Analysis of Risk Factors for Youth Population Outflow in Busan Based on Machine Learning (머신러닝 기반 부산 청년인구 유출위험 요인 분석)

  • Local youth outmigration is increasingly growing. Various studies are being conducted to identify the factors contributing to this problem, but there is a lack of research analyzing each region individually. Therefore, this study aims to analyze the factors influencing youth outmigration in Busan and predict the risk levels of youth population outflow using machine learning techniques. By utilizing district-level data collected from the KOSIS, we divided the population into three groups based on age (the early 20s, late 20s, and early 30s) and employed Decision Tree and Random Forest algorithms to classify and predict the risk levels of youth population outmigration. The results indicate that the predictive model for youth outmigration risk levels achieves the highest accuracies of 0.93, 0.75, and 0.63 for each age group, respectively.

  • 본 논문은 K-지방소멸지수를 바탕으로 지역 성장에 초점을 두어 지방소멸 대응 방향성을 제시한다. 연령별 추계인구 데이터와 총 요소 생산성 데이터를 비교하여 청년층의 감소가 지역 성장에 미치는 영향을 보여준다. 이에 따라 연도별 청년이 가장 많이 유출되는 지역을 샘플링하여 전출 사유를 알아보고 지역별 차별화된 대응 방향성을 제시한다.

Inter-Regional Migration and Wage Effects by College Graduates (청년층 지역이동과 임금수준 효과)

  • This study empirically estimates the possible association between the college graduate Young Peoples' wages in the labor market and their internal migration through college education after high school education. Using the Graduate Occupation Mobility Survey(GOMS), we found out that the more likely young peoples find jobs in the location from different their hometown the higher they command wages in the labor market.

Housing Choice Determinants of the Youth and Newlyweds Households: A Case Study of Incheon (청년·신혼부부의 주거선택요인에 관한 연구: 인천시를 중심으로)

  • This study analyzes housing choice determinants of the youth and newlyweds households by using housing survey data in Incheon. A multinomial logit model is employed for analysis with the following variables: housing characteristics, housing market characteristics, and residential and neighborhood environment characteristics. The findings from the analysis are as follows. First, for the continued residence of the youth, the important factors were the relief assistance of housing maintenance costs. For the newlyweds, the important factors were the quality improvement of residential environments to ensure residential stability. Second, the housing choice factors to attract the youth were residential support for rent, maintenance costs, and relocation, and the improvements of residential environments such as security, noise levels, and medical facilities. For the newlyweds, the important factors were housing loan assistance for a home purchase or a cheonsei deposit and residential quality improvements for air pollution and parking facilities. Third, the youth were likely to move out due to high rental costs, and the newlyweds were likely to move out for the purchase of a new apartment or higher-quality housing.

  • This research focuses on the fact that the characteristics of migration types of the youth in non-metropolitan areas vary by region and has the primary objective of comparing and analyzing the differences in determinants of each migration type. First, An exploratory analysis of the migration status and characteristics of the youth in non-metropolitan areas was conducted, and then a hierarchical logit model was used to estimate the determinants of migration types separately. The results showed that the characteristics of migration types vary by region, and each determinant of migration types is composed of different bundles of variables(individual and regional levels). In the future, policies aimed at securing young workforce in non-metropolitan areas will be more effective when they take into account various determinants of migration choices and reflect the regional context.

  • This study aims to examine how the organizational satisfaction affects the desired period of service in the current workplace among young employees. Among detailed organizational satisfaction variables with nine sub-categories, a level of satisfaction with (1) tasks and (2) compensation and recognition policies have a positive effect on the desired period of service in the current workplace. In addition, there is gender difference in the determinants of the desired period of service in the current workplace. For male employees, (1) leadership, (2) tasks and (3) compensation and recognition policies positively affect the desired period of service in the current workplace. For female employees, (1) environment and (2) career and HR training have a positive impact on the desired period of service in the current workplace. Using these results this research suggests implications that how company prevents the outflow of human resource by increasing the desired period of service of young employees.

A Study on the Characteristics of One-Person Household in Local Small and Medium Cities (지방 중소도시 유형별 1인 가구 특성연구)

