본 연구의 목적은 형평성 문제를 최소화할 수 있는 무료인 도시고속도로의 유료화 대안을 모색하는데 있다. 본 연구는 크게 2개 분야로 구성된다. 우선 형평성을 고려한 유료화 전략을 수립하는 부분과, 다음으로 사례연구를 통해 다양한 유료화 시행방안의 효과를 비교 분석하는 부분이다 사례연구는 경부고속도로의 서울시 구간을 대상으로 외국 주요도시에서 시행하고 있는 Fare Lane, HOT Lane, ERP 시스템, 도로유지/관리비를 위한 통행료 부과 등 4가지의 무료인 도시고속도로 유료화 방안들에 대하여 효과의 차이를 분석하였다. 연구 결과, 무료인 도시고속도로에 적합한 유료화 방안은 1) 유지관리비용 징수방식 보다는 혼잡통행료 방식이며, 2) 대중교통을 제외한 차량을 대상으로 징수하되, 3) 징수방식은 고속도로의 특성에 따라 개방식과 폐쇄식으로 하고, 4) 요금수준은 도로용량을 최대화하는 수준에서 결정해야 하며, 5) 징수차로는 전차로 유료화 방식 또는 HOT 차로 유료화 방식으로 하되 고속도로의 램프진출입로 방향을 고려하여 결정하며, 6) 징수시스템은 전자자동징수시스템을 채택하고, 마지막으로 7) 수입금은 대중교통개선에 쓰이도록 하거나 징수대상 도로나 구간을 이용하는 자들이 직접적으로 배분에 참여하여 효용을 극대화할 수 있도록 하는 방법을 채택하는 것이 바람직한 방향으로 나타났다. 한편, 본 연구는 실행을 전제로 한 것이 아니기 때문에 실제 적용시에는 대상도로의 선정, 분석방법, 분석의 범위에 대한 보다 심도 있는 논의가 필요하며 또한 유료도로법 등의 관계 법규에 대한 정비가 필요할 것으로 판단된다.

동력자원부는 국제원유가의 하락으로 국내도입가가 배럴당 18달러인 기준유가를 하회할 경우 석유수입시 부과하는 석유사업기금 1.7$/B이외의 추가기금징수요인을 정유업계에 대한 손실보전이 끝날때까지 징수를 유보, 상계처리하고, 수입유보금액중 수입원유에 해당하는 금액만큼은 정유 5사의 연간평균 수입금 단가에 맞추어 사후보정하기로했다. 차액기금 유보금액의 산정방법을 보면 정유사별 월별 기금유보액(상계처리금액)은 월별기금유보단가에 정유사별 기금징수유보대상 물량을 곱하여 산정하도록 되어있다. 기금유보단가는 국내 기준유가와 평균도입가와의 차액을 기준으로 하되 전체 유가들과의 차이를 감안하여 매달 산정 통보하기로 했다. 이같은 기금유보금액의 산정은 기금징수요인이 발생하는 지난해 12월 이후 통관분부터 적용된다.

This paper analyzed the integration cases of the social insurance systems of Germany, Sweden and United Kingdom. On the basis of the two dimensions - institutional and organizational integration, this study reviewed the historical processes of the social insurance integration of the three countries. In Germany, the institutions and the organizations are divided still now and the sickness insurance funds take charge of the entitlement and collection services. In Sweden, the social insurance system is divided by institutions but the organizations were united. the Inland Revenue has charge of the entitlement and collection. In UK, the institutions and the organizations were united and the entitlement and collection services is assigned to the Inland Revenue. Regarding these historical processes of the social insurance integration of developed countries, this paper evaluated the transfer of the collection service to the National Health Insurance Corporation in Korea, which was enforced in 2011.

코로나 19(Convid-19) 이후 다가올 미래의 글로벌 신성장산업으로 주목받고 있는 메타버스의 기술이 발전함에 따라 다양한 법적 문제가 떠오르고 있다. 그 중에서도 공연 사용료 징수 문제를 해결하기 위해 본 논문에서는 대용량 처리와 저장, 그리고 유연한 서비스를 제공해줄 수 있는 클라우드와 XGBoost를 활용하여 메타버스 환경에서 사용자에게 공연 사용료의 투명성과 편리성을 제공하는 공연 사용료 징수 시스템을 제안한다.

This study analyzed the legitimacy issues of the current regulation for the copyright-using charge and the plans to revise the regulation for the performing the cinematographic works in the public libraries. Also, this study investigated the current situation of the performing the cinematographic works and the size of auditoriums in the 84 public libraries in Gyeonggi province with information on the library websites from February 2012 to January 2013. As a result, this study suggested that yearly charging for the performing the cinematographic works to the less than 6 months after publishing will be suitable than the current monthly charging. Also, this study suggested that the copyright agency for cinematographic works should increase the number of copyright works received in trust.

Using the ETC Service, it is now possible to charge a vehicle for driving pass a specific toll booth electronically, without the vehicle even having to slow down. The smart card and card reader used to collect tolls electronically have a serious problem which it dose not have a standard for the ETC system. In this paper, we suggest the ETC system using mobile phone to collect tolls efficiently instead of existing system which is consist of a Interface Module to connect between a mobile phone and OEE, a mobile phone to send the information of tollgate fees and OEE to communication with RSE of roadway in the vehicle. This primary focus of this system is the IM functions and protocol to assist of the existing mobile phone and OBE.
