친환경 교통수단인 철도에 대한 투자비중이 증가함에 따라 철도 고속화와 복선화 및 선형개량 사업, 철도노선의 교외지역 이설 등으로 폐선부지가 급속히 증가하고 있는 추세이다. 그러나 철도폐선부지가 방치되어 도시미관을 저해하는 문제가 발생됨에 따라 최근 지자체에서는 철도폐선부지의 활용방안을 모색하고 있다. 또한, 국토교통부는 "철도유휴부지 활용지침"을 제정하여 보전 활용 기타부지 등 3가지 유형으로 분류하여, 폐선부지를 체계적으로 활용하고자 하였다. 그러나 현재 활용 중인 폐선부지는 공원, 레일바이크, 자전거도로, 태양광사업 등으로만 활용되고 있으며, 폐선부지의 다각화 및 사후평가에 대한 연구가 부재한 실정이다. 본 연구에서는 국내외 폐선부지의 활용사례를 조사하고 전국 철도폐선부지를 대상으로 자연문화경관, 교육과학적 가치, 위치 및 접근성, 휴양 유발성, 개발여건 등 영향요인을 분석하여 정량적으로 평가할 수 있는 방법을 제안하였고, 이를 통해 철도폐선부지의 활용 다각화 방안을 모색하고자 하였다.

선행연구와 사례조사를 통해 안동시 철도 폐선부지의 활용 방안을 분석한 결과 실개천 조성, 철도의 역사와 문화를 체험할 수 있는 철도 역사박물관, 철도폐선을 활용한 레저시설, 철도 객차를 활용한 호텔 및 편의시설, 기존 역사를 활용한 쇼핑몰, 임청각 복원, 어린이 기차공원 등 복합문화공간으로 조성하는 것이 가장 바람직하다는 결론을 도출 하였다.

The purpose of this study is to find out the characteristics of physical planning elements in the pedestrian malls when cultural events for young ages proved; the planning strategies for the regeneration of the block of Kyungchun-railroad track, which is removing planned in campus surroundings. Local Government' initiation makes possible to make improvement and give administrative and financial support which is sensitive to the existing conditions of railroad for the better living environment. Thus, this research suggests how the block of Kyungchun-railroad track, which is removing planned, as a newly organized pedestrian mall design system can cope with collaborating a board and community, which has in campus surroundings related. This study consists of following four parts; 1. six-case pedestrian mall in campus surroundings in Seoul were analyzed in terms of physical and cultural factors for young ages between university and community. 2. we focused on the analysis of correlation between the physical planning factors and the spatial requirements for cultural event when the pedestrian mall in campus surroundings is designed. The paper's significance lies in that it shows a new direction in urban renewal planning and design which has been made into a pedestrian mall plan through in support of the application to the pilot project compared with previous physical environment.

As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, the interest of the related local government and agencies has increased on utilizing disused railway yards. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyzed the disused railway yards use practices through case analysis and also suggested plans to diversify the ways of their usage.

최근 우리나라는 도시의 노후화가 가속되며 사회기반시설에 대한 다양한 문제점들이 발생하고 있다. 이에 영향을 받는 도시철도 구조물 또한 노후화가 가속되면서 시민들의 불안감은 커지고 있어 이에 대한 연구의 필요성이 제기되고 있다. 도시철도 구조물은 시민의 안전과 밀접하게 연관되어 있어 이상 현상을 신속히 발견하여 처리해야 한다. 도시철도 지하구조물의 경우, 선로에 변형률 게이지를 부착하거나 광섬유 센서인 브래그 격자 센서를 활용하여 측정하고 있다. 그러나 이러한 방식은 장거리 모니터링에는 용이하지만 공간 분해능이 떨어져 이상구간을 정밀하게 측정하는 데에는 한계가 있다. 따라서 본 연구에서는 브릴루앙 광 상관영역 기반(Brillouin Optical Correlation Domain Analysis; BOCDA)의 분포형 광섬유 센서 시스템을 구축하여 도시철도 지하구조물인 궤도에 관한 모니터링 적용성 평가를 수행하였다. 구축된 BOCDA 기반의 고분해능 분포형 광섬유 센서 시스템은 공간분해능 10, 20, 50, 100cm이며 측정거리 2km 구간에 대해 상시 모니터링 및 특정 위치에 대해 모니터링이 가능하다. 철도 폐선부지에 광섬유를 약 250m 포설하여 상시 모니터링에 대한 적용성을 평가하였으며, 윤중 시험기를 사용하여 특정위치에 대한 모니터링 적용성을 평가하였다. 시험결과, 공간분해능 1.0m에서 0.1m로 낮아질수록 손실이 커지는 경향을 보이고 있으며, 공간분해능이 낮을수록 측정 속도는 감소하지만 위치 및 변형에 대한 정확한 데이터를 얻을 수 있었다. 추후, 포설방법이 해결된다면 다양한 구조물의 모니터링에 활용될 수 있을 것이다.
