국가혁신체계로서 클러스터의 중요성과 더불어, 향후의 방향에 대해 논하고자 한다. 본 연구의 목적은 클러스터의 지역, 산업, 정책적인 특성을 파악하여서 미래의 발전방향을 파악해보기 위한 것이다. 일반적으로 클러스터는 지역적으로, 산업적으로 확산되는 가운데, 정책적 지원을 통한 성장을 기대하고 있다. 지역, 산업, 정책 클러스터로 구분하여 살펴본 결과, 지역 및 산업 간의 연결과 정책적 촉진(facilitate)은 불가피한 것으로 나타났다. 다만 정책은 클러스터의 진화에 필요한 합리적이고 객관적인 기준설정에 의해 실행되어야 하고, 궁극적으로 시장의 자율적 역할이 극대화되는 방향으로 전개되어야 할 필요성이 존재하고 있다. 따라서 클러스터 진화과정에서 시장의 자율 즉 새로운 비즈니스에 대한 시장의 엄격한 평가가 진행될 수 있도록 진화시키는 것이 중요하다고 하겠다.

This study analyzed the evolutionary content in 13 textbooks developed from the first to the 6th high school biology curriculum, The content analysis of textbooks, which were delineated nine component, was performed on the 80 evolutionary categories, According to the result, the proportion of the total evolutionary content in textbook increased from the textbooks developed by the Ist curriculum to the textbooks developed by the 6th curriculum, but the proportion of 'main narrative' in total evolutionary content was gradually decreased. It also showed that biology curriculum and points of view of textbook writers influenced on the proportion of evolutionary contents. On the whole, the topics of analysed textbooks exhibit insufficient diversity, Any categories- 'group selection', 'gene selection', 'gaps in fossil record', 'co-evolution', 'punctuated equilibrium', 'mosaic evolution', 'place of labor in human evolution', 'human race differentiation', 'criticism of "ontogeny recapitulates phylogeny", and 'human activities affecting evolution' - were not treated and others - 'theory of neutralism', 'theories of major episodes(excepting extinctions) found in the geologic time scale', 'sympatric speciation', 'clinal and area-effect speciation', 'polyploidy and evolution', 'gradualism' and 'evolution and origin of mammals' - were treated very lightly, the most emphasized topic was 'phylogeny in general' and 'formation of precells', 'miscellaneous' in the order of emphasis. 'Theory of natural selection' was lightly treated as just one of evolutionary theory though it should be emphasized as major theme of evolution. Also, the law of recapitulation, of which biologists doubt the validity, was discussed as an evidence of evolution in some textbooks. And the agents of genetic equilibrium disruption like genetic drift and migration were treated as of little importance. On the basis of above result, it was suggested that the textbook writers introduced the more meaningful evolutionary topics focused the theory of natural selection in explanation of evolution and evolution theory.

화재보험은 보험기간 내 보험목적에 화재가 발생할 경우 화재로 인해 손상된 직접 손해와 화재 진화과정에서 발생하는 소방 손해를 보상한다. 화재보험은 타 보험에 비해 비교적 보상범위가 넓지만, 그렇다고 보험금 사취목적의 방화를 보상하지는 않는다.

부산 동래지역 지열수에 대한 지화학적 진화과정을 밝히기 위하여 지열수, 지하수 및 해수에 대한 수리화학 특성과 이들의 연관성을 고찰하였다. 또한 심부환경에서의 지화학 특성을 규명하기 위하여 각종 이온지질온도계와 다성분 지질온도계를 적용하였으며, 동위원소특성과 함께 지화학 모델링을 통하여 심부환경에서의 온천수의 지화학특성을 밝히고자 하였다. 동래 지열수의 수리화학적 특성은 해수의 영향을 받아 높은 이온함량을 보이며 Na-Cl형을 보여준다. 지열수는 주변 지하수와의 크게 혼합된 양상을 나타낸다. 지화학 모델링에 따르면 지열수는 심부에서 약 5% 영향을 받은 것으로 추정된다. 즉, 심부로 순환하는 지열수가 해수와 혼합되며, 이들이 지열에 의해 가열되면서 광물의 용해 및 침전, 이온 교환반응 등 물-암석 반응을 거치면서 심부지열수를 형성하였으며, 지열수가 천부환경으로 상승하는 과정에서 동래지역 주변 천부지하수와 다양하게 혼합되면서 현재 동래온천수의 화학조성을 갖는 온천수를 형성하는 것으로 지열수의 진화 과정을 설명할 수 있다.

각각의 통신서비스에 맞도록 설계된 다양한 통신망에서 가시화, 지능화, 개인화 되는 미래 통신서비스를 수용할 수 있는 종합통신망 (B-ISDN)으로 진화하는 과정에 있어서 경제적인 진화방안이 필요하다. 향후 우리나라에서의 광대역 통신서비스 제공을 위한 진화전략 및 방안을 수립하기 위해서는 먼저 선진 각국의 광대역 통신서비스 제공을 위한 진화방안을 분석하는 것이 필요하다. 이를 위해 지난 호(1997. 7.)에서는 미국과 일본의, 그리고 이번 호에서는 유럽 각국의 통신현황과 광대역 통신서비스로의 진화방안, 광대역 통신망으로의 진화방안에 대해서 분석하였다.

'저가의 고속 무선데이터 서비스'를 지향하는 이동통신 기술진화의 경제성, 최근 모바일 데이터 트래픽의 급증에 따른 3세대 이동통신 망으로의 대응 한계 등에 따라 국내외에서 LTE 및 4세대 이동통신으로 진화가 본격화되고 있다. 차세대 이동통신 망으로의 조기 진화 시 발생하는 참여주체간 효용의 trade-off 문제, 이동통신 사업자의 망 진화 요인분석 등의 차세대 이동통신 망으로의 진화과정에서 발생하는 주요 이슈를 검토하고, 4세대 이동통신용 주파수 조기 확보, 차세대 망 투자에 대한 정책적 인센티브 제공 등 국내 차세대 이동통신 망 투자를 촉진할 수 있는 정책방향을 제시한다.

This study deals with the process by which 'Social problem-solving R&D model' is established in Korean society through the evolution of the government's R&D program. We will examine the process by which a 'Social problem-solving R&D model', which was not present in companies, science and technology communities, and civil society, is formed through government R&D programs. To this end, we present a conceptual framework to analyze the process of co-evolution of 'Social problem solving R&D model', the organizational community that supports and implements it, and the institutions that supports the new model. In the synthesis, policy measures to enhance 'Social problem-solving R&D model' are dealt with.
