  • This study developed the Climate Variability Index (CVI) to assess the water resources through adding detail indicators into the existing regional Water Poverty Index (WPI) to consider climate variability and flood damage. This study aims at selecting indicators of WPI focused on water availability and regional climate variability, assessing regional variability of the indices during 1998-2007, and providing information to help determining the priority of water sector policies, investment, and applications. The WPI represents the relationship between the level of welfare and the water use. Considered with flood management and climate variability, CVI added by regional characteristics may be used in water resources management as well as flood mitigation for coping with climate change.

  • China is in the process of carrying out socialist planned economic system and capitalist market economic system along with its reforms and opening. In the process, the problem of poverty is surfacing along with the commercialization of housing. In this study, we've analyzed China's social security system through literature at home and abroad based on the concept of place poverty, and have pointed out the characteristics and problems of Chinese urban housing reform centered around what we've identified. Furthermore, we've divided up China into 8 zones, and have examine the characteristic of each area by population & social index, economic index, and housing index. As a result of analysis, the process of urban housing reform had an effect on housing poverty, and appeared to have different characteristics by zone. In this study, since China's situation by area is very diverse, it presents a point that we must approach with not a monistic method but a pluralistic method regarding housing policy.

  • The central aim of this paper is to identify the distributional pattern of poverty and to investigate the spatial relationship between poverty and welfare service providers in Busan, Korea. It is intended to explain how the relationship of service-dependency between impoverished people and social welfare services leads to uneven social geography. Welfare services controlled by public or private agencies may support the impoverished people in different ways, generating social outcomes. By exploiting the spatial variations in the incidence of poverty and the provisions of social welfare services, this paper is to understand the dynamics of the geography of poverty from a local scale so that it can help us understand how various governmental and nongovernmental area-based service providers are spatially uneven when they are compared to the distribution of service dependency group such as impoverished people. From this research, it is finally argued that the implications of locational interdependence between such needed groups and social welfare services for their support demand a paradigm for urban social geography that centers on the changing welfare provision structure and the linkages between population and service-provision.

  • This qualitative study aimed to explore and understand the impacts of the poor neighborhood on children from their own perspectives. To this end, the meaning and the structure of children's lived experiences were explored. The participants were recruited from elementary school high grade students living in poor neighborhood. Focused group interviews were conducted in each of the 24 World Visions social work agencies. The collected data were analysed qualitatively. According to the results, the following main themes could be extracted from the children's lived experiences: "Conflict between connection and differentiation", "Resigning to the fate of being neglected in danger" "Learning to live in the dark cave", "Anticipating a bowl of trust from the neighborhood". The children living in poor neighborhood were threatened by the physical and emotional danger highly probable in weak social infrastructure. Also, they have internalized negative self-identity by chaotic environment and, even the negative role models from alcoholic and sometimes violent adults. However, they were experiencing positive caring from and solidarity with surrounding neighborhood, and were participating in volunteered activities for asserting their citizen rights. These may be the keys to empowerment and, ultimately, to change for themselves and the community. The implications of the study results for the policy making and the actual practice were discussed focusing on the children's rights and well-being.

But more severe is people with disabilities in labor market tend to be poor. The purposes of this study were to explore the characteristics of working poor with disabilities and to identify the major determinants of poverty. For this, '2005 Survey on the Workers With Disabilities' was used. The data was analyzed by descriptive statistics, t-test, logistic regression. • This study explores the effects on development of poor children by community-based orchestra educational activities and the orchestra educational activities factors for promoting the effects using longitudinal data are those collected for "The Evaluation of the Impact of Our Neighborhood Orchestra on Children's Learning" made by the Seoul Philharmonic Orchestra. For these purposes, this study employed a latent growth model analysis of the factors such as depression, aggressive behavior, communality and interpersonal relationship of development of poor children and evaluation, satisfaction, outsiders'attention and participation of facilitative factors. The result shows that they displayed significantly positive development in depression, aggressive behavior, and interpersonal relationship. It appears that the evaluation on music achievement had a positive impact on the rate of change in communality, while the evaluation on attitude had an impact in the initial value of depression, aggressive behavior, and communality, also the sense of satisfaction had a positive impact on the initial value of communality and interpersonal relationship in conditional models. And parents' attention and participation had a negative impact on the initial value of aggressive behavior, while the attention and participation of the community showed a positive impact on the initial value of depression and aggressive behavior. Based on these results, this study attempted to broaden the understanding of the development of poor children taking part in orchestra-based educational activities and provide a practical basis for social workers' direct invention, and look for new ways by shedding light on the merits of the cultural/art education of poor children that engage in the community-based orchestra educational activities.
