A Method to Measure Damage Areas by the types of Railroad Hazardous Material through GIS Spatial Analysis (GIS 공간 분석기법을 통한 철도사고위험물질별 피해규모 자동추출방안)

  • Due to the industrialization and urbanization, the transport of hazardous materials increases, which rises possibilities in occurring prospective accidents in terms of hazardous material transport as well. This study applied the model developed from the previous research to analyze the scale of damage areas from the accidents related to hazardous material accidents, as well as suggested a method to measure automatically the scale of accident including casualties and environmental damage based on the guideline which suggests the quantities of hazardous materials exposed from an accident and was defined in the study of standardization for hazardous material classification. A buffering analysis technique of Geographic Information System (GIS) was applied for that. To apply the model which evaluates the scale of population and exposure to environment on each link, rail network, zones, rail accident data, rail freight trips, and locations of rivers etc were complied as a database for GIS analysis. In conclusion, a method to measure damage areas by the types of hazardous materials was introduced using a Clip and a Special Join technique for overlay analysis.

대심도 철도에서의 응급의료체계 : 국내 유사한 교통체계에서 상황을 중심으로

  • 최근 포화된 도시 인구와 교통량에 대응하기 위하여 기존의 버스, 지하철 등의 대중교통 수단 이외에 광역화된 도시 영역을 빠른 시간 내에 대량의 승객이 이동할 수 있는 신개념의 교통체계로서 대심도 철도가 소개되고 있다. 철도가 광역화되고 인구 밀도가 높은 도시 영역을 빠르게 대량의 승객을 수송하기 위해서 지하 깊이 철도가 다니게 하는 것이 경제성, 효율성 측면에서 합리적일 수 있으나 편리성과 도입에 초점을 맞추다 보니 여기서 발생할 수 있는 여러 가지 안전 문제에 대한 체계적인 검토가 간과되고 있다. 대심도 터널 내에서의 다양한 교통사고와 화재를 포함하여 각종 자연 재해와 인적 재난이 대심도 교통수단의 안전에 영향을 줄 수 있다. 방재 측면에서 대심도 터널 자체의 구조와 기능, 교통수단의 기능 측면을 강조하다 보니 인명 피해, 즉 인간 그 자체의 안전에 대하여 간과하는 측면이 있어 본 내용은 국내 유사 교통 수단인 고속철도에서 심장마비 환자의 응그브이료 구축 사례와 대구 지하철 화재의 초기 응급의료 대응을 통하여 대심도 철도 사고나 응급환자 발생 시 대피와 구조의 어려움을 적절히 대처하고, 인명피해 저감 대책과 대심도 철도의 특성에 맞는 응급의료체계를 개발 방향에 대하여 제시하고자 한다.

  • 본 논문에서는 실제 철도 건널목(교차로)에서 발생하는 소음 및 진동, 차량 및 보행자 사고와 같은 위험 요소로부터 발생하는 위험 상황들을 분류하고, 철도 건널목(교차로) 운행 상황을 구현한 모형 철도 주변에 센서를 부착하여 철도 건널목에서 발생하는 위험 요소들을 아두이노 센서로 감지해 데이터를 수집한다. 또한 수집된 데이터들을 활용하여 사용자의 상황에 맞는 철도데이터 운영시스템을 제안한다.

Development of Emergency Restoration Scenarios for Railway Accident using Analytic Network Process (네트워크분석적 의사결정기법을 이용한 철도사고 임시복구시나리오 개발)

  • The emergency restoration scenarios for efficient railway accident management and restoration were developed. The emergency restoration procedures defined by the worst case of emergency restoration and the important events was proposed based on questionnaires from specialists and the result of survey. Via these studies, the railway accident in the tunnel could be the worst case among all railway accident types. Therefore, educations for a restoration team in confined area condition should be planned and performed to recover the worst case accident. In order for the emergency restoration, when a railway accident is occurred, the restoration should be performed in orders of handing collapse of facilities, burying track, and derailment of vehicle in tunnel based on the statistical analysis. The result of priorities were established by the period of restoration. The standard operation system for efficient railway accident management was developed by synthesizing the worst case for rapid emergency restoration, and important events for the standard operation procedures according to each emergency restoration type. Through this study, the restoration operation system of railway accident are recommended. This paper suggests to develop emergency restoration scenarios for the efficient railway accident management and recovery system. The study results will contribute not only for insuring punctuality, but also for minimizing delays from accidents. Therefore, emergency restoration scenarios will play a major role in the SOP for the damage limitation and the prevention of accident spread.

