A Study on Urban Development Plans for Activation of Local Cities -Focusing on the Case of Changwon Digital Innovation Town- (지방도시 활성화를 위한 도시개발방안에 관한 연구 - 창원 디지털 혁신타운 사례를 중심으로-)

  • Changwon City is one of the major industrial cities in Korea. In the past, it grew rapidly with an economic structure centered on manufacturing, but due to changes in the global economic environment and domestic industrial structure, Changwon City's economic growth engine has weakened and a new growth engine must be sought. are facing Accordingly, this study analyzed the goals and strategies of the urban development base project for activation of Local Cities, focusing on the case of Changwon Digital Innovation Town. Specifically, we sought ways to overcome the spatial limitations and saturation of the Masan Free Trade Zone and to activation the local economy by attracting and fostering new, cutting-edge industries. To this end, strategic approaches such as building digital infrastructure, fostering future new technologies, social integration and community formation, and eco-friendly development were proposed, and a plan was presented for Changwon City to leap forward as a new 21st century free trade zone.

Analysis of Risk Classification on the Urban Flood Damage in Changwon city (창원시 용도지역별 침수 피해에 따른 위험등급화 분석)

  • This study aims to effectively respond to urban local rainstorms by classifying the risk against flood damage for each use district. The risk classification is based on sensitivity analysis of the socio-economic damage caused by local rainstorms in Changwon city, Korea by a Fuzzy model using data, such as the districts that provide institutional bases for land use, land prices, which estimate the property values, and floor area ratios, which measures the density and areas of flood damage. The analysis result indicated that flood damage in five districts of Changwon (Masan happo-gu, Masan Hoewon-gu, Sungsan-gu, Euichang-gu, and Jinhae-gu) is highest in the order of commercial areas, residential areas, industrial areas, and forests, which was attributed to high land price and floor area ratio of commercial areas. On the other hand, specific analysis in Masan Hoewon-gu and Sungsan-gu was different from the previous result, indicating that the risk against flood damage may vary according to the districts depending on their local conditions. The analysis from this study can be applied to future urban planning and be used as a guideline to estimate the potential flood damage. Overall, this study is meaningful in that it proposes an effective management of land use as a new resolution to mitigate of urban flood damage within a broader perspective of climate change and urbanization.

  • 경남지역 역사이래 구한말까지 지역중심도시였으나 근대화의 길에서 빗겨나간 1천년 역사도시 진주, 개화기부터 제3공화국까지 경남의 산업도시로서 지역발전에 중심역할을 다하고 있는 산업도시 마산, 그리고 정치적 결단으로 재빠르게 건설된 계획도시이며 경남도청소재지인 행정도시 창원. 각 도시가 살아온 배경이 너무나 다른 세 도시를 하나의 권역으로 묶어 논하기는 정말 어렵지만 경남 남부지역의 거점도시들로서 각 도시들이 띠고 있는 지역적 특성과 건축의 모습, 그리고 각 도시에서 지역적 특성들을 만들어내고 있는 지역건축가들을 개관한다. 아울러 경남 남부지역건축의 지역성은 가능한가에 대해 토론하며 지역의 정체성을 찾아보아 진주 ㆍ마산ㆍ창원으로 대표되는 경남남부 지역의 도시건축의 미래와 발전방향을 가름한다.

Comparative Case Study on Urban Climate Change Plans (기후변화 대응계획 도시사례 비교연구: 창원시와 포틀랜드시를 대상으로)

  • The purpose of this paper is to suggest policy implications for the development of climate change plan in city scale. For a comparative case study, Changwon city in Korea and Portland city in U.S.A. were chosen. Climate change plans of both cities were analysed and compared in the perspectives of framework, climate strategies, and implementation. The findings from the comparative case study are suggested for policy implications as the followings. Firstly, the framework should be more simple and clearly integrated from goal to action plans. Secondly, more caution must be exercised for the major GHG triggers and adaptation policy measures. Finally, establishment of clear timeline is the first step of leadership in climate change plan. Coordination agencies and sustainable assessment systems for monitoring each policies are essential for the successful implementation of climate change plan.

