  • 경기개발연구원이 'ESCO 사업 활성화 방안'에 관한 연구용역을 추진했다. 이번 연구용역은 ESCO 사업에 관한 인식조사에 대한 설문을 실시하고 경기도의 ESCO 활성화 방안을 제시해 현재의 ESCO 산업을 돌아보는 계기가 되었다. 경기도는 인구 증가 및 개발 압력이 높고 전국에서 에너지 비중이 높은 도시이자, 에너지 절약 투자에 대한 잠재적 수요가 높은 지역이다. 이번 연구는 ESCO에 장애가 되는 요인을 살펴보고 경기도 에너지 효율 향상을 위한 ESCO사업 활성화 방안과 지자체의 역할을 알아보는 시간이 되었다. 이번 연구를 주도한 경기개발연구원의 환경정책 연구부 연구위원인 고재경 박사에게 이번 연구의 성과와 ESCO의 나아갈 방향에 대해 심도있는 얘기를 들어보았다.

  • 그 동안 정부는 한. 육우 및 젖소에서 조사료와 농후사료의 비율 40 : 60을 60 : 40으로 개선 하기 위해 각종 정책을 추진하여 왔다. 그러나 아직도 조사료 생산 기반확충, 작부 체계의 개편, 조사료의 유통 활성화, 품질 및 안전관리 강화 이를 위한 법적 제도적 지원 방안과 관련 산업의 부가가치 향상을 위한 정책 보완이 필요하다. 그 대안을 찾아보는 것이 본 연구의 목적이다. 생산기반을 수요와 공급 면에서 보면 지역적으로 불균형 현상이 일어나고 있고 지역별로 재배 여건에 적합한 다수확 우량 조사료 종자 보급이 필요한 경우도 있다. 실수요자에 대한 정부 지원에 대하여 미흡하다는 의견도 있는가 하면 특히 조사료 생산의 작업일수가 짧은 탓에 기계장비의 이용률이 저하되기도 하였는데 이에 대한 정부 지원 방안 개선의 여지가 있다. 유통 기반에서 보면 조사료의 특성상 부피가 크고 단가는 낮아 단위당 유통비용이 높아지므로 유통이 활성화되는 데 애로사항이 되어 왔다. 조합 간에만 유통비를 지급하게 되어 비조합 공급자에게는 판매가 어렵거나 구매력이 약해지는 문제점 개선이 필요하였는데 법인이 아닌 경종 농가와 축산농가가 상호 계약에 의해 효과적으로 공존 공영하는 일본의 사례를 벤치마킹해 볼 필요가 있다고 연구에서 밝히고 있다.

  • The research is to analyze current situation of the coordinated development of "5 Region" and "4 Road" in Henan Province and put forward problems about the coordinated development of the "5 Region" and "4 Road" with the inland geographical location in China by drawing on the experience of the coordinated development of related industries in developed countries and regions based on China's "One Belt And One Road". According to the problems, a plan for the promotion of opening up to the outside world is provided. Through research, the following problems are found: First, the superposition advantage of five districts' and "four roads' has not been fully brought into play. Second, the collaborative linkage mechanism is not sound. Third, modern comprehensive transportation hub facilities are not fully completed. Fourth, the industrial support capacity is insufficient. Fifth, basic support is difficult to meet the needs of future development. The plan is as follows: First, building a top-level strategic platform and improve the policy support system. Second, we need to enhance the advantages of the four Silk Roads and accelerate their interconnected development. Third, establishing a coordination and mutual assistance mechanism to stimulate the superposition effect of industrial clusters. The significance of this study is that it can be used as research data to predict the future direction of China's "One Belt and One Road" policy and enlightenment to stimulate the economic revitalization of inland provinces.

Establishment of New Rural Development Policy System Based on the Unit of a Community Organizations (주민조직 기반형 농촌지역개발정책시스템 구축에 관한 시론)

  • The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

  • As a result of analysis on the related materials for looking into the plan for activation of regional economy through attraction of off-season training team that Daejeon is currently pushing ahead, Daejeon is lacking in training facilities as compared to other cities and climatic conditions such as temperature, wind and rainfall were not specially advantageous than other cities. Therefore, it is considered necessary for Daejeon to install an exclusive team capable of assuming full charge of attraction of off-season training teams within the region and build a cooperative system among schools, companies and associations, and provide the most advanced medical and athletic performance improvement service to attract off-season training teams.

  • Due to emergence of large discount mart and on-line shopping, and the resulting shrinkage of market share, traditional market that is typically having operational disadvantages is facing a predicament. However, considering the total sales volume and the consumer traffic, it is true that traditional market still plays an important role. In this context, traditional market should be vitalized through an improved management system as well as restructuring, and seek a balanced growth in the distribution industry. In order to provide competitiveness to the local traditional market of Jeung-Pyung Province and to vitalize the local economy, an analysis was preformed for the local market environment, and the vitalization plans, which can be referenced in determining the local economic policies, are suggested in this paper.

Factors affecting the Occurrence of Rural Vacant Houses (농촌 지역 빈집 발생의 영향 요인)

  • It is very important to understand the factors affecting the occurrence of vacant houses in research on them. The purpose of this study is to analyze the factors affecting the rural vacancy occurrence. This study set 121 research areas and selected eight independent variables (Aged house rate, housing transaction rate, house diffusion ratio, local extinction index, net migration rate, regional aging index, the ratio of the number of employees to population and financial independence rate) and one dependent variable (vacant house rate). As a result of the study, first, both Model 1 for the entire general agricultural fishing village area and Model 2 for the county (gun) area were statistically significant, there was no problem with the independence of residual. Second, local extinction index and aged house rate had a statistically significant positive (+) relationship in both Model 1 and Model 2. Third, diffusion ratio of house had a statistically significant positive (+) relationship only in Model 1, and housing transactions rate had a statistically significant negative (-) relationship in Model 2. The implications of the study were drawn as follows: First, the increase in the house diffusion ratio without growth in households and population suggests the increase of the probability of the vacancy occurrence in the area, and the higher the aged house rate, the higher the probability of the vacancy occurrence. Second, for the revitalization of housing transactions, it is necessary to have an investment inflow in the area for mid- to long-term development. Third, local extinction index has a significant relationship with vacant house rate, it is necessary to introduce a local revitalization policy from a long-term perspective for the permanence of the area.

A Study on the Promotion of Regional Innovation and Industrial-Academic Cooperation Using Living Labs (리빙랩을 활용한 지역혁신과 산학협력 촉진방안)

  • Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.
