교육학의 질적 연구는 문헌 연구, 면담 연구, 비참여 관찰 연구, 참여 관찰 연구로 분류한다. 문헌연구에는 내용분석, 철학적 연구, 역사학적 연구, 문학적 비평이 들어가고, 면담연구에는 구술사, 전기, 탐문(探問) 저널리즘 등이 포함되고, 비참여 관찰연구에는 전문적 감정(鑑定), 인간의 종적 특성 연구, 관찰자 연구, 비개입적 행동 연구 등이 포함된다. 마지막으로 참여 관찰연구는 일반적 현장연구, 문화 기술적 연구가 포함된다. 질적 연구는 사람, 사물, 현상의 범주화나 수량화가 가해지기 이전의 상태, 즉 '있는 그대로'의 상태에 최대한 접근하는 방법으로써, 고정관념을 깨고 기존의 이론을 최대한 유보한 채 연구에 임하는 것으로 최근에 발달한 인문사회과학적 연구방법이다. 질적 인식이 자연언어에 주로 의존하는 데 비해 양적 인식은 인공언어에 많이 의존한다. 수식과 도형, 부호등은 대표적인 인공언어이다. 모든 사물이 질과 양의 속성을 다 가지고 있듯이 모든 연구는 질적 과정과 양적 과정을 다 포함하고 있다. 질적이냐, 양적이냐 하는 구분은 연구방법론의 문제인데 연구방법론은 연구논리와 연구기법을 포함한다. 본 연구는 인공언어인 수와 식에만 익숙한 수학교육에서, 질적 연구가 왜 필요한지, 어떤 특성이 있는지 논의함으로써 수학교육의 새로운 방법론을 제시하고자 한다.

We examine how combinations of key factors affecting healthcare user innovation vary by innovation stages from idea generation through R&D to commercialization and venturing using a fuzzy-set Qualitative Comparative Analysis (fsQCA) of thirty Korean cases in the healthcare field. Our empirical analysis shows that well-functioning innovation network and easy resource acquisition facilitate ideation of radical user innovation. However, technological capability and governmental support are crucial to make a shift to R&D as well as commercialization stages. Differently, incremental user innovation depends heavily on technological capability of users. Our analysis can provide policy makers as well as corporate innovation mangers with a strategic framework for boosting user innovation along three stages.

공공기술 사업화와 벤처창업 생태계 활성화를 위해 정부의 막대한 투자로 지난 2006년 부터 1,600호 이상의 연구소기업이 등록, '21년 기준 1.1조원 규모의 매출이 발생 등의 양적 성과에도 연구소기업 1개당 평균 매출액 등의 질적 성과가 지속적으로 하락하는 문제를 인식하였으며, 연구소기업 설립형태 중 가장 시장지향적인 합작투자 형태의 기업 성과가 가장 좋았다는 연구 데이터를 시작으로 질적 성과 하락의 원인을 경영자의 기술지향성과 시장지향성을 주목하게 되었다. 본 연구는 그동안 선행연구를 통해 입증되었던 기업의 기술지향성과 시장지향성이 경영성과에 미치는 영향이 연구소기업도 실제 적용되는지 실증적 연구를 수행하였다. 본 연구목표를 달성하기 위해 총 1,289개의 현행 연구소기업을 연구대상으로 실증 분석하였다. 연구결과를 예측해보면 첫째, 기술지향성의 기술우수성, 기술집약도, 기술혁신성 모두 경영성과에 유의한 영향을 미치는 것으로 판단된다. 둘째, 시장지향성의 고객지향성, 경쟁지향성, 집입장벽 모두 경영성과에 유의한 영향을 미칠 것으로 판단된다. 본 연구결과를 통해 기술지향성과 시장지향성 모두 연구소기업 경영성과에 직접적 영향을 미치며, 연구소기업 성장에 영향을 미치는 중요 요인임을 확인하였다. 그리고 연구소기업 기술지향성과 시장지향성 강화에 대한 연구의 필요성을 규명하고, 연구소기업 설립요건 변경, 지원사업 다각화 등 정책적 변화의 필요성을 제시하였다. 향후 연구에서는 연구소기업 기술지향성과 시장지향성을 높일 수 있는 정책 연구가 필요하고, 연구소기업 질적 성과 제고를 위한 다양한 관점에서의 연구가 지속될 필요가 있다고 판단된다.

