Purpose: The purpose of this study is to understand the social perceptions of nurses in the context of the COVID-19 outbreak through analysis of media articles. Methods: Among the media articles reported from January 1st to September 30th, 2020, those containing the keywords '[corona or Wuhan pneumonia or covid] and [nurse or nursing]' are extracted. After the selection process, the text mining and topic modeling are performed on 454 media articles using textom version 4.5. Results: Frequency Top 30 keywords include 'Nurse', 'Corona', 'Isolation', 'Support', 'Shortage', 'Protective Clothing', and so on. Keywords that ranked high in Term Frequency-Inverse Document Frequency (TF-IDF) values are 'Daegu', 'President', 'Gwangju', 'manpower', and so on. As a result of the topic analysis, 10 topics are derived, such as 'Local infection', 'Dispatch of personnel', 'Message for thanks', and 'Delivery of one's heart'. Conclusion: Nurses are both the contributors and victims of COVID-19 prevention. The government and the nurses' community should make efforts to improve poor working conditions and manpower shortages.

The purpose of this study is to analyze the changes and importance of welfare policies in Chungcheong Province using big data analysis technology in the era of the Fourth Industrial Revolution, and to propose stable welfare policies for all generations, including the socially underprivileged. Chungcheong-do policy-related big data is coded in Python, and stable government policies are proposed based on the results of visualization analysis. As a result of the study, the keywords of Chungcheong-do government policy were confirmed in the order of region, society, government and support, education, and women, and welfare policy should be strengthened with a focus on improving local health policy and social welfare. For future research direction, it will be necessary to compare overseas cases and make policy proposals on the stable impact of national welfare policies.

Changing our monopoly broadcasting advertising system into free competition system may give rise to serious troubles that intensify commercialism of broadcasting and reduce diversity of public opinion. In the boundaries of public interest out of danger, korean broadcasting system should adopt a system that partially adopts the principle of free market. Broadcasting advertising sale system affect the whole broadcasting system because it functions as an effective capital-resource provider. Thus, it affects the broadcasting policies' righteousness and efficiency. Due to the non-elastic nature of the total advertising market, broadcasting advertising's size affects other media's capital allocation process. Therefore, broadcasting advertising sales system not only affects broadcast's social duty and public interest, but also affects the whole media industry. First, provide fair and open-competitive measures to support broadcast sales policy so that the market-based system can be run smoothly. Second, block any un-due influence from advertisers by separating production/programming and advertising sales. Third, sustain public broadcast system, not based on the advertising sales but based on the subscription fee. Fourth, social intervention of the advertising market. Fifth, provide policies that can set up multiple media channels/outlets and public opinion. By providing the minimum capital resources to the public broadcasting system, the broadcasting system can act on its public-interest duty and support the people's right-to-know rights.

In this study, traditional markets were classified into two categories-urban or rural. This paper presents a case study of the Tongin market in Seoul and the Bongwha market in North Gyeongsang Province. Based on a survey of the customers and local residents in these markets, the peoples who have intention to show visitors around their traditional markets take more pride as local residents than peoples who do not have intention to show visitors around their traditional markets. This study includes surveys in 24 categories dealing with how local residents recognize the traditional market as regards local community, local culture and local economy. Consequently, the customers of the Tongin market and the Bongwha market had very strong expectations that their traditional markets would be popular with visitors. These surveys show that when these traditional markets were reported in the press and media, the satisfaction level of local residents was very high. Most of the respondents said that the more the local traditional market develops, the more the region develops. And, most of the respondents said that all local residents have to cooperate to develop a traditional market. To promote traditional markets that can revitalize communities, marketplaces need to be regarded as places that contain human life. In addition, there needs to a cultural and humane perspective brought to the fore. To conclude, the most effective way to solve the problem of traditional markets is to make them even more traditional.

우리나라 정치, 경제, 문화, 교통의 중심지인 수도 서울. 그 별칭에 걸맞게 서울에는 각종 공공기관을 비롯해 금융 언론 제조 통신 등의 대기업 본사가 소재하고 있다. 또 도시지하철, 전력 등 국가의 중추적인 역할을 담당하는 기관들도 다수 들어서 있는 상황이다. 이는 다시 말하면 서울에서 대형 인명피해가 발생할 경우 그 여파가 우리나라 국민 전체에까지 미친다는 것을 의미한다. 이렇게 중요한 곳이기 때문에 이 지역의 산업안전을 담당하고 있는 고용노동부 서울지방고용노동청은 더욱 각별한 의미를 갖고 있다. 정부의 정책을 현장에서 추진하는 최일선 기관인 동시에 수도 서울의 산업안전을 위해 맞춤형 사업을 수립 시행하는 등 그야말로 야전사령관의 역할을 맡고 있기 때문이다. 이와 같은 업무를 총괄 지휘하고 있는 임무송 서울지방고용노동청장을 만나 재해예방을 위한 정책 등에 대한 이야기를 나눠봤다.

