Analysis of Ordinance for Labor Conditions Improvement of Social Worker (사회복지사 처우 및 지위향상을 위한 지방자치단체 조례분석)

  • This study analyze 42ordinance of a local government for the improvement labor conditions and position of social worker. That way suggest developmental direction of ordinance enactment. The results are as follows. First, there are purpose, subject of application, duty of local government president, condition study, establishment of support plan, improvement labor conditions. But, there are not committee for labor conditions improvement, prize in many ordinance. Second, standard of wage is not, it has to suggesting by the wage standard of social welfare official in local government or Ministry of Health and Welfare. Third, condition study's period and support organization for social worker's labor condition improvement are not clear. Therefore, we must suggest the condition study's period of social worker, and make the support organization for condition improvement.

  • 우리나라는 자원 부족국으로서 IT(Information Technology)인프라 강국을 넘어 고부가가치 소프트웨어 기술을 활용한 신 성장 동력 산업 육성 및 발전이 현 시점에서 매우 시급하고 중요하다. 그림에도 불구하고 소프트웨어산업의 주체인 소프트웨어 기술인에 대한 사회적 대우 및 위치는 매우 취약한 실정에 처해있다. 따라서 소프트웨어 기술인 관련 국가산업 차원에서의 중요성, 사회적대우 등에 대한 현황을 파악한 후 소프트웨어 기술인의 처우 개선에 대한 정책적 방안을 제시해 볼 필요성이 있다. 소프트웨어 기술인의 처우 개선방안은 합리적인 SW 개발기간 확보, 품질중심의 프로젝트 관리, SW 개발자 비전제시 등이 있다. 본 연구는 이러한 소프트웨어 기술인의 역할과 중요성을 감안한 소프트웨어 기술인의 처우 개선방안을 제시하고자 한다.

  • The purpose of this study is to make an experiment survey of what local public official in the city of Yeosu, where recently achieved city-county consolidation about the improvement of treatment, as the organization was being rearranging effectively by reducing its size and personnels to follow the trend of the times toward globalization and open-door policy. The evaluation criteria used in this study is the opinion of consolidation, the degree to which merit rating was done impartially, the assignment of working place, pay, allowance, social position guarantee, promotion, the will to work. role conflict, the level of cohesion, and the extent of involvement in decision-making According to the survey, there appeared some positive effect even in such a short period that administrative expense decreased owing to the downsizing. Concerning the treatment, however, many officials considered it get worse in general, Especially. the treatment of promotion, social position guarantee, pay and allowance was found to be below the average.

Current Working Conditions for the Teachers in Child Care (보육교사의 처우 현황과 개선방안 : 보수 체계를 중심으로)

  • This study has been carried out to suggest an improvement measure by analysing the current situation of the working condition for the teachers in child care. For this, governmental policy and law and relevant references in relation to the working conditions for the teachers have been collected for analysis. On the basis of the research, in order to improve the working condition for the teachers the following suggestions have been made: provision of salary system considered the level of qualification criteria and academic certificate, carrying out a raise in pay according to the salary class, requirement of written indication of a provision of allowance, increase of the initial salary for the principal of nurseries, observance of legislation for payment of excess duty allowance, elucidation of legislation for the salary of the teacher in unsupported nurseries and settlement of ratio of supporting personnel expenses from government.

Effects of Treatment Program for Drug Abusers in Prison (마약류 수용자의 처우 프로그램 효과)

  • The purpose of this study is estimate the effects of treatment program as it stands for drug abusers in prison. For this study, 46 drug-related prisoner were surveyed in January, 2008 at Jinju prison which has provided special treatments for drug-related offenders. This study shows that the present treatment systems or programs don't work effectively than expected. Prisoner feel present programs won't be very helpfully after release. And they feel correction officers don't have enough concern about prisoners or treatment to them. The result also emphasizes that family members or friends' support and belief is essential to prevent recidivism and to decrease such a possibility. According to this survey result, special concern to youth abuser is necessary. And it can give more effectiveness when authorities provide more medical or physical treatments than just based on routine lecturing. Furthermore, small group treatments would be more successful comparing with large member group based program. Drug abusers want more experience study or work study programs. Finally authority's, family's, friends's and colleague's interest or concern toward prisoners could contribute to raise up the possibility of rehabilitation.

Consciousness of Fire Officers and Improving the Working Conditions (소방공무원 의식과 처우개선에 관한 연구)

  • This research intended to show a reasonable way to improve working conditions of fire officers in Korea. It shows that fire officers have dignity of their social roles even though they have the unfairness in a work time, rewards, promotions and opportunities of overseas training compared with those of other government officers. The unfairness needs to be solved. In addition, there are more demands in fire fighters, but part of a regional government system already composed of 64.06% of fire officers, which means, there are too many fire fighters in one regional government. Therefore, it is difficult to employ more fire fighters. This is one of barriers to prevent from improvement of the working conditions. To improve the working conditions and to overcome the barriers, there are important solutions to counter the problems. Those are application of alternative policies and systems. Compared with the employment system and workload of fire officers in USA, Japan and other advanced countries, it is necessary to introduce alternative policies which include operation of partial three-shift system, expansion of oversees training, expansion of rotational-off system and improvement of employees' welfare policies.
