국제해사기구(International Maritime Organization, IMO)에서 해양안전과 환경보호를 위해 국제규범들을 도입 및 시행 중에 있다. 그러나, 크고 작은 해양사고는 지속적으로 발생하고 있으며, 인명사상, 환경오염을 유발하는 심각한 선박사고는 꾸준히 발생하고 있다. 이에, 인적요인 역할 강화를 위해 IMO에서는 선원교육훈련 지침의 개발을 결정하였다. 본 연구에서는 동 지침의 개발을 위한 주요 고려사항들과 해양사고사례에 얻은 교훈의 효과적인 활용을 위해 IMO의 다양한 인적요인관련 국제지침들과 교육 요령 등을 분석하여, 적절한 교육기법 및 프레임워크를 제시하였다.

2002 농림사업 시행지침이 발표되었다. 이 지침서에는 농림사업실시규정 및 농림사업자금 집행관리기본규정에 대한 해설, 사업별 주요변경사항 및 농림사업 대출안내와 분야별 사업시행지침이 수록되어 있는데 이에 회원들의 이해를 돕고자 2회에 걸쳐 주요내용을 발췌해 수록한다. 이 사업시행지침에 대한 해석기관은 농림부 축산물유통과(과장 김실중, 사무관 한종현), 축산경영과(과장 정동홍, 사무관 권동태)입니다.

구주공동체 집행위원회(EC)는 2007년 9월14일부로 해상운송서비스에 관한 EC 조약 제81조의 적용에 관한 지침을 공포했다. 동 지침의 주요골자를 보면, '정기선 운임동맹 포괄면제'를 인정한 규정을 폐지하였으며, 2008년 10월18 일부로 발효된다. 다음은 한국선주협회가 입수한 지침 전문을 정리한 것이다.

2000년 문제들을 조기에 해결하고자 총무처에서 "행정정보화촉진시행계획('96-2000)"에 컴퓨터 2000년 연도표기 문제에 대처하는 사업을 반영시켰고, '97년 5월에 "컴퓨터 2000년 연도표기문제 처리지침"을 마련하여 각 부처에 시달하였으며, 동 지침을 실무자들이 수행하는데 이해를 돕기 위하여 지침에 대한 해설서를 작성하여 '97년 7월 각 부처에 송부하였다. 이 글에서는 동 지침을 중심으로 행정부문의 Y2K(2000년)현황과 대책을 소개한다.

This study is a descriptive research to investigate the, safety environment, and performance of nurses working in public medical institutions on standard precautions for infection, and to identify factors affecting the performance of standard precautions for infection. As for the research method, data were collected through a questionnaire on 192 nurses from two public medical institutions in S city and N city, and the results were analyzed using the SPSS WIN 22.0 statistical program. From the research results, there was a significant difference in the knowledge of standard precautions according to work experience, and there was a significant difference in the safety environment of standard precautions according to the position. The average level of knowledge of standard precautions was 21.98/25 points, the average safety environment was 5.68/7 points, and the average performance was 40.28/60 points. There was a significant positive correlation between the safety environment of standard precautions and the performance of standard precautions (r=.21, p<0.01). The affecting factor on the performance of standard precautions was found to be the safety environment of standard precautions(𝛽=.22, p=.003). Therefore, to improve the performance of standard precautions for nurses' infection control in public medical institutions, Different and persistent infection management educational programs that consider the Historical situation and monitoring are required other than providing financial support and supportive safety environment.

Recently constructed several floating buildings, in Korea, provoked the discussion about the activation of floating architecture. But, there is no guideline for the planning of floating architecture in Korea. This study aims to propose the framework of planning guidelines for the superstructure of floating architecture. For the purpose, collected various exiting guidelines related to floating architecture, and then analysed the structure and components of those guidelines. As a result of analysis, many components, could be used as references, are extracted. After the classification of the components into several categories, then, compared the content of components, derived from different guidelines, in same category. Based on the former analysis and comparison, proposed the framework of planning guidelines for the superstructure of floating architecture, consist of various set of components.

Recently, both nationally and internationally, various BIM guidelines have been developed. These guidelines present fundamental principles and standards for the application of BIM. However, practical BIM guidelines for the schedule management area in the construction phase are lacking, making it difficult to apply them effectively in practical work settings. In this study, performance-based delivery guidelines are presented for the key functionalities of 4D CAD systems, which are representative BIM tools used in the construction phase. To achieve this, a survey analysis was conducted to determine the prioritization of these functionalities. Based on the characteristics of the project, delivery guidelines were formulated to allow users to selectively utilize the guidelines at different levels. Furthermore, practical ways to utilize performance-based delivery guidelines for schedule management using 4D CAD were proposed, validating the usability of these guidelines. The research findings suggest that these guidelines for BIM functionality in schedule management can hold practical significance as the utilization of BIM in construction phases continues to increase.

여객선의 안전은 인명의 안전과 직결되므로 이에 발맞추어 국제해사기구 (International Maritime Organization, IMO)는 빈번히 발생하는 선박의 전복 사고로 인한 인명 피해를 최소화하기 위하여 승객탈출분석 (Passenger Evacuation Analysis) 적용 지침을 꾸준히 개정 및 보완하고 있다. 승객탈출분석의 목적은 설계 단계에서의 탈출 설비의 배치 적합성 판단 및 배치된 탈출 설비를 이용하여 지침 상 규정하는 최대허용탈출시간 (Maximum allowable evacuation duration) 내에 탈출이 가능한 지를 분석하는 것이다. 본 논문에서는 승객탈출분석에 관한 지침의 개정 동향 및 최근 개정된 승객탈출분석 지침 (MSC.1/Circ.1533)의 개정 방향에 대하여 소개하고자 한다. 또한 탈출 해석 관점 한국해양과학기술원에서 개발 중인 인명대피안내시스템의 유효성을 검증하기 위하여 2016년 10월 수행 된 인명대피실험과 지침 상 규정하는 고도화 알고리즘 (Advanced algorithm) 기반 승객탈출 시뮬레이션 (Maritime EXODUS)의 비교 결과를 바탕으로 해당 지침 적용 시 고려사항에 대하여 고찰하고자 한다.

현행 건설일용근로자의 포괄임금 계약에 대한 대법원의 판결과 고용노동부의 지침이 변경되어 혼란이 야기되고 있다. 고용노동부는 지난 8월 8일 건설 일용근로자의 포괄임금제 업무처리 지침을 변경하고 일선 사업장에 시정 지시 공문을 발송하고 있다. 새로 변경된 건설 일용근로자의 포괄임금제 업무처리 지침은 일당제 일용근로자의 고용형태를 두 가지로 구분하여 일급에 포함되었다고 볼 수 있는 수당과 그렇지 않은 수당을 명시하고 있다. 일급에 포함되었다고 볼 수 없는 수당의 경우 해당 근로수당을 포함하여 체결된 근로계약이 부적정하다는 입장이며, 이에 따라 일당제 일용근로자를 사용하고 있는 사업장에 시정지시를 하고 있다는 것이다. 그러나 현행 판례 및 행정해석, 기존 고용노동부의 지침은 제수당을 미리 합산한 일정금액을 지급하기로 하는 포괄임금 계약을 인정하고 있다. 이처럼 판례와 고용노동부의 지침이 서로 다르고, 새로 변경된 고용노동부의 지침을 반영하는 새로운 판례가 아직까지 나오지 않았기 때문에 사업장에서는 사례별로 유연한 대응이 필요하다.
