This paper introduces the policy and regulations on very low level waste (VLLW) management in China. Given the important decommissioning and site restoration program of the old facility, it is considered necessary to create a new disposal facility dedicated to VLLW. Many general design principles are in common with to the disposal facility for low and intermediate level waste (LILW), namely the isolation of the waste by means of a multibarrier system, but using bentonite and/or high density polyethylene membranes instead of the generalized use of concrete barriers. The design of the facility is consistent with the design of disposal facilities for hazardous waste. The engineering design of two VLLW disposal facilities is introduced.
A safety assessment computer code CALM (Computer program of Assessment for LILW Management) is developed for the theoretical prediction of long-term safety of low-and intermediate-level radioactive waste disposal. CALM is composed of three submodels, which are the resaturation model, the geosphere migration model, and the radiation dose model. For the verification of its usefulness, the safety assessment of an assumed waste repository is performed. The results show that the computer code, CALM developed through this study can be a useful tool for the safety assessment of low- and intermediate-level radioactive waste repository.

A structural model of the SNF(spent nuclear fuel) disposal canister for the PWR(pressurized water reactor) for about 10,000 years long term deposition at a 500m deep granitic bedrock repository has been developed through various structural safety evaluations. The SNF disposal baskets of this canister model have the array type whose four square cross section baskets stand parallel to each other and symmetrically with respect to the center of the canister section. However, whether this developed structural model of the SNF disposal canister is optimal is not determinable yet. Especially, there is still a problem in weight-reduction of the canister. The cross section shape of the SNF basket should be changed to solve this problem. There are two ways in changing the cross section shape of the SNF basket; the one is to rotate the cross section itself and the other is to change the cross section shape as other shape different from the square cross section. The previous study shows that the canister with $30{\sim}35^{\circ}$ rotated basket array is structurally more stable than the canister with un-rotated parallel basket array. However, whether this canister with rotated basket array is optimal is not either determinable as yet, because it is not revealed that the canister with other cross section different from the square cross section is structurally more stable than other canisters. Therefore, the structural analysis of the SNF disposal canister with other cross section shape which is also symmetric with respect to the canister center planes is very necessary. The structural analysis of the canister with various cross section shape basket array in which each basket is arrayed symmetrically with respect to the center planes is carried out in this paper. The structural analysis result shows that the SNF disposal canister with circular cross section shape baskets located symmetrically with respect to the center of the canister section is structurally more stable than the previously developed SNF disposal canister with the parallel basket array.

This study gives a conceptual and basic direction to develop a URL (underground research laboratory) program for establishing the performance and safety of a deep geological disposal system in Korea. The concept of deep geological disposal is one of the preferred methodologies for the final disposal of spent nuclear fuel (SNF). Advanced countries with radioactive waste disposal have developed their own disposal concepts reasonable to their social and environmental conditions and applied to their commercial projects. Deep geological disposal system is a multi-barrier system generally consisting of an engineered barrier and natural barrier. A disposal facility and its host environment can be relied on a necessary containment and isolation over timescales envisaged as several to tens of thousands of years. A disposal system is not allowed in the commercial stage of the disposal program without a validation and demonstration of the performance and safety of the system. All issues confirming performance and safety of a disposal system include investigation, analysis, assessment, design, construction, operation and closure from planning to closure of the deep geological repository. Advanced countries perform RD&D (research, development & demonstration) programs to validate the performance and safety of a disposal system using a URL facility located at the preferred rock area within their own territories. The results and processes from the URL program contribute to construct technical criteria and guidelines for site selection as well as suitability and safety assessment of the final disposal site. Furthermore, the URL program also plays a decisive role in promoting scientific understanding of the deep geological disposal system for stakeholders, such as the public, regulator, and experts.

The Kori-Unit 1 nuclear power plant, which is scheduled to be decommissioned after permanent shutdown, is expected to generate large amounts of various types of radioactive waste during the decommissioning process. Among these, nuclear reactors and internal structures have high levels of radioactivity and the dismantled structure must have the proper size and weight on the primary side. During decommissioning, it is important to prepare an appropriate and efficient disposal method through analysis of the disposal status and the legal restrictions on wastes generated from the reactors and internal structures. Nuclear reactors and internal structures generate radioactive wastes of various levels, such as medium, very low, and clearance. A radiation evaluation indicates that wastes in the clearance level are generated in the reactor head and upper head insulation. In this study, a clearance waste safety evaluation was conducted using the RESRAD-RECYCLE code, which is a safety evaluation code, based on the activation evaluation results for the clearance level wastes. The clearance scenario for the target radioactive waste was selected and the maximum individual and collective exposure doses at the time of clearance were calculated to determine whether the clearance criteria limit prescribed by the Nuclear Safety Act was satisfied. The evaluation results indicated that the doses were significantly low, and the clearance criteria were satisfied. Based on the safety assessment results, an appropriate metal recycle and disposal method were suggested for clearance, which are the subject of the deregulation of internal structures of nuclear power plant.
In the present study, the safety of the near surface disposal facility for low- and intermediate-level radioactive waste (LILW) is examined based on the fluid-flow simulation model. The effects of the structural design and hydrological properties of the disposal system are quantitatively evaluated by estimating the flux of infiltrated water at the boundary of the structure. Additionally, the safety margins of the disposal system, especially for the cover layer and vault, are determined by applying the various scenarios with consideration of possible facility designs and precipitation conditions. The overall results suggest that the disposal system used in this study is sufficiently suitable for the safe operation of the facility. In addition, it is confirmed that the soundness of both the cover layer and the vault have great impact on the safety of the facility. Especially, as shown in the vault degradation scenario, capability of the concrete barrier of the vault make more positive contribution on the safe operation of the facility compared to that of the cover layer.

