현재 국내 경제는 그 어느 때 보다 심각한 전환기에 처해 있다. 과거 한국이 갖고 있던 장점은 우수한 노동력이었으나 이제는 더 이상 경쟁력의 원천이 될 수 없다 남은 유일한 방법은 인적자원의 창조적 활용이다. 여기서 인적 자원은 산업사회의 단순한 노동력이 아닌 인력의 질, 즉 지식이다. 기업지식체계는 기업의 무형 지적자산을 체계적으로 창출, 축적, 활용하는 기반이며 지식경영의 핵심 기술이다. 본 논문은 지식 생산이 기업경쟁력 제고의 핵심으로 점차 그 중요성이 증대되고 있음을 주목하여 지식 창조적 기업 지식 체계를 위한 개념적 연구 모형을 제안한다 연구모형으로 우선 기업지식 창출과정이 소개되며 기업지식 형태와 연관관계가 파악된다. 이 지식창조과정에 근거하여 지식 사용자환경, 지식마이닝. 지식활용, 지식관리 서브시스템. 지식 리파지토리로 구성된 기업지식체계가 제시된다. 본 연구 모형은 향후 여타 지식경영 연구의 출발점으로 사용될 수 있도록 유연하게 구성되는데 중점이 주어졌다.

현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.

This paper attempts to review some key concepts related to the creative economy, and examines some issues on the creative economy and regional development from the perspective of economic geography. The main findings are as follows. First, as creative industries, in general, demonstrate the complex structure of value chain in which various industrial sectors are inter-connected, it tends to show that those are place-specific. Second, in policy context, creative industries are required to have four institutional conditions: hard infrastructure(physical infrastructure, skilled labor pool and related industrial sectors), social infrastructure, super-structure and policy governance. Third, as creative industries are affected by related variety than other industrial sectors, there is a strong possibility that those are concentrated in a small number of large metropolitan cities.

Recently the government aims to new markets, new jobs, and economic management based on technology, imagination, and creativity through the 'Creative Economy'. It has also been demonstrated in the creation of economic benchmarking of the developed countries that the performance of the creative economy in the border area with convergence of industry, science, culture and technology can achieve. In particular, women in science and technology play an important role in the case of developed countries. However, it is known that active supports and development policies for women scientists and engineers are insufficient, and the number of woman in science and technology is very low in korea. The ratio of women in her early and mid 30s in economic activity is low because of career break and difficulties from going back to work due to childbirth and parenting. The government should concentrate on the creative education and training, support for women in science and technology to develop the creative economy progressively. we present the investigation of the ICT industry status, role of women in economic participation, and the plan of creating jobs for women in the ICT industry in this paper.

IT와 산업간 융합이 가속화되고 있다. 그 범위도 확대되어 일부 산업에서 모든 산업으로, 국민생활 깊숙이 스며들며 IT가 일상화되고 있다. 이에 따라 IT와 비IT의 경계가 사라지면서 완제품 경쟁력의 핵심으로 IT부품과 소프트웨어(SW)가 부각되고 있다. 또한 IT기기와 완제품의 구분이 모호해지고 하드웨어(HW) 소프트웨어(SW)를 최적화하는 제조기술 역량도 중요한 경쟁력으로 부상하고 있다. 이러한 시대 흐름은 글로벌 IT시장 구조에 영향을 미쳐, 과거 개별 기업간 경쟁이 생태계간 경쟁으로 변화하고 있다. 그간 우리나라 IT산업은 뛰어난 하드웨어의 경쟁력을 기반으로 글로벌 IT생태계에 적극 참여하였으나 취약한 소프트웨어 역량, 인력부족 등 복합적 한계로 인해 주도적 역할 수행은 미흡하였다. 따라서 우리나라 IT산업이 글로벌 경쟁우위를 강화하고, 미래 환경변화에 적극 대응하기 위해서는 우리의 장점을 강화해 나가면서 부족한 부분의 경쟁력을 끌어 올려야 할 것이다. 이를 위해 창의와 혁신을 기반으로 하는 다양한 창조기업이 세계적인 기업으로 커 나갈 수 있도록 IT를 새로운 성장동력으로 만들어 일자리를 창출하고 창조경제의 꽃을 피울 수 있는 방안을 제시하고자 한다. 특히 하드웨어와 소프트웨어의 균형발전과 이를 통한 융합역량 강화, 해외의존도가 높은 부문의 원천기술 개발을 추진하면서, 클라우드 빅데이터 산업을 주도해 나감으로써 세계 최고의 IT강국으로 도약해 나갈 것이다.

The creative economy is the industrialization era, the information age, knowledge-based economy, linking the new economic paradigm. The core words of the creative economy are stand for creativity, innovation, consumer protection and utilization of intellectual property. Creative ideas are combined with software technology will make innovative ecosystem-based structured market such as Apple, Google, Facebook. Intangible assets attributable to creativity than ever before in human history that is important as the economic value. In addition, innovative ideas, creativity and economic growth beyond the knowledge and information society is required. Because the core has a fusion of science and technology, industry, culture and industry convergence, various genres of creative activity support, and cultural and high-tech fusion industries, such as content creation and job creation through economic traction is needed. In this study, we analyze the case of the US Smithsonian Institution proposes the direction of Science Museum in creative workforce.

그동안 권위주의적 관료주의에 신음해 온 우리 대학들이 학생들의 학생 위에 교수들의 자각과 실천에 의해 자기 위상을 정립해가고 있는 현 상황에서 교수자치기구의 대학주체로서의 자리매김은 무한한 창조의 가능성과 학문발전의 원동력으로 작용할 수 있다. 따라서 더 이상의 소모와 비능률을 줄이고 인력을 최대한 개발.활용할 수 있는 대학 체제를 위해서라도 교수자치기구로서의 교수(협의)회가 학내 최고의사결정기구로서 법제화되는 것이 시급하고도 절실히 요청된다.

제4대 국가과학기술자문회의 위원장으로 취임한 한영성씨를 만나보았다. 한위원장은 "과학기술자문회의는 창조적 과학기술능력 확보를 위한 기초과학 육성과 질높은 과학기술인력 양성 등 과학기술기반 확충에 힘을 쏟겠다"고 강조했다.
