A Study on the Creative Industry Population Based on Different Spatial and Non-Spatial Urban Structure (공간적·비공간적 도시구조 변화에 따른 창조산업 인구 연구)

  • A number of cities have been constantly decreasing their residents by the low quality of life and environment. A creative industry is being noticed for not only securing the competitiveness of the city but also increasing the number of population. Thus, the urban structure for inducing creative industry population becomes to major issue to the most of local governments. This study aims to suggest the relationships between urban structure and creative industry population based on different urban sizes. To measure the population of creative industry, this study used the 'National Business Survey' by the National Statistical Office, which classified the statistical data of industrial places on a basis of city, district, and borough. Based on the results of expert questionnaire surveys, it conducted an analysis on the importance of urban structure and drew some critical factors that have an important effect on attracting the population of creative industry. The relationships between creative industry population and urban structure evaluated by multiple regression analysis. This study found out that the cultural factors like cultural space or culture events were drawn as very significant factors that have a positive effect on the population of creative industry population. It is judged that the creation of culture environment, which can enrich the creative industry, is needed to strengthen the competitiveness of the cities.

  • Recently, Economic spaces around the world have changed dynamically. Creative arts and cultural actors have begun to emerge in old industrial neighborhoods of major metropolitan cities. These new actors can be seen as creative actors in arts and culture, as well as non-economic actors that have been somewhat overlooked in the traditional approaches of economic geography. They contribute to overcoming regional economic crisis, as these actors bring a particular deviant and creative atmosphere in the neighborhood. Especially, informal gatherings of artistic communities play a pivotal role in knowledge platforms for dynamics of knowledge creation and creativity, which has a significant effect on shaping a creative milieu in the initial stage of formation of a regional ecosystem. In this regard, this paper will investigate the fundamental mechanisms and driving forces of urban spatial restructuring through a case study of the creative arts and cultural ecosystem in Seongsu-dong, Seoul, Korea. Thus, the main purpose of this study is to identify the formation process and key drivers behind the development of the early arts and cultural ecosystem in Seongsu-dong from an evolutionary perspective.

Coworking Spaces Being a Creative Community in a Region (지역의 창조적 커뮤니티로서 코워킹 스페이스)

  • Coworking spaces have been increasingly considered as a way of building an innovative entrepreneurship ecosystem and facilitating population inflow. This paper aims at identifying the concept and characteristics of coworking spaces and examining these various types in a regional context. Coworking spaces located or planned in small and medium-sized cities and rural areas in Japan and Korea are empirically investigated. Through the case study, this study provides implications for a model of coworking spaces being a creative community in a region. Specifically, it is necessary to have distinctive features only for the regional context-based coworking spaces. Moreover, this new spaces should act as a multi-functional, convergent space and a venue for regional innovation. In a fast-changing work environment such as telework, the region-based coworking spaces can be reconsidered as the place that provides an alternative work, play, learn, and rest platform. Creative people hoping for new work and lifestyle may flow into the region through this intermediator, and thus foster the interplay between the creative community and regional environment.

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

  • U-City 공간계획 및 설계기술개발연구는 그 동안 서비스와 정보통신기술(ICTs)을 중심으로 다루어졌던 U-City추진의 한계를 극복하고 도시공간에 기반한 U-City 구축과 실증을 통해 저비용 고효율의 미래 도시공간을 구현하고, 기존 도시의 문제 해결과 도시의 효율적 운영관리의 필요성 등에 따라 공간적 측면에서의 U-City 구축을 통해 국내 대표의 건설브랜드인 U-City선도화와 종주국으로서의 위상을 강화하기 위한 U-City 창조공간 계획 및 설계 기법을 연구하고자 한다. 본 연구를 위해서는 국내외 관련 문헌조사, 사례조사를 중심으로 연구를 진행하고 있으며, 도시 공간단위별로Prototype을 구축하고 실제 사례도시(Test Bed)를 선정하여 연구결과를 적용해 보고 효과를 검증하는 방법으로 연구 내용의 내실화를 기하고 있다. 본 연구개발사업을 통해서 도출된 결과물을 통해서는 도시민이 체감할 수 있는 U-City 구현을 통해 시민이 체감할 수 있는 U-City 보급과 확산으로 국내 고유의 대표건설브랜드로서 U-City의 대내외적 경쟁력을 확보하고, 침체된 건설경기 활성화 등에 기여할 수 있을 것이라 판단된다.

Creative City and Creative Class: Conceptual Issues and Critiques (창조도시와 창조계급: 개념적 논제들과 비판)

  • The theory of creative city can be seen as one that reflects a relationship between recent change of economic environment and socio-spatial reconstruction in the so-called 'cultural turn' to deindustrialization. This paper considers approaching methods to knowledge-based economy or cultural economy as a context of development of theory of creative city, and suggests types of conceptualization of creative city. Then it reviews creative perspectives which can be found in recent domestic and oversea research trends on creative city, especially relating its nature with neoliberalism. Finally this paper discusses critically the concept of creative class as a social constitution of creativity or creative economy, and that of creative city as its spatial constitution. The concept of creative class can be criticized in terms of ambiguity of the concept of class, class-biased and economy-privileged idea, market valorization of culture, individualization against community, normalization of flexible labor market, and uncertainty of economic success of creative city. The concept of creative city can be criticized in terms of limitation of interests to city, ignorance of national and global dimensions, decontextual normative vision, legitimation of neoliberal city, lack of proof of causality between creative class and economic success, polarization of within and between cities.

Effects of Regional Creativity Factors on Regional Growths (지역창조화 요인이 지역 성장에 미치는 영향)

  • The purpose of this study is to develop an index to measure regional creativity factors from previous research, as well as to empirically analyze the relationship between regional creativity and regional growth. We conduct panel analysis on the balanced panel data of regional creativity in fifteen Korean cities and provinces during 2008-2012. The result of hypothesis testing are as follows: First, amongst factors of regional creativity, sub-factors such as creative personnel and intangible asset (of the basic asset factor), creative enterprise (of the economic agent factor), and convergence and creative industries (of the core industry factor) showed significant influential relationships with GRDP (Gross Regional Domestic Product) as positive. Concerning the systemization factor, all sub-factors showed no significant relationship with GRDP. Second, amongst the factors, creative personnel (of the basic asset factor), start-up and entrepreneurship (of the systemization factor), creative enterprise (of the economic agent factor), the regional space factor, and convergence industry (of the core industry factor) showed significant positive relationships with employment rate. However, tangible and intangible creative asset (of the basic asset factor), convergence management and administration (of the systemization factor), Large/middle/small enterprises and central government/municipalities (of the economic agent factor), and creative industry (of the core industry factor) showed no significant relationship with employment rate. The results of this study will provide insight into the current situation for regional creativity, and review the process and short and long term performance. In addition, it will be a basic means to lead the central government's policy of strengthening local autonomy and decentralization.

A Study on the Uneven Growth and Geographic Distribution of Creative Industries (창조산업의 불균등 성장과 지리적 분포 특성에 관한 연구)

  • Creative industries are important due to the capability of enhancing urban competitiveness. This study is focused on unravelling the uneven growth and geographic distributions of creative industries. The main results are as follows. First, the primary city, Seoul, has too much eminence than the citysize rule suggests, and the creative-industry elasticity is very high compared to population and all industry. Second, Seoul is reinforcing the uneven growth with adjacent cities. Third, the local main cities have little power to enhance creative industries and the local small cities grow randomly. Fourth, each city should have more deliberation in accepting creative industries as an urban growth strategy.