창원ㆍ김해 지역 초등학생의 학교급식에 대한 만족도 분석

  • 학교급식은 성장기 학생의 심신의 조화로운 발육에 필요한 정성이 담긴 적절한 영양식을 공급하여 활기찬 학동기를 보내게 하며, 또한 학생들에게는 건강한 식생활을 위한 지혜의 습득과 더불어 바람직한 식사습관 및 식사예절을 형성할 수 있는 기회를 제공하는 것이라고 할 수 있을 것이다. 이러한 목적에 접근하기 위한 방편으로 창원시 (484명)와 김해시 (525명)의 초등학생 1009명 (3학년이 328명, 4학년 349명, 5학년 332명)을 대상으로 학교급식에서 제공되는 식단, 음식 맛, 분량, 외관, 위생상태, 배식태도 등 6부분에 대하여 각 항목 당 만족 5점, 보통 3점, 불만족 1점으로 점수를 부여하여 학교급식에 대한 만족도를 분석하였다.(중략)

A Study on Factors Affecting the Supply of Apartments in Changwon City (창원시 아파트 공급량에 영향을 미치는 요인에 관한 연구)

  • The purpose of this study is to examine which factors are important in determining the amount of the apartment supply in Changwon City. Additionally, this study is to examine the changes in the determination of the amount of apartment supply in Changwon by dividing it into before and after 2016 as the city showed a large difference in apartment supply that caused structural changes during this time period. This study shows that the increase in the number of housing construction permits in Changwon before 2016 had a negative impact on the housing market as well as causing a decrease in the supply of apartments in Changwon after 2016. As a result of the shortsighted predictions on the housing market of Changwon from before 2016, it still affects the current housing market as of June 2020. The implication of this study is that through the housing market system of Changwon City, they can take the role as a control tower in Changwon City and propose principles and standards for supply control in order to better predict the demand of the housing market.

  • 현재 강변여과수 개발은 수직정 위주로 개발되어졌으나, 수직정을 이용한 취수 방식은 산출량에 대한 한계를 가지고 있어 대용량 취수를 위해서 많은 취수정 착정이 불가피하다. 취수정 증가와 더불어 유지관리상의 문제점을 가지고 있으며 실제 운영에서 문제점이 나타나고 있는 실정이다. 이러한 수직정 취수정의 문제점을 해결하기 위해 방사형 집수정을 이용한 강변여과수 개발이 시도 되고 있다. 현재 창원시 대산면 일대에서 국내최초로 방사형집수정을 이용한 강변여과수 개발이 진행되고 있으며, 현재 방사형 취수정 1기가 시공 완료되어 시험 가동 중에 있다. 방사형 집수정에 의한 강변여과수 개발은 대용량 취수를 목적으로 설치되기 때문에 산출량뿐만 아니라 집수정 인근의 수위하강에 특성이 중요한 요소 중에 하나이다. 본 연구에서는 창원시 대산면 일대에서 진행되고 있는 방사형 집수정 설치에 따른 강변여과수 산출시 집수정 인근 수위하강 특성 파악을 위한 모니터링을 목적으로 실시하였다. 수위하강 특성 관측을 위해 양수실험을 위해 대용량 양수펌프 설치, 유량검증을 위한 대형 웨어 설치, 수위변화 측정을 위해 집수정 30m 반경에 8개의 관측정을 착정하여. 디지털 수위측정기를 설치하여 수위하강 특성을 모니터링 하였다. 수위 모니터링 결과 취수정의 수위하강 특성과 유사하게 수평정의 수위하강 경향 나타났으며, 강변에 가까운 수평정의 수위하강은 약 $30\% 감소하였으며, 집수정 양수량에 변화에 따라 민감하게 반응하지 않는 특성을 나타냈다.

Accuracy Analysis on result of the station of triangulation to secure stable cadastral surveying result -Focusing on Changwon-si, Gyeongsangnam-do- (안정적인 지적측량 성과 확보를 위한 삼각점 성과의 정확도 분석 -경상남도 창원시를 중심으로-)

  • This study utilized the GPS data of the stations of triangulation of Changwon-si, Gyeongsangnam-do to conduct comprehensive analysis on tolerance level and regional characteristics. Based on this analysis, it was attempted to seek the method to derive more accurate result when further performing cadastral control point surveying for cadastral detail surveying. For the stations of triangulation installed at time of the land survey project, the study result showed that the most results of the stations of triangulation are stable if they were not moved naturally or artificially by themselves. Therefore, it was concluded that the stations of triangulation installed at the time of the land survey project should be preemptively selected for use of the given points when making decision of result of cadastral control point surveying. In addition, if the result of the cadastral control point surveying is made decision based on the stations of triangulation presented as the stable result in this study result, it seems that the same surveying result will be maintained and managed at all time, even if they are going to be further reinstalled due to loss of them.