A new proposed repository has a final capacity of 800,000 drums radioactive waste. Most of foreign repositories have a general practice of segregating control zones which mainly contributes to classification of degree of control, whether it is called buffer zone or not. Domestic regulatory requirements of establishment of buffer zone in a repository are not much different from those of nuclear power plants for operation period, in which satisfactory design objective or performance objective is the most important factor in determination of the buffer zone. The meaning of buffer zone after closure is a minimum requested area which can prevent inadvertant intruders from leading to non-allowable exposure during institutional control period. Safety assessment with drinking well scenario giving rise to the highest probability of exposure among the intruder's actions can verify fulfillment of the buffer zone which is determined by operational safety of the repository. At present. for the repository to be constructed in a few years, the same procedure and concept as described in this paper are applied that can satisfy regulatory requirements and radiological safety as well. However, the capacity of the repository will be stepwise extended upto 800,000 drums, consequently its layout will be varied too. Timely considerations will be necessary for current boundary of the buffer zone which has been established on the basis of 100,000 drums disposal.
Purpose In the procedure of domestic medical radioactive self-disposal, there are many requests of supplementation and difficulties on the screening process. In this regard, presentation of basic guideline will improve the work processing efficiency of medical institution radioactive waste. From 2015 to 2016, We reviewed and compared a supplementary requests of domestic fifteen medical institution radioactive self-disposal Plan & Procedure manual. In connection with this, we derive the details of the radioactive waste document based on the relative regulation of nuclear safety Act. The representative supplementary requests of Korea Institute of Nuclear Safety are disposal method of non-flammability radioactive waste, storage method of scheduled self-disposal waste, the legitimacy of self-disposal and pre-treatment of self-disposal, reference radioactivity of disused filter and output of storage period, attachment the evidential matter of measurement efficiency when using a gamma counter. Through establishing a medical radioactive waste guideline, we can clearly suggest a classification standard of radioactive nuclide and the type of occurrence. As a result, we can confirm the reduction of examination processing period while preparing a self-disposal document and there is no spending expenses for business agency. Also, the storage efficiency of facility will better and reduce the economic expenses. On the basis of this guideline, we will expect a contribution to the improvement of work efficiency for officials who has a working-level difficulty of radioactive waste self-disposal.

The numerical simulations for groundwater flow were carried out to support the input parameters for safety assessment in LILW repository site. As the input parameters for safety assessment, the groundwater flux into the underground facilities during construction, flow rate through the disposal silo after closure of disposal silo and flow pathway from the disposal silo to discharge area were analyzed using the 10 cases groundwater flow simulations. From the total 10 numerical simulation results, the statistics of estimated output were similar to among 10 cases. In some cases, the analyzed input parameters were strongly governed by locally existed high permeable fracture zone at radioactive waste disposed depth. Indeed, numerical simulation for well scenario as a human intrusion scenario was carried out using the hydraulically severe case model. Using the results of well scenario, the input parameters for safety assessment were also obtained through the numerical simulation.

The purpose of Radioactive Waste Acceptance Criteria(WAC) is to verify a radioactive waste compliance with radioactive disposal facility requirements in order to maintain a disposal facility's performance objectives and to ensure its safety. To develop WAC which is conformable with domestic disposal site conditions, we furthermore analysed the WAC of foreign disposal sites similar to the Kyung-Ju disposal site and the characteristics of various wastes which are being generated from Korea nuclear facilities. Radioactive WAC was developed in the technical cooperation with the Korea Atomic Energy Research Institute in consideration of characteristics of the wastes which are being generated from various facilities, waste generators' opinions and other conditions. The established criteria was also discussed and verified at an advisory committee which was comprised of some experts from universities, institutes and the industry. So radioactive WAC was developed to accept all wastes which are being generated from various nuclear facilities as much as possible, ensuring the safety of a disposal facility. But this developed waste acceptance criteria is not a criteria to accept all the present wastes generated from various nuclear facilities, so waste generators must seek an alternative treatment method for wastes which were not worth disposing of, and then they must treat the wastes more to be acceptable at a disposal site. The radioactive disposal facility WAC will continuously complement certain criteria related to a disposal concentration limit for individual radionuclide in order to ensure a long-term safety.