  • A railroad is used to a lot of area and it is an eco-friendly and an effective means of communication which is a transport for passengers and products. In recent years, the accidents caused by subway and railroad are cognate with people. We need to come up with preparing measures to avoid the accidents. In this paper, to prevent an accident developing and implementing a system which is a railroad management safety system is the purpose. The system is able to provide scalability for smart railroad safety service based on context aware information. Besides, it is able to furnish flexibility through the OSGi framework.

  • An emergency manual is designed to minimize the extent and effect of lives and assets; it is not designed to prevent an accident. There have been continuous arguments in terms of manual effectiveness regardless of the fact that much effort and great cost have been invested in emergency planning and operations. The problems are that there are a number of different emergency manuals, that these manuals are hard to understand and rarely used due to their complexity, that they provide little direction toward the taking of action, and that coordination is difficult between those involved; all of these problems are related to two different pieces of legislations that define emergency manuals in different ways in terms of the contents required. The study has tried to respond to these arguments by exploring relevant legislation to identify emergency manuals that can be used to respond to rail incidents/accidents, for which previous responses have seemed inefficient. Further, some parts of the emergency manual contents are found to overlap, including the ways of differentiating incident responses, personnel roles and responsibilities by types of accident, and threat levels, all of which has resulted in unnecessary pages of the manuals. In preparing and operating such manuals, this study recommends that one piece of legislation that directly affects rail undertakings must be applied in an effort to increase effectiveness.

  • When railway crossing is required to be improved to improve road traffic efficiency, cost-benefits analysis is conducted. In the analysis, such benefits as the reduction of the delay in road vehicle traffic and related costs and reduction of traffic accidents have been appropriately estimated, however, which has not been the case for the reduction of railway operation costs and accidents. This omission may result in a significant difference in the total estimation of the benefits achievable in a long railway line where many of the crossings are improved or reconstructed. This would deteriorate the rationality of the benefit analysis. As the result, although there are various, significant benefits recognizable in the improvement of railway crossings, but they have not been included in the list of the benefits due to the difficulty in calculation. To this end, this paper proposes a methodology of the calculation of the benefits of railway crossing improvement by estimating the unit costs used in the estimation of the benefits obtainable by the reduction of the railway operation costs and the reduction of the accidents at a crossing on the basis of past studies and data.

  • This paper proposes an improved methodology for estimating traffic accident cost savings in the transport appraisal. Four major problems from the existing framework are identified and their alternatives are suggested. First, casualties in the established approach are classified by just two types of 'killed' and 'injured'. This study supplies the indices of fatality further details. Namely, road victims are regrouped by 'killed', 'seriously injured', 'slightly injured', and 'accident reports'. Those of railways are similarly sorted by 'killed', 'seriously injured', and 'slightly injured'. Second, damage only accidents are not satisfactorily considered in the current arrangement. The accidents should be considered as one of the accident types and the social cost of them should also be evaluated. Third, the unit cost of accidents is given by the total value. The unit cost is consisted of several elements and each loss would be useful for a policy frame. This study breaks down the total figure into four pieces of costs, namely production loss, medical treatment, property loss, and administrative costs. Finally, there is inconsistency in the audit between roads and railways. Road accidents are analyzed by road types. On the other hand, patronage or others is the classification rule of rail accident costs. This paper suggests a way that the accident costs of two modes can be coherently estimated based on the level of services by each mode. The result of this study is expected to help frame more cautious social overhead capital investment policies.
