2015년 기업생멸 행정통계에 따르면, 우리나라의 최근 5년 동안('2010~2014년) 연평균 창업은 77만개, 폐업은 69만개인 것으로 나타났다. 지난 2015년 한해에만 개인사업자로 106만8313명이 창업을 하고 73만9420명이 폐업을 했다. 이는 하루 평균 3000명이 창업을 하고 2000명이 문을 닫는 셈이다. 실패를 경험한 기업인들은 여러 가지 심리적, 경제적 어려움에 직면하게 된다고 연구 보고되고 있다. 이같은 결과는 사업실패를 경험한 기업인들에 대한 케어의 필요성을 보여준다. 지난 2010년부터 정부가 실패기업인들에 대한 재기지원사업에 나서고는 있으나 재창업지원제도의 효과성에 대해서는 보장하기 어려운 상태다. 일각에서는 재창업지원이 양적인면에서는 활성화됐으나 질적으로는 아직 미흡하다고 지적이 나오고 있다. 이같은 상황에 착안하여 본 연구는 사업실패를 경험한 기업인들이 겪게되는 심리적 특성과 재기를 하고자 할 때 방해요소로 작용하는 감정요인에 초점을 맞추고자 한다. 따라서 선행연구를 통해 사업실패를 경험한 기업인들의 감정메카니즘을 규명한 모델(건강신념 모델:Health Belief Model)을 적용한 창업실패관련 개인평가와 사업실패경험(재무적 손실, 비재무적 손실)이 재창업의도에 어떠한 영향을 미치는지 규명하고자 한다. 감정요인인 창업실패관련 개인평가는 지각된 심각성, 지각된 취약성, 지각된 장애로 구성했다. 또 창업실패관련 개인평가와 재창업의도 사이, 사업실패경험과 재창업의도 사이에 재창업지원정책, 창업자기효능감이 각각 조절작용을 하는지 유의미한 관계성을 알아보고자한다. 연구 대상은 정부 재창업지원 프로그램을 진행하고 있는 중소기업진흥공단, 서울산업진흥원, 재도전지원센터등 기관의 재창업지원을 받은 기업인을 대상으로 설문을 실시하여 이들이 재창업지원서비스를 받기 전과 후에 대한 측정을 통해 실증분석을 하려고 한다.이 연구가 설정한 가설이 맞을 경우, 시사점으로는 정부의 재창업지원 프로그램의 효과성에 대한 검증이 될 것이다. 또 창업실패관련 감정메카니즘 규명으로 사업실패 기업인들의 재기를 도울 수 있는 재창업지원정책의 고도화가 가능해 질 것으로 판단된다.

With the advent of the Fourth Industrial Revolution, the central axis of the industry is shifting to SMEs, and online is becoming the center of marketing. In this regard, this study is aimed at the service quality and the characteristics of companies as the factors for the activation of SMEs' online export support projects and their performance creation. The study conducted a survey of companies applied for the government's online export support project. As a result, it was found that the reliability of the service quality and the characteristics of the company (CEO's will, Trade Expert), except for convenience, have a significant effect on the service utilization and performance. Accordingly, in order to revitalize the online export support business of SMEs, it is necessary to improve the human competence of enterprises and the reliability of service quality of supporting institutions. This study is meaningful in that it confirms the importance of the credibility required by the support organization as well as the characteristics for strengthening the capability of the company. However, there are limitations in not reflecting various factors of service quality and company characteristics.

국가 성장동력의 밑거름이 되는 R&D의 중요성이 높아짐에 따라 정부의 R&D 투자는 해마다 큰 폭으로 증가하고 있다. 정부 R&D 투자가 급증함에 따라 동시에 R&D의 효율성에 대한 문제가 제기되어 그 동안 R&D 효율성을 향상시키기 위한 많은 연구가 이루어졌다. 하지만 R&D 전주기 Plan-Do-See 관점에서 살펴보면 대부분의 연구가 기획(Plan)과 성과확산 및 사업화(See)의 문제해결을 통한 생산성 향상 전략 마련에 국한되어 온 것이 사실이다. 국가연구개발사업은 그 사업의 목표, 추진방법, 추진주체, 연구성과, 사업규모, 사업기간 등 다양한 특성에 따라 성공적인 사업운영을 위해 차별화된 관리 지원 시스템(Do)이 필요함에도 불구하고, R&D 효율성을 향상시키기 위한 R&D 지원시스템 관련 논의는 활발하게 이루어지지 않고 있다. 본 연구에서는 다양한 특성을 보유한 국가연구개발사업의 효율성을 향상시키기 위해 국가연구개발사업을 연구기간과 연구비에 따라 크게 4가지로 분류하여 각각의 R&D 특성을 고려한 R&D 지원시스템을 도출하고 그 발전방향을 제시하고자 한다.

In this paper, we analyzed the business process and management characteristics of the university financial support project to define the function for the integrated information management system of the university financial support project. To this end, we reviewed the characteristic and business process of university financial support project and defined six common functions. In order to establish an integrated system applying the derived functions, the first things to be done need to standardize the business management system considering integration and to arrange the accounting regulations. Based on the functions and implications defined from this paper, we think that it will be helpful to design an integrated information management system for university financial support project.

