Analysis and Suggestions of the Librarians Public Servants in USA, UK and Korea (영미 및 한국의 사서직제 분석과 시사점)

  • The purpose of this paper is to analyze the public servant and librarian position in USA, UK, and Korea and to give suggestions to improve the position classification of librarianship in Korea. Professional librarian positions in USA and UK are very useful to understand the excellency of position classification system. On the other hand, librarian positions in Korea is useful to catch the present situation of librarianship and its backwardness. This paper can use for the grounds of an improvement of the librarian position in Korea. In order to improve current position classification of librarianship. we have to overcome a theoretical and actual weakness of the libraries and librarians and to act as the main stream for position reform.

  • Job and organization analysis of producing institutes is a task that identifies the history of transition and major business functions for various record-producing institutions and must be performed in common within the archives, and many workers must jointly refer to the relevant knowledge. However, in the field, a limited number of people in charge are individually performing by manual work, and the results are not shared. Therefore, this study aims to reduce the work burden of workers through the automation of the job and organization analysis process and build basic resources that can be commonly used by the archives. This study subdivided the task of job and organization analysis into manual, semi-automation, and automation parts by performing FGI with the practitioner of the archive and suggested ways to realize it. In addition, we derive the basic analysis data that can be commonly referenced in the electronic records management process, and by verifying the results through practitioners, efficient use of knowledge resources is suggested. Furthermore, by establishing a standardized work process, we intend to lay the foundation to support consistent and systematic work performance.

A Study on Job and Organization of the National Assembly Archives (국회기록보존소 직제 및 직무에 관한 연구)

  • The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly's records management organization and analyzed duties of a permanent records management institution based on the "Standard Operating Procedure for Archival Institutions." Moreover, this study discussed the National Archives Assembly's current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.

A Study on the Improving Personnel System of Librarianship in Korea (한국 사서직제 개선방안에 관한 연구)

  • This study alms to suggest a new personnel system(classification of public position) for librarianship in Korea. In order to achieve this goal, the five alternative plans are analysed with respect to the grounds of an argument, merits and demerits, and its realization. In conclusion, the 'record culture group' or record information group'(tentative name), that is, a single group brought together librarian, curator, and archivist is the best alternative to establish a professional identity and social status of librarian in Korea.

고종 원년(甲子)부터 해방 이전 역서(曆書)연구

  • 고종 원년(甲子) 1864년부터 1945년까지 발행된 한국의 역서(曆書)에 대하여 연구하였다. 이 시기에는 갑오개혁, 태양력 시행, 일제 강점기 등의 역사적 사건으로 인하여 천문현상 자료와 시각법(時刻法), 편찬 기관과 직제 등 역서의 내용에 많은 변화가 있었다. 1864년부터 1908년까지의 역서의 시각 자료는 96각법으로 표기하였고 1909년부터는 현행 시각과 동일한 방식으로 표기하였다. 1913년부터 역서의 속표지에는 역서에 사용한 시각의 기준에 대한 설명이 기술되어 있다. 또한 역서의 내용과 함께 역서를 편찬한 기관과 직제에 많은 변화가 있었는데 특히 1894년 갑오개혁이후로 급격한 변화를 겪었다. 일출입(日出入) 시각은 시기에 따라 발표일 간격이 달라졌으며 후반에는 여러 지역의 자료를 수록하였다. 그 밖에 역서에 수록된 각종 일력(日曆) 자료의 분석을 통해 그 정확도를 살펴보았으며, 일월식(日月食)과 행성 현상에 관한 자료 등을 현대 방법으로 계산하여 검토하였다. 아울러 역서의 보급과 활용에 관한 사항도 함께 살펴보았다.

A Study on Awareness of Job Characteristics and Job Satisfaction of Landscape Architect Public Officials in Korea (조경직 공무원의 직무특성 및 직무만족 인식에 관한 연구)

