A Study on Improvement Plans for Safety and Health Technical Support Project on Small Business by Field (소규모 사업장 안전보건 기술지원사업의 분야별개선방안에 대한 연구)

  • Due to the recent occupational accidents, the government made efforts such the Severe Accident Punishment Act and roadmap for reducing severe accidents. In particular, more than 80% accidents occur in small businesses, such as those with less than 50 employees and construction sites with a construction cost of less than 100 million, and practical efforts are needed to reduce them. In small businesses, the appointment of a safety managers and safety and health management regulations have been excluded in whole or in part, and technical guidance from an institution specializing in accident prevention is compulsory to supplement them. In this study, the problems of the safety and health technology support project for small workplaces has been identified through a survey and improvement plans were proposed.

Analysis of Korean Corporates' Direct Giving to the Social Welfare Activities (한국기업의 사회복지활동 분석: 직접기부(direct giving)행위를 중심으로)

  • Corporates' participation in the social welfare activities in Korea was analyzed through literature reviews and empirical survey. Literature reviews on the previous studies were implemented to identify the corporates' motivations, methods, types and funding sources of social welfare activities. The empirical survey results show that 37% (83 firms) of respondents among 222 companies has participated in direct giving to the social welfare activities by various methods and types. The bigger amount of last fiscal year's sales, the more amount of gifts to social welfare activities. The average amount of gifts was \ one billion forty-six million per company in the monetary tenn which is 0.06% of the last FY's average sales of respondents. The most frequently implemented program of the corporates' social welfare activities was 'scholarship to unprivileged adolescent', while the program which the largest amount of gifts were donated was 'support for the social welfare agencies'. For the participation methods, most corporates implement social welfare program directly, and the rest of the companies take the methods of supporting the existing social welfare agencies and institutions. The cash benefit was salient for the modes of gift transfer. Funding sources for the gifts were various such as certain portion of the amount of sales, pretax-profits, or posttax profits, and even rare, independently established funds for the social welfare activities. Among them, a certain portion of the last FY's amount of sales was the dominant source of corporates' social welfare activities.

A Study on Prevention of Accidents of Carbon Monoxide Leak from Gas Boilers (가스보일러 일산화탄소 누출사고 경감에 관한 연구)

  • This work is concerned with a plan for preventing accidents of CO gas leak from gas boilers, involving the enforcement of installations of both CO alarm system and condensing boilers, and financial support of government grants. If amongst 1,460,000 beneficiaries of basic livelihood security, one million households in use of gas boilers receive 3-year support of 200,000 won, the difference of prices between common and condensing boilers, the government grants would be 2,000 billion won. If 3 million common householders are in 3-year support of 100,000 won, government grants would be 3,000 billion won. Therefore, 3-year grand total of government grants would be 5,000 billion won. Finance for government grants can be purveyed from energy saving; yearly 2,000 billion won of energy saving by enforcing to replace one million existing boilers with condensing boilers, leading to 2 trillion won of energy saving for 10 years. In this way, 6,000 billion won of 3-year grand total of government grants for CO alarm system and condensing boilers can be purveyed. The rest amount would be fundraised for energy savings. We claim that our proposal can make an achievement of more than 50% reduction of CO leak accidents during 10 years.

The Empirical study on relationship between the degree of preparation and the R&D performance of technology based startup companies - Focused on the startup support program's modified effect - (기술창업자의 창업준비정도가 기업의 기술적 성과에 미치는 영향에 관한 실증연구 - 창업지원사업의 조절효과를 중심으로 -)

  • This study investigates the effects of the degree of preparation engaged in the related industry, and the amount of financial support program on R&D performance of technology based startup companies. This study seeks to discover the core variables that impacts most on business performance. However, it should be noted that the validity of such variables and their impacts on business performance can be contentious. The study sets hypothetical variables as following. Intensity of preparation of the startup company, amount of preparation and amount of work experience in related industry are independent variable. The amount of financial support program was selected as a moderating mediating variable. According to the results, the intensity of preparation had a positive relationship with R&D performance, as opposed to work experience of the founder having a negative relationship on R&D performance. The amount of support program had no significant relationship with R&D performance. Furthermore, there are negative modified effect between the amount of support program and work experience. And, there is no relationship modified effect between support program and work experience. Existing policies tend to lean heavily toward young entrepreneurs through support and guidance. The government has placed great emphasis on policies that aim to promote and create jobs for young individuals. The results suggest that the government should review their policies toward young technological entrepreneurs and that these entrepreneurs should prepare thoroughly before launching any startups.

A Study on the Local Governments' Autonomous Laws Regulating Social Insurance Premium for Medical Security (의료보장을 위한 지방정부의 사회보험료 지원 자치법규에 관한 고찰)

  • Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.

Family Income Inequality and Medical Care Expenditure In Korea (한국 의료보장제도 의료비 부담과 가족소득 불평등의 관계)

  • This study evaluates the degree of the inequality of medical care expenditure and private health insurance benefits and the relation with household income inequality in korea health care system. This study used the 2014 korea Health Panel survey, and study method is Gini coefficient. The main results are as follow. First, average household income in 1st income quartile is 6,290,000won and 10st income quartile is 101,930,000won. And Gini coefficient of Korea household income is 0.3756. In other words, family income inequality is quite serious. Second, the Gini coefficient of the public institution supported medical care expenditure, such as health insurance and public assistance, is 0.0761, and the Gini coefficient of the expenditure of transportation fee and medical materials etc that don't supported is 0878. The inequality in medical care expenditure in public health care system and without public support aren't serious all. Third, Gini coefficient in excluding household medical care expenditure from household income slightly increased. That is, the medical care expenditure of our country household is the factor of aggravating the inequality of household income. Fourth, Gini coefficient of private health insurance benefits is 0.0927. Therefore, the ineqality in private insurance benefits is low. In addition, the Gini coefficient of the sum of private insurance benefits and household income is 0.3672. it decrease from Gini coefficient(0.3756) of household's. Private health insurance perform the functions somewhat weaken household income inequality. However, it is very little improvement.

