A study on Development of the Adequacy Evaluation Indicators for the Regional Industries (지역산업 육성정책의 적정성 평가지표 개발에 관한 연구)

  • In order to create a successful regional development model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Because, It must be clear that the strategic industry chosen between choice and concentration of the development of the local industry development which boosts the local economy revitalization. The local government should have continual concern and roles to fulfil political subjects and keep estimating about the possibility that there could be the sustainable development by Task Ahead of the local industry. This study's indicators were established for the adequacy evaluation of the industrial policy by focusing on domestic regional development's success example. Next, Conjoint analysis was conducted on the Experts. On the basis of this analysis, the weights of indicators are derived. And this study suggest the reasonable evaluation system to take Sustainable industry plan of regional strategic. Consequently, 'Regional development' sector separate 3 categories which are 'Local economy', 'Human Resource Development', 'local marketing' and 9 indicators were derived. 'Industrial development' sector derived 9 indicators about 'Construction of infrastructure', 'Technical development' and 'business support'. Looking through the implications of this study. First, the problem needed to be supplemented based on the Diversity and concreteness of Evaluation system when government assesses regional industry development policy. Second, local government have to strategically consider the possibility of convergence between industries and easiness of network in a broad region. Finally, Foundation and support of the professional manpower and companies for the regional industries must be established.

Evolution of Industrial Cluster and Policy: The Case of Gumi City, Korea (산업 클러스터와 정책의 진화: 구미를 사례로)

  • This paper aims to analyze the process of the evolution of Gumi electronics industrial cluster and to understand the role of governments for local industrial dynamics. Gumi was a typical satellite platform type new industrial district up to mid-1990s. At that time, Gumi industrial park was the agglomeration of branch plants headquartered in Capital Region with weak local linkages. During the last two decades, however, Gumi has evolved to an electronics industrial cluster with considerable local interfirm linkages and innovation activities of SMEs. Recognizing government industrial policies is critical in understanding the process of the evolution of Gumi electronics cluster. At the early stage, the state was the developer and locator of business activities within the confines of the Gumi industrial park. In recent years, central government's innovative cluster policy contributed to strengthening networks among firms, universities, and research centers to form local innovation networks as well as networks between large branch plants and SMEs. Gumi city and Gyungsangbuk-do promoted innovative activities of SMEs through the supports of cooperative networks between universities and SMEs. The increasing roles of SMEs and local governments in addition to the large branch plants and the central government have become the basis of the evolution of industrial cluster in Gumi.

  • Regional innovation and cluster policies are the new agenda of regional policy, an agenda that began to spread over recent years throughout different countries and regions. In this context, our main question arises: how are we going to evaluate regional innovation and cluster policies? What models and methods are we going to use? Since 1990, regional and national governments have put more emphasis on evaluation as a tool directed to produce knowledge to design better policies. The objective of this article is to summarise the main challenges arising from the evaluation of regional innovation and cluster policies and make some methodological proposals that can contribute to produce better evaluations. In the first section, there is a brief presentation of regional innovation and cluster policies, followed by a more detailed analysis, in the second section, of their principal characteristics and of the main challenges posed by their evaluation. In the third section, some evaluation proposals that can help to improve current evaluation practice are presented. The paper concludes with a short number of general recommendations that we should bear in mind when designing an evaluation of regional innovation and cluster policies.

  • The purpose of this study is to explore manpower education plan of green growth industry of SME in Gwangju area. Nowadays, according to the change of green growth paradigm, We need to be the green switching strategy for solving the structural problem and overcoming a crisis in SME. Based on the findings, the study showed that SME in Gwangju area need to build up network of size and industrial classification. Also, green fusion technology grafting on the existing industry and the policy of educating manpower in long term and custom-made plan of educating manpower need to be followed.

What Makes Korea's New Regional Policy Workable? (신지역정책의 작동요인에 관한 연구)

  • The Korean miracle of economic growth or development has been quite well known across the world up to now, while being subject to theorization of its model. Compared with this, however, it is quite surprising to see how little about the spatial aspect of Korean development has been exposed in the field of development studies. In fact, for Korea, competent regional policy has turned out to be an important success factor for the spatial upgrading of a low-tech growth regime into a hi-tech one. This paper dissects Korea's regional policy experiences in three aspects from which it draws up a three-tier lesson. The first aspect is the conventional (overall) regional spatial upgrading policy of a developmental regime put in place since the 1960s onwards. The second is the new regional policy tailored to the regionalization of technological and industrial diffusion for new knowledge-based economy. The third is the prospective regional policy for the future advancement of the Korean economy.

