반도체, 항공.우주, 신소재 등 첨단 산업기술 부문의 연구개발 고도화의 필요성에 효과적으로 부응하고 국내 기초과학 육성을 위하여 CRAY-2S가 설치되었다. 선진 각국의 무역장벽이 높아지고 지적소유권 보호가 강화됨에 따라 첨단기술의 도입이 점차 어려워지는 이때 학계와 연구소의 기초연구에 활용, 국내 연구 수준을 선진국 대열로 높이고, 국내 산업계의 신제품 개발 및 산업 생산성 증대에 활용하여 국산품의 국제 경쟁력을 제고하는 것이 바람직하다.

Since Nafion is very expensive and shows the decreased fuel cell performance over $80^{\circ}C$ operating temperature, much work has been carried out in the search for cheaper membrane with high fuel cell performance. Radiation is known to be very useful for the preparation of the polymer electrolyte membranes since it can be effectively used for the introduction of ion conducting functional groups into the commercial film with high mechanical and chemical properties. Here, we summarize the our recent progress in the development of fuel cell membranes by utilizing radiation.

발사체 기술은 타산업분야에 대하여 잠재적이고 거대한 기술파급효과를 미치게 하는 첨단기술산업으로 그 국가의 전체 기술수준을 향상시키게 하는 원동력이 되고 있으며, 또한 국가산업의 지식집약화, 고부가가치화에 공헌함으로써 기술입국의 핵심산업으로 평가 받고 있다. 그러나 발사체산업은 제품개발에 있어 고도의 첨단기술이 필요하고, 막대한 연구개발 투자가 소요되는데 비하여 일반시장수요가 작아 연구개발중심형 생산체계를 갖고 대부분 공공목적 또는 특수 목적용으로 개발되기 때문에 여타산업과는 달리 정부정책에 크게 의존하는 입장이다

산업구조변화의 일반적인 추세는 나라마다 비슷한 모습을 보인다. 그러나 국가별, 산업별로 관찰해 보면 구조변화의 방향과 경로가 상당히 다양할 뿐 아니라 구조조정의 성과도 다르게 나타나고 있다. 본고(本稿)에서는 한국의 산업구조변화가 산업특성별로 어떻게 다른 모습을 보이고 있으며, 선진국들과 비교할 때 어떤 다른 특징이 관찰되는지를 검토함으로써 구조조정의 내용과 성과를 평가하고 정책적 시사점을 도출하고자 한다. 구조조정의 성과에 대한 평가의 근간은 "경제발전의 원동력은 혁신능력에 있다"는 "슘페터"의 명제에 두고 있다. 혁신집약적 산업활동의 비중변화를 기준으로 산업구조조정의 성과를 분석함에 있어 다음의 두가지 문제에 봉착하게 된다. 첫째, 혁신집약적 산업활동을 측정하기 위해 어떤 지표를 사용할 것인가, 둘째 혁신집약적 산업활동을 어떤 수준으로 분류할 것인가이다. 본고(本稿)에서는 산업별 연구개발 집약도를 혁신집약적 산업활동의 대용변수로 사용하여 혁신집약도의 정도에 따라 산업을 첨단기술산업, 중간기술산업, 재래기술산업의 세가지로 나눈 다음 수출구조변화, 생산 고용 부가가치 구조변화, 생산성 변화를 분석하였다. 제조업 수출에서 차지하는 첨단기술산업의 비중을 기준으로 한다면 구조고도화는 매우 빠르게 진전되었다. 첨단기술산업은 수출비중도 높지만 수입침투율도 가장 높다. 특히 수출주도의 고성장이 이루어졌던 1986~88년, 1994~95년 기간에 수출구조의 고도화도 급격히 이루어졌다는 사실은 해외경쟁에 노출되어 있는 수출부문이 제조업 구조고도화를 선도하고 있음을 시사하고 있다. 이에 비해 국내수요를 포함한 한국 제조업 전체의 생산, 고용, 부가가치 구조를 분석해 보면 수출부문에 비해 구조조정 성과가 상대적으로 낮은 것으로 평가된다.

Recently as globalization of financial capital is progressed, possibility of crisis and unreliability of world economy is more growing. Korean economy required radical restructuring because of the financial crisis and the economic changes occurred in that process. This study is to explain the economic changes of Gwanagju city is produced by the financial crisis of Korean economy The most important industries are service and transportation equipment in Gwangju city. These industries began to decrease after financial crisis but machinery equipment, electrical machinery & electronics and rubber goods & plastic industry is growing relatively. Because of the decrease of service, the economy of inner city which service industry relatively agglomerated in is reducing. And agglomeration space for the optical photonics industry was built up by the upbringing policy of government on high-technology industry to overcome the economic crisis and micro industrial space such as venture building and establishment nursery center was built up. But high-technology industries have many geographical limits to embed in Gwanagju city, so there needs to construct regional innovation system for knowledge based economies

Korean construction industry faces diverse social and economical changes. Labor shortage, Free Trade Agreements (FTA), high oil prices alert industry practitioners to the new challenges and opportunities. It is time to make novel approaches for significant improvement of industry performance. Korean government and companies have plans for interdisciplinary research and development efforts. To this end, technology evaluation and market needs analysis should be extensively carried out prior to research initiation. Research programs developed in this way are presented in term of budget estimate, research scope and timeline. A framework for construction technology valuation methodology is also suggested to evaluate the holistic technology value and return on investment of research, development and commercialization.