국내 SW산업육성을 위해 SW융합을 통한 신시장 창출 SW산업의 글로벌 경쟁력 확보를 위한 체계적이고 전략적인 지원의 필요에 따라 본 연구에서는 국내 SW산업육성을 위한 성장유도 방향과 지원 사업분야를 도출하여 SW산업 지역동반 성장을 위한 신규 정책과제 도출에 활용하고자 하였다. 이를 위해 국내의 SW분야 지원 정책과 사업 현황을 조사, 분석하고 지원사업의 취약점을 분석하였다. 조사 및 분석을 통해 SW산업 육성을 위한 네 가지 측면의 성장 유도 방향과 10가지 지원 사업 분야를 도출하였으며 도출된 성장 유도방향 등에 대한 중요도 평가를 AHP 분석을 통해 실시하였다. 분석 결과 국가 SW정책의 상대적 중요도 평가 결과에서는 '지속적 추진체계확보'를 가장 중요한 것으로 평가되었고 10가지 사업분야에 대한 중요도 평가 결과에서는 '제품, 기술 개발 지원사업'이 가장 중요한 것으로 평가 되었으며 네 가지 성장유도방향의 중요도 평가결과에서는 '기술경쟁력 확보' 측면의 유도 방향이 가장 중요한 것으로 평가 되었다.

물부족 국가인 우리나라에서 댐은 중요한 사회적 기반시설로서 안정적인 용수공급, 홍수조절, 발전 등의 다양한 측면에서 편익을 주고 있다. 하지만 이러한 편익의 대부분은 댐 관리주체 및 하류지역 주민들에게 주어지는 것이며, 오히려 댐이 위치하고 있는 지역의 지자체 및 상류지역의 주민들은 일방적인 피해를 보고 있는 입장이다. 이에 댐 주변지역 주민들을 대상으로 소득을 증대시키고 복지를 증진시킨다는 목적 하에 댐 주변지역 주민지원사업을 시행하도록 하는 법적 근거에 따라 지원사업을 시행하고 있으나 지역 주민들의 사정을 제대로 반영하지 못하고 있으며, 피해정도에 비하여 지원이 부족한 실정이다. 또한 지원되고 있는 사업의 내용면에서도 주민들에게 실질적인 도움을 주지 못하고 있다. 이렇듯 댐 주변지역 주민들은 지역간 편익과 피해에 대한 불공평한 배분과 댐으로 인한 피해, 불편, 경제적 손실 등으로 불만과 피해의식이 증가되어 사회적 문제로 나타나고 있다. 본 연구에서는 댐으로 인한 편익과 피해를 분석하고, 현재 시행되고 있는 지원 사업에 대한 현황 및 주민의식을 조사하여 실제 댐 주변지역의 주민들에게 실질적 도움이 될 수 있는 제도를 마련하기 위한 방안을 모색하였다.

대한결핵협회는 앞으로 우리나라를 이끌어갈 청소년들의 결핵 완치를 장려하고자, 지난 해 결핵을 치료 중인 학생 환자에게 "행복나눔 지원비"를 지원키로 하고 사업에 착수했다. 그 결과 지원 목표 280명 중 최종적으로 203명이 행복나무 지원비를 지원받았다.

The purpose of this study is examining the status of Education Welfare Priority Support Project and providing constructive strategies for future direction. In order to collect data, we have used on-line survey, in-depth interview personnels in charge of 17 school districts and open forum with municipal board members of education along with related literature review. As results, since 2003, the effectiveness of the Education Welfare Priority Support Project has been proved and the areas have been expanded. Furthermore, institutional stability has been confirmed along with the supports of enforcement ordinance of the Elementary and Secondary Education Acts and Ministry of Education Ordinances. However, since the management authority of the project has transferred to 17 provincial offices of education, it shows the tendency of that the overall programs were not fully activated and gradually stagnated. According to these issues, we proposed various implemental policy suggestions though the revision of Article 28 of elementary and secondary education-related law.

중소기업청은 지난 해 12월 23일 기계설비공사업에 해당하는 "배관 및 냉난방공사업과 건물용 기계장비 설치공사업"을 포함하여 "2015년도 중소기업청 소관 중소기업 정책자금 융자계획"을 공고했다. 중소기업청 소관 중소기업 정책자금 융자계획에 기계설비공사업이 포함된 것은 대한설비건설협회가 회원사의 기술개발 촉진과 기술경쟁력 제고를 위한 금융지원 방안 마련을 위해 중소기업청 정책자금 지원대상에 기계설비공사업이 포함되도록 국토교통부와 중소기업청 등 관계기관에 제도개선을 건의한 결과이다. 이에 따라 대한설비건설협회는 회원사의 원활한 정책자금 활용을 위해 각 시 도회 사무처에 "중소기업 정책자금 지원센터"을 설치하고 정책자금 상담 및 중소기업진흥공단 지역본(지)부와 연계 서비스를 지원하고 있다. 또한 협회 홈페이지(www.kmcca.or.kr)에 '2015년 중소기업 정책자금 신청 매뉴얼'을 링크하고 홈페이지 방문자의 이해를 돕고 있다. 중소기업 정책자금 지원 및 신청사항은 다음과 같다.

As the importance of the biohealth industry has recently increased, innovative government support is required. However due to the limitation in the support framework, a complementary support system for commercialization is needed. This study examines the concept of TRL which the existing support being following, and investigates domestic support system and overseas support cases. It points out that the current TRL-based government support policy has limitations for the commercialization of the biohealth industry, which requires a lot of time and investment. The new concept of the support system reflecting the characteristics of the bio-industry and solving the problems of late R&D stage was proposed and connected with the policy direction. It is meaningful that the role as a guideline for overcoming the gap between research and industry for the commercialization of the biohealth.