Analysis of Regional Economic Ripple Effects of Port Logistics Industry in Gwangyang City - Focusing on Exogenous Specified Input-Output Model - (광양시 항만물류산업의 지역경제 파급효과 분석 - 외생화 산업연관모형을 중심으로 -)

  • The regional infrastructure industries of Gwangyang City, the subject of this study, are Gwangyang Port and Gwangyang Steel Mill. Therefore, it is necessary to analyze the regional economic ripple effects of the port logistics industry in Gwangyang City. In this study, a multi-stage approach using the RW and the LQ methodology using the national input-output tables in 2015 and 2019 is used to prepare the regional interindustry analysis chart in Gwangyang City, and an exogenous demand induction model that reclassified the port logistics industry was applied. Through this, the purpose of this study was to provide policy implications by figuring out the regional economic ripple effects of the port logistics industry quantitatively in Gwangyang City. As a result of the analysis, the industries with high production inducement effect and forward/backward linkage effect of the port logistics industry in Gwangyang City were analyzed as manufacturing, transportation, land and air logistics sectors. And the industries in which the added value inducement effect and the employment inducement effect were analyzed as an industry related to the service industry. Therefore, it is necessary to prepare support measures to foster the port logistics industry as a way to promote these industries and revitalize the local economy of Gwangyang City. To this end, it is desirable to improve policies and systems for the vitalization of the Gwangyang port maritime cluster and provide various policy support for the port logistics industry in Gwangyang City. This study is meaningful in suggesting policy implications for the regional economy of Gwangyang City based on the results of exogenous analysis of the port logistics industry in small and medium-sized cities. However, It seems that further studies related to this will be needed in the future.

Relationship among Level of Performance of Residents to Tourism, Perception of Tourism Effects, and Intension of Citizen Participation (관광산업 관련정도와 관광개발 인식수준, 관광영향 지각, 그리고, 관광정책참여도의도의 영향관계)

  • This paper closely examines the relation between ‘how the local residents' involvement in a tourist industry and their perception of tourist development have an influence on tourism' and also 'how the understanding of a tourist effect has an influence on the local residents' participating intention in the tourist policy'. The local residents' involvement in the tourist industry was influenced by economical and socio-cultural factors among the influencing perceptions on local festivals, but, statistically, was not influenced by an environmental factor. The local residents' perception of tourist development has influenced on each local festival, and for the rate of influence, the environmental factor was the highest, and in the next order, the residents' intention to participate in tourist policy, the socio-cultural factor, and the economical factor followed. In the relation between local residents' perception of tourist influence and their participating intention, only the factor of socio-culture had a plus(+) influence on the participating intention in the tourist policy. It is expected that this result will be different from the tourist influence of tourist development. Therefore, a study of the perception on the influence of tourist development will be required in the future.

A Framework for the Comparative Study of Local Social Policy in the Post-Industrial Era (후기산업사회 지역복지정책의 발달원인에 관한 이론적 고찰)

  • Traditional quantitative approaches to comparative social policy research in welfare state have mostly focused on cross-national variations in social policy. More recently, they have attempted to account for disparities in the local provision of social policy. However, heavily relying on traditional theories of welfare state development (e.g., industrialism theory, power resource approach, and state-centric thesis), most of them seem to have explained the local variation from a central or national perspective, thereby completely ignoring the local perspective. Furthermore, their theoretical bases have been exclusively derived from the social context of post-war era. In tackling these issues, this study aims at localizing and updating the theoretical framework of local welfare policy in the post-industrial age. The framework provided in this study calls for a shift in the theoretical perspective towards more local and new approaches (e.g., new social risks, new public management and intergovernmental relations).

The Role of Universities and the Characteristics of Knowledge Networks in Three Regions (지역 대학의 역할과 지식 네트워크 특징에 대한 연구 : 3개 지역 비교를 중심으로)

  • In the context of an increased demand in universities' expansion of networks between other innovation actors, this research attempts to make a comparison on university-centered SCIE knowledge networks between regions. Using regional comparison, we have looked into these networks in regards to their characteristics, the importance of regional boundaries, and the effect of the regional industrial policy. As a result of this comparative analysis, we discovered that the point universities and research universities hold high centrality in regional knowledge networks, and that the characteristics of regions are reflected into this network. For instance, the Gyeonggi province had a preeminent level of industry-academy relationship, while for Daejeon it was public research institutions and academy, and Gangwon province it was between academy between academy. As a network analysis based on journals above SCIE levels, regional boundaries were not very clear in the network structures. However, within these boundaries, the impact of regional industrial policies were proven to be stronger in the Gang-won province where the academy-academy network was most prominent. The implication of this research outcome is that for regional innovation, government should more actively implement policies that can link academic institutes' knowledge to industry by expanding knowledge networks. In addition, we emphasize on the necessity of a regionally-appropriate policy, rather than a generalized industrial policy. And fundamentally, in regards to innovation, establishing a sound industrial infrastructure for regional development and efforts to link relevant actors are required.

  • 80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.