A Study on the Startup Growth Stage in Korea (스타트업 성장단계 구분에 대한 탐색적 연구)

  • The purpose of this paper is to classify individual startups by growth stage based on data-based quantitative criteria. This is to provide a basis for systematic support for government startups based on accurate statistics on the startup growth process. This startups were the TIPS (Tech Incubator Program for Startup) support company, which used a relatively reliable startup. We found seed money to complete MVP (Minimum Viable Product) within 1.5 years after establishment, verified PMF (Product-Market Fit) within 1 year, attracted Series A investment within 2.5 years after establishment, and successfully commercialized it. It attracted Series B investment for stable growth within 1.5 years (Series B investment within 4 years from start-up). The results of the study, the division of government programs that support stage-based startup commercialization, that is, within three years and within seven years of establishment, is significant to date. Three directions are suggested for future research. First, develop indicators for monitoring startup growth stages. Second, it continuously updates the annual changes and tracks the growth stages of individual startups. Third, we discover the successful growth law of technology-based startups by applying in-depth case analysis of successful startups to the model.

A Decision Support Model for Optimal Delivery of Public Construction Projects (공공건설사업의 최적 발주방식 선정을 위한 의사결정지원모델)

  • The Project Delivery System (PDS) is used in mixed way without clear classification from tendering system and the standard itself that can be selected is set with project budget or estimated cost only. Essentially, the PDS should consider and reflect project characteristics and types, internal and external factors for the purpose of improving the lives of citizens and their welfare. However, the current status is not operated flexibly due to the given budget, period and uniform laws and regulations. In order to solve this problem, this study suggests a Decision Support Model to select the optimal PDS for public construction projects. The current problem of the PDS for public construction projects were identified and the application of a decision support model was proposed. Subsequently a decision-making model was suggested for each PDS using the identified factors and linear discriminant function of discriminant analysis. An additional questionnaire survey and actual practical case analysis were carried out to verify the effectiveness and applicability of the model to actual work. It can be used by adjusting the decision support model and detailed factors according to the specific characteristics of public organization, ability of person in charge and project type.

A Study on the Actual Condition of Construction in Smart Factory by Small and Medium-sized Manufacturing Companies (중소 제조업체의 스마트공장 인지정도에 따른 구축 현황 분석)

  • With the transition to the era of the Fourth Industrial Revolution, movements of overall change, including technology, society and culture, are becoming increasingly diverse. Among these, even the manufacturing industry, which can be regarded as Korea's leading core industry, is also seeing great changes centered on smart factories. Expert analyses and corporate opinions suggest that smart factories are needed to be competitive in the manufacturing sector. In this study, the impact of small and medium manufacturers' awareness regarding smart factories was analyzed through a survey. The results showed that the need for smart plant construction and the degree of awareness regarding this was very high. In a survey of the planned or implemented level, more companies were expected to deploy, implement, and reduce instruments than those that did not have a plan to build smart factories. The main difficulties involved in deployment were funding problems and the results of the preliminary review phase were derived in order to successfully build a smart factory. Therefore, financial support was most needed to build smart factories, and a need to upgrade the support amount, match it with suppliers for a preliminary review and expand consulting was found.

  • 전력거래소는 전력시장 설계 및 운영을 전담하고 있는 비영리 공공기관으로 정부의 전력산업 구조개편 계획에 따라 2001년부터 시작된 변동비 반영 발전경쟁 전력시장을 운영하고 있다. 본 제도에 기반을 둔 전력거래 제도는 이제 전력시장개설 10년을 넘어서면서 2010년 말 기준 회원사 수 420여 개, 연간 전력거래금액 32조원을 넘어설 정도로 규모면에서 비약적인 확장을 거듭하고 있다. 이러한 전력시장 운영을 가능하게 하는 전력시장운영시스템은 2001년도에 개발되어 현재까지 중대한 장애사례 없이 사용 중이나 향후 증가할 전력시장 참여자 수와 지속적으로 증대되는 데이터를 처리하기에는 시스템 규모와 성능이 거의 한계점에 도달하였다. 또한 전남 나주시 금천면에 공사 중인 혁신도시의 이전을 추진하고 있는 상황 속에서 전력거래소는 신규 시스템을 개발, 도입하여 전력거래 제도의 다양한 변화 요소를 반영하고 사용자의 업무 환경을 개선하여 향후 전력거래 시장을 충실하게 지원하고자 한다. 본 논문에서는 전력시장운영시스템의 주요 기능과 도입이력을 살펴보고, 향후 2014년부터 실 업무에 적용할 차기 전력시장운영시스템의 설계 목표와 요구사항에 대해 IT 측면에서 시스템이 지향해야 할 기술적인 측면에서의 설계 방향을 제시하고자 한다.
