Problems and Solutions for the Private-funded Railroad Station Project Management (철도 민자역사 사업수행체계 개선방안)

  • Recently, there are growing concerns on the introduction of private financing in railroad station construction project. But private-funded station project does not have the efficient delivery system. This study is focused on the recommended solutions about the private-funded station project management. Through the literature survey and interview, it is investigated and analyzed that project management has the problems. The problems are classified as 2 areas: law & regulations and job practice. The problems in law & regulations are a lowing on the profitability, and an unreasonable project team selection process. Job practice has problems such as delaying in authorization process, and inferior feasibility analysis. The study suggests several recommended solutions related to the problem areas. That are as follows: the efficient return of investment system, the project financing system, the professional project management, the benchmarking team operation, and the cut down on discussion period

  • This study examines the current state of and the problems in privately financed station in Korea, and makes suggestions for improving future development of stations. Problems found in this research are as follows. First. the deployment of resting facilities needs to be planned according to whether the users of privately financed station buildings are electric railway passengers or national railway ones. Second, large scale developments with the object of raising operating revenues should be restrained. Third, there are not sufficient spaces for public benefit such as squares in front of stations. Fourth, the surroundings are congested due to lack of connection to neighboring areas through public transportation. Fifth, the absence of integrated development plans causes many inadequate effects on urban functions and views. Sixth, administrative processes for getting licenses and permits are complicated and relevant authorities are not cooperative. To solve these problems in privately financed station buildings, to contribute to the development of the community and to secure publicness, Many problems are not in station buildings themselves but come from insufficient consideration of relevant factors in constructing the buildings Thus, future development of station buildings and their surrounding areas should be planned in consideration of these problems. We expect that the development of areas surrounding railway stations not only improves railway stations themselves but also leads the environmental reform of urban spaces and activates the local community.

  • This paper suggests some strategies for the regional regeneration of Dongincheon Railway station and surrounding area. One is the reduction of the regional unbalance in those divided into two parts, the other is multi-dimentional plan through the efficient land-use on the side area of railway. For these regional refurbishment Plan, organizing the integrated transit system for the passenger's convenience, connecting existing commercial area and existing northen station square, modernization and improvement of environment are suggested.

Optimal Path Finding Considering Smart Card Terminal ID Chain OD - Focused on Seoul Metropolitan Railway Network - (교통카드 단말기ID Chain OD를 반영한 최적경로탐색 - 수도권 철도 네트워크를 중심으로 -)

  • In smart card data, movement of railway passengers appears in order of smart card terminal ID. The initial terminal ID holds information on the entering station's tag-in railway line, the final terminal ID the exit station tag-out railway line, and the middle terminal ID the transfer station tag subway line. During the past, when the metropolitan city rail consisted of three public corporations (Seoul Metro, Incheon Transit Corporation, and Korail), OD data was expressed in two metrics of initial and final smart card terminal ID. Recently, with the entrance of private corporations like Shinbundang Railroad Corporation, and UI Corporation, inclusion of entering transfer line terminal ID and exiting transfer line terminal ID as part of Chain OD has become standard. Exact route construction using Chain OD has thus become integral as basic data for revenue allocation amongst metropolitan railway transport corporations. Accordingly, path detection in railway networks has evolved to an optimal path detection problem using Chain OD, hence calling for a renewed solution method. This research proposes an optimal path detection method between the initial terminal ID and final terminal ID of Chain OD terminal IDs within the railway network. Here, private line transfer TagIn/Out must be reflected in optimal path detection using Chain OD. To achieve this, three types of link-based optimum path detection methods are applied in order of 1. node-link, 2. link-link, 3. link-node. The method proposed based on additional path costs is shown to satisfy the optimal conditions.

  • Until now, Many papers were written by graduate school students and consultents about railway station as main consideration. But there is no paper about specific private-invested station development. So in this paper, Just consider limiting Dong-Incheon private-invested station on a noncompetitive point of view that also constructed as a part of railway station development. This paper will be referenced of private-invested station management and direction of development in Korail railway station development. Private-invested station development is actively drived to now after Seoul private-invested station in 1989 as Korail's first induced private capital. Dong-Incheon private-invested station also built in 1989 and operated to now, but it can't keep up with current market and can't meet changeable commercial business. So in this paper, comparing Dong-Incheon private-invested station with one of the successful private-invested stations which is youngdengpo private-invested station and seeking the improvement direction of Dong-Incheon private-invested station as considering Dong-Incheon private-invested station's floating, traffic system, walking line, the range of station, the development type, facilities, and other nation's developing cases.

But since the 1970s, its transport requirement decrease had influenced in reduced earning. Thus railroad try to find a various subsidiary earning creations. Among the various subsidiary earning creations, a plan of privately financed station buildings is constructing and using. For the mean time the privately financed station have been constructed by in a narrow sensible development. But now like a Yongsan areas surrounding stations development, comprehensive development think over surrounding stations in a wide sensible development. Yeongdeungpo Station the traffic center of the south part in Seoul had been constructed by privately financed station of Lotte Shopping Co. after 1987. Yeongdeungpo Station constructed station building is a successful example for profitable. The successful instance of Yeongdeungpo privately financed station investigates and devises comprehensive development as thinking over surrounding stations for more and more benefits.
