The aim of this study is to analyze the causes of the network system of the public and private sections that cannot be cooperated in implementation process of disaster relief. For this objective, this study selects the concepts of policy actors, their relationships, and their interactions which are useful in analyzing policy networks. It focuses on the interaction among concerned actors of disaster relief policy. This study suggests how to improve policy networks of disaster relief focusing on the interaction among policy actors. For more effective implementation to disaster relief, however, it is necessary to strengthen public-private partnership rather than central management system. Therefore, future research on disaster relief needs to focus in network management for leading cooperation between public and private sections.

사용자의 요구사항을 실시간으로 반영하고 연구비 예산정책과 관련된 의사결정 과정을 최대한 지원할수 있는 시스템이 절대적으로 필요하게 되었다. 이러한 현실적인 상황을 반영하여 연구비의 예산편성 및 예산집행의 효율성을 높이고자 J2ME 기반 모바일 연구비 통합관리 시스템을 개발하였다. J2ME 기반 모바일 연구비 통합관리 시스템은 설계단계에서 정보검색 에이전트와 정보통합 에이전트를 이용하였다. 이러한 결과 연구비 계획단계에서부터 예산편성 및 예산집행, 예산정산까지 독립적으로 관리하고 있는 운영 시스템의 데이터베이스들을 최적화하였다. 또한 각 시스템간의 이질성을 최소화하여 연구비 집행업무의 투명성을 향상시키고 상호간의 유기적인 정보교환과 조직의 계획수립 및 분석적 업무를 효과적으로 지원할 수 있었다. 이로 인해 최종 사용자가 원하는 분석정보에 신속하게 접근하여 단편적인 관점보다는 종합적인 관점에서 다양한 자료를 제공받을 수 있었다.

The purpose of this study is to interpret how the long-term care evaluation system implements in the actual service settings with institutional isomorphism and decoupling based on new-institutional theory. This study conducted in-depth interview with employees engaged in 7 long term care service facilities. Directed qualitative content analysis was used to analyze the data. As a result, unlike the intention of the long-term care evaluation system to improve the efficiency of the organization by market competition, it found that organizations forcibly adapted a evaluation system to rely on government's resources and it results in isomorphism phenomena which is similar between organizations. This results confirmed that the evaluation system has implemented in the direction of enhancing the government's role to standardize and institutionalize the long-term care service rather than improving the efficiency of the organization by market competition. This study also partially found the phenomenon of decoupling between organizational formal structure accompanied by isomorphism and real behaviors. These results suggest that it is required to improve government's evaluation indicators on the issue of inefficiency caused by dual structure of organizations. In addition, this study proposes that government's evaluation index which is reflected the characteristics of care service is necessary for operating.

Recently, our company has entered the modern knowledge company, government policy and regulation has a big influence on people's lives. Also, unlike in the past, I am hoping for administrative intervention as a problem peculiar to the environment, such as environmental housing problems, urban transportation problems, misuse problems, etc. and corporate pending issues. In this study, through the 10th year of the Seoul Special Citizen Judicial Police Force, if the local autonomy is a special envoy, it will try to present the correctness in the organization luck. As a measure to secure the nature of administrative action, the method of investigation was through the study of the execution process of administrative penalty and its result based on the statistical data of Seoul City. Therefore, we will analyze the process and operation of the 10-year organizational change of the Seoul Metropolitan Government's police force and examine how the police force of the people's livelihoods, which is a special investigation organization, is expanding its duties in order to strengthen the enforcement power of the administration. Also, we will make future-oriented suggestions to encourage the readjustment of the current relevant laws, such as the Ministry of Patriots and Veterans Affairs, and to actively accommodate the expected changes of the special law police organization in charge of the enforcement of the police system.