  • In modern society, the number of one-person households is increasing significantly. In particular, one-person households have rapidly increased around local small and medium-sized cities. This study examines the characteristics of local small and medium-sized cities by factor and cluster analysis. Analysis of variance are applied to the characteristics of one-person household in different local cities to find the relationship between different types of cities and the characteristics of one-person households. As a result of the study, local small and medium-sized cities are classified into growth stagnation cities, industrial leading cities, regional base cities, and population outflow cities. It is also found that there are several different types of local cities based on the characteristics of one-person households. The growth stagnation city is a city where the regional economy is revitalized due to the development of regional industries in the past. One-person households have a small age group in their 30s and 40s, which are the basis of industrial activities. They have a high proportion of older generation living in more than three rooms in their homes. It is necessary to supply long-term public rental housing and share houses for older generation. The leading city of the industry is a city where the local economy is revitalized as workers are concentrated. One-person households are evenly distributed among all age groups, and the apartment occupancy rate is the highest compared to other types. It is necessary to provide happy housing for youth generation and reconstruction or renovation housing of manhood generation. The regional base city leads the regional base function and the regional economy, but it has reduced workers. Many of one-person households are younger than 30 years old and college educated. They are also high rate of unmarried and live at one room as rental houses. It is needed to expand the supply of small houses such as apartments, officetels and rented houses for youth generation. The population outflow city has a slow local economy and a rural residential environment. It is found that the households of one-person households have high rate of bereavement and the age. They live more than four rooms in single-family homes. It is necessary not only to provide welfare housing but also to create a sound residential environment where cultural exchange is possible.

Incentive to Save and the Effects of Extended Mandatory Retirement Age (근로자 저축유인과 정년연장의 경제적 효과)

  • Extension of mandatory retirement age (MRA) differs from other labor supply increases in that it induces a change in the incentive to save for retirement. A simple general equilibrium model indicates that extension of MRA can lead to a decrease in life-time income and social welfare as it excessively discourages domestic savings and thus capital accumulation. However, in an open economy where capital inflow allows capital input in production to remain constant despite lower domestic capital stock, extension of MRA likely increases worker welfare. In such case, extension of MRA can contribute to expansion of hiring demands through lowering wages or mitigating upward pressures on wages.

The Factors Affecting the Population Outflow from Busan to the Seoul Metropolitan Area (지역별 수도권으로의 인구유출에 영향을 미치는 요인 연구: 부산시 사례를 중심으로)

  • This study aims to review the trends of the population outflows in the metropolitan area of Busan and to investigate the factors that affect population out-migration to the Seoul metropolitan area. The following variables are considered for analysis: traditional population movement variables and quality of life variables, such as population, society, employment, housing, culture, safety, medical care, greenery, education, and childcare. The 'domestic population movement data', provided by the MDIS of the National Statistical Office, was used for this research. Out of the total of 57 million population movement data in the period 2012 - 2017, population outmigration from Busan to the Seoul metropolitan area was extracted. Independent variables were drawn from public data sources in accordance with the temporal and spatial settings of the study. The multiple linear regression model was specified based on the dataset, and the fit of the model was measured by the p-value, and the values of Adjusted R2, Durbin-Watson analysis, and F-statistics. The results of the analysis showed that the variables that have a significant effect on population movement from Busan to the Seoul metropolitan area were as follows: 'single-person households', 'the elderly population', 'the total birth rate', 'the number of companies', 'the number of employees', 'the housing sales price index', 'cultural facilities', and 'the number of students per teacher'. More positive (+) influences of the population out-movement were observed in areas with higher numbers of single-person households, lowers proportions of the elderly, lower numbers of businesses, higher numbers of employees, higher numbers of housing sales, lower numbers of cultural facilities, and lower numbers of students. The findings suggest that policies should enhance the environments such as quality jobs, culture, and welfare that can retain young people within Busan. Improvements in the quality of life and job creation are critical factors that can mitigate the outflows of the Busan residents to the Seoul metropolitan area.

Developing Local Human Resources Program by Analyzing the Preference Factors for Enrollment of Higher Education in Seoul-Metropolitan Area: Focused on High School Students in Jeonbuk (수도권대학 진학 선호 요인 분석을 통한 지역인재 양성 프로그램의 방향 모색: 전북지역 고등학생을 중심으로)

  • For high school students in Jeonbuk, this study aims to identify the problems caused by outflow of local youth population and their preference factors to enter university in Seoul-metropolitan area, and to draw out the direction of local human resources program, through questionnaire investigation and focused group interview. The main findings are as follows: First, 68.8% of high school students, especially the top grade students prefer to enter university in metropolitan area. The metropolitan cultural characteristics, such as reputation of universities and ranking, openness and anonymity, and urban infrastructure attract students. Second, there is a close relationship between the individual background, growth area - enrollment area - employment area, and the location dependency without return migration is very strong. Third, local human resources program was evaluated as a meaningful activity for high school students, in order to understand the further education and career, and have an interest in local universities. Therefore, it is necessary to discover industries consistent with local identity, create networks, develop and implement programs considering the actual educational conditions. The gender-free program, supplement program for the integrated curriculum, and contents that to supplement science subjects should be developed. Additionally, this issue could be resolved expanding the perspective of balanced national development and improve the local environment to enhance the urban attraction points.
