, but with less search variability. Second, both average search volume and its variability are positively related to total risk and beta of stocks. These results can be interpreted that search volume sharply increases only when stock-related event occurs.

세계적으로도 국방예산은 감소추세에 있는 반면, 무기체계는 첨단화, 고도화됨에 따라 획득비용은 고가화 되고, 무기체계 주요수출국가 측면에서도 세계적으로 무기수요가 감소되고 무기체계 개발기술은 세계화되어 가고 있는 상황이므로 각국은 새로운 무기체계의 획득시 양국간 또는 다국간 협력을 적극적으로 추구하고 있다. 국제무기협력(intemational armaments collaboration) 참가국들은 이를 통하여 경제적으로는 획득사업에 대한 비용과 위험을 분담할 수 있으며, 군사적으로는 군사동맹국 및 우방국간에 무기체계의 표준화와 상호운용성을 제고시킬 수 있고, 또한 정치적으로는 협력국가간에 결속력을 강화시킬 수 있다는 기대감 때문이다.

This paper identifies the dimensions of political risk on the basis of the classification between risk and uncertainties to implement the precise identification and assessment of the various types of political risk and develop the sound assessment model to accomplish their practical applications. This paper shows the concrete and detailed processes of deriving the assessment models and applying them with the microsoft excel spreadsheet, confirms the result of Butler and Joaquin(1998), and presents the methods of identifying the various combination effects of the political risk impact and the covariance relationship with the market portfolio return through the sensitivity analysis.

보안관리, 위험분석 및 PP의 개발 방법(또는 지침, 표준)을 개발하기 위해서는 공통적으로 자산, 위협 및 취약성의 분류체계, 평가기준 및 평가스케일을 정의해야한다. 본 논문에서는 이 분야의 각종 방법들로부터 분류체계, 평가기준 및 평가스케일을 조사 연구하였다. 본 결과는 새로운 방법을 개발할 때 활용될 수 있을 것이다.
