Capabilities Required for Underground Facility Operations in Korean Megacities (한국 메가시티 지하시설 작전에 요구되는 능력)

  • Recently, major advanced countries are fostering megacities through policy for reasons such as solving population problems, political and economic issues, and strengthening national competitiveness. The trend of change is accelerating. In Korea, following Seoul and Gyeonggi, mega city policies are being promoted in Busan, Ulsan, Gyeongnam, Daegu and Gyeongbuk, Gwangju and Jeonnam, and Daejeon, Sejong, South Chungcheong and North Chungcheong areas. Due to this urbanization phenomenon, military experts predict that the future battlefield environment will be space or a large city (mega city). From this perspective, Korea will not be able to effectively respond to the threats facing megacities if it does not prepare in advance. Therefore, underground facility operation capabilities optimized for the huge scale of the mega city and the characteristics of the underground operational environment are required. Against this background, the characteristics of the underground operational environment of mega cities and cases of preparation for underground facility operations in advanced military countries such as the United States and Israel were analyzed. Based on this, the capabilities required for underground facility operations suitable for the underground operational environment within Korean megacities are developed from an idea perspective to military organization and combat system, securing special equipment and materials to ensure combatant survival, developing small unit combat techniques, and establishing a training system.   • 서울에는 지상 60층이 넘는 초고층 건물과 지하 8층 이상의 초심층 건축물. 지하철과 상가, 백화점, 호텔, 전시장등이 연결된 대규모 복합유통시설 지역 등이 있다. 이런 지역이나 시설에서 화재와 같은 재난사고가 발생시 진압작전을 위해 투입된 소방관의 위치를 제대로 파악할 수 없으면 투입된 소방관의 안전은 물론 효율적인 지휘통제가 제한되어 결국 더 많은 자체 피해와 더불어 화재 진압 및 시민 구조에 제한을 받을 수밖에 없다. 이러한 대형재난에 유비쿼터스 기술을 활용하여 투입한 소방력의 효율적인 운영과 과학적인 진압작전을 구사하여 시민의 생명과 재산을 최대한 보호할 수 있는 재난대응지원 시스템 구축방안을 제시하였다.

  • As the technologies of the 4th industrial revolution develops, spatial information is becoming digitized. Now, even with a smartphone, we can easily identify the location of national & military critical facilities located in the mega cities. As a result, mega cities' national & military critical facilities were exposed to not only traditional threats, but also non-traditional threats such as terrorism, cyber hacking, and criminal activities. This study suggests a way to protect national & military critical facilities of mega cities from such threats. Considering limitation of time & resources, protecting perfectly all national & military critical facilities is impossible, so we should focus on their critical nodes. Specifically, We suggest ways to protect the critical nodes by converging some measures such as design & arrangement in harmony with the surrounding environment, underground construction & covering, and visual deception. Transparency of digital spatial information will further increase with the advent of urban air mobility and autonomous vehicles in the future. Therefore, in order to prepare for future threats, we should take measures to minimize the exposure of critical nodes.

Study on Design Method of Tunnel-type Ammunition Storage Chamber (터널형 탄약고의 격실 설계 방법에 대한 연구)

  • Recently, the demand for underground-type ammunition storage facilities has increased. Comparing with a ground-type ammunition storage facility, the underground-type ammunition storage facility can decrease the standard of safety distance because fragment and blast wave can be locked in the rock formation. However, the absence of a design method on the underground-type ammunition storage chamber became a major setback for the construction promotion. In this study, the process for designing an overall configuration of the underground-type ammunition storage facility was provided. First, the determination method for configuration and number of the chamber was developed by performing the ammunition storage simulation. Then, a tunnel (i.e., transfer channel for vehicles) and designed chambers can be arranged on the basis of safety distance standard. The safety distance standard also should be considered for determining the location and the size of entrances because of the blast wave and fragment effect at the entrances when an explosion is generated inside a chamber. In addition, considerations on the design for the waterproof and the drainage of subsurface water were analyzed through construction cases. Finally, an example of designing underground-type ammunition storage chambers was provided in order to verify the developed design process.