산업사회에서의 전력공급 계통은 설비고장이 발생할 경우 해당지역에 국한되어 정전이 발생하기 때문에 피해가 확산되거나 사회적인 이슈가 되지는 않았다. 광케이블을 이용한 정보통신사회가 구축되어 금융과 언론을 비롯한 대부분의 생활이 인터넷을 중심으로 진행되고 있고 향후 지식기반 사회로의 진전이 급속히 진전될 것에 대비하여 전력계통 설비와 운영 방법의 고도화가 필요하게 되었다. 전력IT는 현재의 전력설비와 네트워크, IT를 이용하여 더욱 심층적인 연구가 진행되고 있으며 본 논문에서는 전력IT 연구과제 결과물의 활용성을 높이고 기술개발 과정에서의 시행착오를 최소화하기 위해 총 10개 과제를 하나로 운영할 경우를 상정하여 연구에 필요한 기술체계 모형을 개발하였고 이 모형을 토대로 향후 분산형 전원을 포함한 전력계통의 최적운영과 고장예측기법을 이용한 설비관리로 정전을 예방하여 최고품질의 전력을 공급하는데 기여하고자 하였다. 이 논문은 전력IT의 도입배경과 현재까지의 연구 성과분석을 토대로 실 계통 검증 5단계와 기술체계 모형 그리고 통합운영시스템 개념도 제시 순으로 작성하였다.

인천공항은 2001년 개항이후, 비약적으로 발전하고 있으며, 2018년 약 6500만 명의 여객을 수용하는 등 초대형 메가허브공항으로 도약 중이다. 2018년 인천공항은 제2여객터미널을 개장하며, 인천공항에 대한 언론과 대중의 관심을 증폭시켰고, 평창동계올림픽 개최와 남북정상회담을 통해 대한민국 중추공항으로서의 이미지를 각인시켰다. 인천국제공항공사는 인천공항의 건설 및 관리, 운영, 주변지역개발, 부대사업 및 기타 국가위탁사업을 하는 국토교통부 산하 공공기관으로 2018년 입국장 면세점 도입, 정규직 전환 등의 이슈를 생성하였다. 본 논문에서는 뉴스, SNS 수집, 저장, 처리, 분석플랫폼인 ITAP를 이용하여 인천공항, 인천국제공항공사 관련된 뉴스, SNS 내용을 플랫폼별로 분석하였고, 월별 버즈량과 주요키워드를 플랫폼별로 추출하여 2018년 인천공항, 인천국제공항공사의 주요 이슈를 제시한다.

지난 11월 2일 전북 부안군 소재 육용오리 농장에서 출하전 검사 중 H5 항원이 검출됐다. 방역대 내 전업농이 23호로 오리 126만4,000마리가 사육되고 있어 오리업계 전체가 긴장을 했었다. 언론에서는 럼피스킨병과 구제역, 아프리카돼지열병, 고병원성 조류인플루엔자(AI)등 가축감염병 4개가 한해동안 모두 창궐하는 사상 초유의 '가축감염병 쿼드러플' 악재를 우려하며 연일 경고의 기사를 쏟아내고 있다. AI 발병에 대한 위험도가 높아지고 있는 가운데 농림축산식품부가 평창 동계올림픽을 앞두고 AI 예방차원에서 시작한 오리농가 사육제한이 올해로 7년째에 접어들었다. 게다가 올해 10월부터는 농식품부가 AI 위험지역 내 오리농가를 대상으로 농식품부장관이 지자체장에게 사육 제한을 지시하는 것을 내용으로 하는 가축전염병 예방법 시행령을 개정해 시행 중에 있다. 사육제한으로 오리업계는 고질적인 수급 불안과 오리고기 가격 폭등으로 산업적 발전이 저해당하고 있는 상황이다. 오리사육제한 시행 7년, 과연 AI 예방에는 오리 사육제한만이 방법일까. 오리사육제한에 대한 명암을 살펴보고 AI예방을 위한 보다 근본적인 방안을 고민해 본다.

This study explored election promises on library fields by the candidates for the mayor, the educational superintendent and the chiefs of districts of Daegu Metropolitan City and implementation of their election promises by the elected heads of Daegu Metropolitan City in the 5th local election of Korea. To do this, election promises of 36 candidates were analyzed by investigating the official gazettes for elections deposited in National Election Commission of Korea. Also, the implementation of their promises of 11 elected heads was analyzed by searching through the official websites, news databases and internet. As a result, election promises and implementation by the candidates for the mayor and the educational superintendent were mostly insufficient both in quality and in quantity. 54% of all candidates for the chiefs of districts presented election promises that were mostly related with construction of public libraries and installation of small libraries. Some elected chiefs actively implemented their promises, while the other elected chiefs did not fulfill their promises.

The Jasmine Revolution started from Tunisia in January 2011 has brought many changes into countries in North Africa and Middle East. We need to study the causes of the revolution. First, the kings and dictators in those countries oppressed the opposition parties and the media aiming for long-term seizure of power. The power concentrated on specific people produced illegalities and corruption. Secondly, most of the national income of those countries belonged to kings and dictators producing problems during the distribution of the income. Especially, with the decrease of oil price in 1990s and the increase of the price of daily necessities in 2000s people lost their credits on their governments. Lastly, the number of people in those countries using the Internet has increased by 4,863% from 2000 to 2010. The expansion of social network services such as Facebook and Twitter was one of factors that made the information control by those countries difficult. We should think about the possibility of sudden change in North Korea. It is necessary to compare and analyze the political, economic and social characteristics between those countries and North Korea. It shouldn't be just a simple comparison or analysis. It should provide basic data for objective and quantified index development in relation to sudden change in North Korea.