  • In the case of the government, which plays a pivotal role in the landscape architecture system, the management of positions in landscape architectural organizations is lacking. At the local government level, while public officials for managing landscape architecture are being hired, there are problems and vulnerabilities in both management and system operations as such public officials recruited for positions in landscape architectural services operate under the forestry service. Accordingly, this study analyzed the Korean administrative system of public officials in the landscape architectural service and their satisfaction with the organizational culture and behavior. The aim was to provide practical data for improving the job satisfaction of public officials in landscape architectural service and enhance the status of landscape architecture. First, a survey was conducted regarding current organizational culture/behavior and job adequacy, and differences when compared to different job series with regards to the public officials in the landscape architectural service. The results indicated that job satisfaction of those in landscape architectural service was generally high, but they showed strong centralization, i.e., orders from superiors and limitations on autonomy. Second, an analysis was conducted to improve the organizational culture/behavior and job satisfaction of public officials in the landscape architectural service, and a comparative analysis was conducted on the differences between the analysis result and preceding studies by the Ministry of Government Administration and Home Affairs(2006). The results indicated that organizational commitment/satisfaction of public officials in the landscape architectural service was relatively low among those who had a great amount of work experience related to forestry. Therefore, it was shown that it is necessary to ensure expertise in landscape architecture. Third, a comprehensive analysis was conducted regarding the influences on "working environment", "legal system" and "job allocation" in regard to public officials in land architectural service. The results indicated that satisfaction in the value system was high when given significance to the job as public officials in land architectural. However, their satisfaction in the land architectural system was low due to the lack of independence in their positions, the vulnerable legal system of land architectural service and low employment rates. Fourth, current public officials in landscape architectural service process tasks such as forestry, architecture, city planning and administration that are not related to their area of expertise. Therefore, an analysis was conducted on whether there is a difference in the job satisfaction of public officials in landscape architectural service according to statistical variables. It was identified that "legal system", "job satisfaction" and "organizational commitment" with regard to public officials in landscape architectural service can be improved through ensuring their expertise. This study suggests the following tasks to further inquire into landscape architecture in general. First, establish an identity of work allocation for public officials in the landscape architectural service, and second, establish an organizational constitution according to the positions in landscape architectural service. Accordingly, it is necessary for interested parties of landscape architecture to devise practical strategies so that such tasks can be converged administratively and reflected in policies.

Policy Issues and Tasks of Public Libraries in Korea (국내 공공도서관의 정책적 현안과 과제)

  • The aim of this paper is to analyse correlation between the new library act and policy tasks of public libraries in Korea. In order to attain this objective, author set seven policy tasks, that is, amendment and complement of master plan for library development, unification of public library administrative system, institutionalization of local public library and information policy, job analysis and improvement of library personnel system, infrastructure expansion and revision of various legal standards, standardization of management evaluation and statistical system, and strong connection between public library and related cultural institutions. And author suggested the alternatives to drive and improve of these policy tasks.

A Study on the Reform Plan of the Public Library Administrative System in Korea (공공도서관 행정체계 개편방안 연구)

  • The purpose of this study is to diagnose the changes, complexity and ill effects of the public library administrative system in Korea, to analyze its previous research and improvement issues, and to suggest reform plans and subsequent action. To do so, the author has proposed a unification model for the library administrative system, the library status in the local administrative organization, and the library management plan of the local government. And the author has suggested various subsequent actions for the unification of the library administrative system, that is, the transfer of property, relief of the financial burden, removal of the disadvantages caused by the status change, adjustment of the library director's position, improving the personnel system of librarianship, and amendments to the relevant laws and regulations.

A Study on Korea Coast Guard Intelligence Centered on legal and Institutional comparison to other organizations, domestic and international (해양경비안전본부 정보활동의 법적·제도적 측면의 문제점 분석 및 개선방안 연구)

  • Found in 23 Dec 1953 to cope with illegal fishing of foreign ships and coastal guard duty, Korea Coast Guard was re-organized as an office under Ministry of Public Safety since the outbreak of sinking of passenger ship "Sewolho". In the course of re-organization, intelligence and investigation duty were transferred to Police Department except "Cases happened on the sea". But the definition of intelligence duty is vague and there are lots of disputes over the jurisdiction and range of activities. With this situation in consideration, the object of this study is to analyse legal and institutional characteristic of KCG Intelligence, to compare them to that of Police Department, foreign agencies like Japan Coast Guard and US Coast Guard, to expose the limit and to suggest solution. To summarize the conclusion, firstly, in the legal side, there is no legal basis on intelligence in [The Government Organization Act], no regulation for mission, weak basis in application act. Secondly, in the institutional side, stated in the minor chapter of [The Government Organization Act], 'the cases happened on sea' is a quite vague definition, while guard, safety, maritime pollution duty falls under 'on the sea' category, intelligence fell to 'Cases happened on the sea' causing coast guard duty and intelligence have different range. In addition, reduced organization and it's manpower led to ineffective intelligence activities. In the case of Police Department, there is definite lines on 'administration concerning public security' in [The Government Organization Act], specified the range of intelligence activities as 'collect, make and distribute information concerning public security' which made the range of main duty and intelligence identical. Japanese and US coast guards also have intelligence branch and performing activities appropriate for the main missions of the organizations. To have superiority in the regional sea, neighboring countries Japan and China are strengthening on maritime power, China has launched new coast guard bureau, Japan has given the coast guard officers to have police authority in the regional islands, and to support the objectives, specialized intelligence is organized and under development. To secure maritime sovereignty and enhance mission capability in maritime safety duty, it is strongly recommended that the KCG intelligence should have concrete legal basis, strengthen the organization and mission, reinforce manpower, and ensure specialized training administrative system.