남북 경제협력을 비롯한 제반 기술 교류는 북한의 과학기술중시정책에 의해 양적, 질적으로 성장하였다. 이에 따라 남북 기술협력을 보다 객관화하고 협력안을 도출하기 위해서는 북한에서 발표되는 학술자료를 비롯한 정확한 데이터를 활용해서 분석되어야 할 것이다. 본고에서는 북한과학기술 동향을 과학적으로 분석하기 위해서 한국과학기술정보연구원(KISTI)이 북한과학기술네트워크(NK테크) 등을 통해서 확보한 자료를 기반으로 KISTI 고유의 정보분석시스템 KITAS를 활용해 북한의 과학기술문헌의 계량화를 시도해 보았다.

This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period, evaluation criteria, and evaluation management.

지난 96년 PBS제도가 시행되면서, 많은 연구에서 PBS제도의 문제점을 제시해 왔다. 선행 연구에서는 인건비 확보를 위한 과도한 경쟁으로 연구활동의 안정성 저하 및 불안감 조성, 기관 내 외 연구자간의 경쟁구도 심화로 상호협력을 통한 융합연구의 어려움, 관리 운영체계의 제약요인으로 인한 제도 확산은 정부출연연구기관의 성과를 저하시킨다고 지적하였다. 하지만 PBS제도 도입당시의 기대효과였던 기관의 자율성 강화, 연구책임자 책임성 강화, 사업관리의 투명성 강화는 정부출연연구기관의 성과를 높이는 효과를 가져올 수 있다. 따라서 본 연구에서는 PBS제도 도입 후 15년이 경과한 현재 PBS제도가 출연연구기관의 연구과제 수행 성과에 어떠한 영향을 미치는지에 대한 실증분석을 하였다. 기초기술연구회 소속 13개 기관을 대상으로 질적 논문성과를 분석해본 결과, 기관이 수행한 과제의 PBS제도는 논문성과에 영향을 미치지 않는 것으로 나타났다. 하지만 수행 과제의 기술적 특성을 기술분야별, 기술단계별로 나눠보았을 경우, 기술단계별 구분에서 기초기술연구회 소속 정부출연연구기관의 논문성과는 기초기술 단계의 과제를 수행하였을 경우 높은 질적 논문성과를 보여주는 것으로 나타났다.

대학이 산업체의 수요에 효과적으로 대응하기 위해서는 전공별로 대학에서 가르치는 내용과 산업체에서 활용되는 기술들을 객관적으로 분석하고 불일치를 분석하는 작업을 수행하여야 하며, 이들 질적 불일치에 관련한 연구는 상당한 예산과 인력이 소요되기 때문에 정부는 인적자원 개발의 인프라 구축 차원에서 지원하여야 할 것이다.

As corporate management enters the era of informatization or knowledge management, the level of patent quality, which is the fruit of R&D and technical innovation, is an important element of corporate competitiveness in this age of unbridled competition. This study analyzes the relevance between R&D stocks and 6 types of knowledge stock (patent quality) and corporate market values in utilization of related research models. With Tobin Q model utilized, 108,851 U.S. patents (observed value per year: 2,795) registered by 402 domestic enterprises were analyzed. As the Hall model was analyzed, it turned out that the R&D stock/asset, claim stock/patent stock, and citation stock/patent stock had positive effect on corporate market values. The inventor stock/patent stock also show positive effect on corporate market values.