최근 들어 국가질병관리체계 현대화가 세계 각국 정부의 중요한 과제가 되고 있다. 캐나다 연방정부는 감염병과 만성질환을 관리하고 생물테러 등 응급상황에 효과적으로 대처하기 위하여 새로운 질병관리조직인 Public Health Agency를 창설하기로 결정하였다. 연방정부는 앞으로 2년간 1,412억원을 투입하여 Agency를 설립하고 사업기반을 확충해 나갈 예정이다(Health Canada, 2004). 또 EU 집행위원회도 지난 3월 European Center for Disease Prevention and Control 설립계획을 최종 승인하고 ECDC가 발족하는 내년 한 해에만 71억원을 투입할 예정이다(Bosch, 2004). 이렇듯 새로운 질병관리조직들이 만들어지고 있는 직접적인 계기는, 중증급성호흡기증후군(이하 SARS) 사태로 대변되는 신종 및 재출현 전염병의 폭발적 발생(outbreak)이다. 전염병의 만연 사태가 일어나면서 각국 정부는 국민건강 보호의 중요성을 재확인하는 한편, 질병으로 인한 경제적 손실을 현실적 문제로 인식하게 되었다. 비전염성질환과 손상으로 인한 질병부담도 세계 각국의 골칫거리다. 서구 여러 나라에서는 비전염성질환과 손상의 질병부담이 이미 매우 큰 상태이며, 저개발 국가들은 전염병과 비전염성질환으로 인한 "이중의 질병부담(double burden of disease)"을 안고 있다고 한다. The necessity for introducing artificial intelligence(AI) into the public sector to form an intelligent government has been emerging. This study set 'Organizational Agility', 'Exploitation & Exploration Learning', and 'E-government Capability' as independent variables for the introduction of AI in central government. Dependent variables were set on whether AI was adopted in the central government organization 'Bu(mainly conducts policy planning)', and 'Cheong(mainly performs policy execution)'. Logistic regression analysis was performed on each of the two models. As a result, it was derived that ministry Bu adopted AI as organizational agility increased, and ministry Chung adopted AI as e-government capability increased. Particularly, it was identified that the effect of exploitation learning for Cheong organizations offset the influence of AI introduction according to e-government capabilities, while exploratory organizational learning facilitated the AI introduction. This study is meaningful for suggesting a strategy for adopting AI in government.

This study attempted to find out that organizational culture and organizational support are the main factors of an effect on team, a kind of making unit of broadcasting programming, commitment. And especially this research tried out that each organizational culture type had an effect differently on team commitment using of Linear Structural Equation Modeling(LISREL). In order to empirically test to the research model, data were collected by 280 terrestrial Broadcasting PD in Seoul. Result showed that each organizational culture has a differential influence on the path and effect of organizational support and team commitment. The educational system and production back up of the Organizational support system have not enough to support and promote the team commitment except reward system. As a consequence, Broadcasting organization make a strategy considering of dominant organizational culture type.

21세기는 분명 경제력이 세계를 좌우하는 시대가 될것이 틀림없습니다. 특히 경제력은 최첨단 과학기술이 주류를 이룰것으로 보입니다. 그러나 정부의 조직법상 각부처의 과학기술정책을 총괄 조정하도록 되어있는 과기처는 실효성을 꾀할수 있는 아무런 수단도 갖고 있지 못하고 있으며, 부처 서열상 최하위에 있어 정책수단을 종합집행하기가 극히 어렵습니다. 따라서 정책기구의 중복성을 피하고 정책수단을 종합할수 있도록 과기처에 예산심의권을 부여하는등 과학기술자원을 효과적으로 동원할 수있는 방향으로 과기 행정체계를 대폭 개편해야 할 것입니다

새로운 환경에 부응하는 공정거래정책의 향후 방향과 과제를 모색함에 있어 첫째, 경제위기 이후 구조조정과정에서 제도적 환경, 산업조직, 정부$\cdot$기업간 관계 등이 변화하면서 공정거래정책의 일관성과 예측가능성 제고가 주요과제로 대두하고 있고, 둘째, 세계화의 진전에 따라 시장지배력 남용, 경쟁제한적 기업결합, 카르텔 등에 대한 경쟁법의 국제적 집행이 새로운 도전이 되고 있으며, 셋째, 정보혁명 및 지식산업의 부상과 더불어 시장특성, 경쟁의 방법과 양상등이 변화하면서 새로운 형태의 경쟁상 문제가 발생하고 있음을 유념할 필요가 있다.
