The Development of Gangnam and the Formation of Gangnam-style Urbanism : On the Spatial Selectivity of the Anti-Communist Authoritarian Developmental State (강남 개발과 강남적 도시성의 형성 - 반공 권위주의 발전국가의 공간선택성을 중심으로 -)

  • This article aims to explain how Gangnam, as a model and standard of compressed urbanization in South Korea, was created. Gangnam and Gangnam-style urbanization need attention not only because they contrast with Korea's urbanization in the past as well as urbanization in the West but also they provide an important model in contemporary Korea's politics, economy and culture. However, there are little studies of how Gangnam's peculiar urbanism was created. To fill this gap, this article will first capture Gangnam's peculiar urbanism as a material landscape and sociocultural lifestyle. Gangnam-style urbanism is (a) materially characterized by high-rise apartment complexes owned by the middle and upper class for dwelling and asset growth and (b) socio-culturally characterized by political conservatism, public indifference, competition over academic performance, appearance, and fashion, and nightlife. Then it will show Gangnam's archetype was created in a spatially and temporally compressed way in and through the spatial selectivity of Korean anti-communist authoritarian developmental state strategies: (1) anti-communism led to the diffusion and accommodation of the population through apartments in Gangnam in the context of its confrontation with North Korea and the fast-growing population of Seoul; (2) military authoritarianism excluded the low-income class and the urban poor from urban development; and (3) the developmental state adopted selective housing policy which treated construction companies and the middle class preferentially through exceptional zoning and price distortions, promoting the construction of apartment in Gangnam and its resultant uneven development.

World-Systems Analysis on the Changing Characteristics of the Kumi Region (구미(龜尾)의 지역성 변화에 대한 세계체제론적 접근)

  • This paper aims to understand the changing characteristics of the Kumi region as a locality in Korea through the regional geography of the world-system approach. To illustrate the changing regional characteristics, we analyzed the economic characteristics or position of the Kumi region within the world-economy and its spatial structure with three divisions of Korean capitalist periods: the Japanese colonial period ($1910{\sim}1945$), the social chaos period ($1945{\sim}1960$), and the economic development period ($1960{\sim}$present). In the Japanese colonial and social chaos periods, as Korean society was incorporated into the peripheral zone within the world-System (world-economy), Kumi also was made into a peripheral agricultural area. As a result, the Kumi region shaped the rural spatial structure without an urban center or regional dominant center. In the development period, influenced by the manufacturing-centered economic policy which boosted Korea as a semi-periphery within world-economy, Kumi also was developed into an industrial region(or semi-periphery) with the establishment of the Kumi electronic and textile industrial complex. This industrialization transformed the rural spatial structure of Kumi into a core (urban center)-periphery (rural area) structure. As we identified above, the regional geography of the world-system approach turned out to be a useful methodology to study a locality or internal region. Therefore we should make efforts to study such regions through the regional geography of the world-system approach.

New Regional Geography in Korea : (2) Trends and Issues of Regional Research in Major Subfields (한국의 신지역지리학 : (2) 지리학 분야별 지역 연구 동향과 과제)

  • This paper is to consider trends and issues of regional research in major sub-fields of human geography in Korea, following the previous one which dealt with contexts and general trends of new regional geography in Korea since the 2000s. They include historical and cultural geography on place and landscape, economic geography on industrial districts or agglomerated regions (i.e. clusters) and urban (and social) geography on urban networks and differentiation. Even though researchers in sub-fields have used different terms and concepts to identify region, they are in common to relate specificities of region to general processes such as (de)modernization, (de)industrialization, and globalization, to understand region as social and discursive constitution as well as substantive reality, and to give more attention to socio-spatial networks and relationality than territoriality of regions. These common points seem to reflect the emerging trend of new regional geography, and to get rid of existing traditional concept of region. It is suggested that major tasks for conceptualization of region in future research are to overcome dichotomy of speciality and generality, of substantive reality and discursive constitution, and of territoriality and relationality, and that important issues for empirical research on region include regional synthesis from new perspectives, uneven regional development as relational process in and between regions, and producing practice for alternative regions.

A Study on the maintenance status of Special Education Facility (지역별 특수교육시설 정비현황에 관한 연구)

  • In order to establish a special school considering the rights of disabled students to receive education and the principle of fair regional placement, this study identified the deviation of regional maintenance status of special education facilities and analyzed and examined their characteristics to provide desirable basic data for the establishment of facilities in the future. As a research method, the main status and maintenance index for each region were calculated based on the status of each special education subject and the disability area by using the statistics and facility data of the Ministry of Education, Special Education Policy Division, and the Ministry of Education of each province. According to the analysis results, large cities tended to rely on special classes and general classes due to the lack of facilities at special schools, and local cities showed uneven results for each disability area and supplemented the system lacking special education support centers. In overall evaluation, special education facilities have not yet been leveled across the country.

The Spatial Diffusion and Locational Characteristics of Convenience Stores in Daegu (대구시 편의점의 공간확산과 입지적 특성)

  • This study examines the spatial diffusion and locational charateristics of convenience stores in Daegu which had increased rapidly in the 1990s. The first convenience store (CVS) was introduced in the zone of transition of (Namgu district) adjacent to the city center or CBD in 1992. Thereafter they diffused into CBD and residential areas, but they have centered around places where their steady purchasing population was distributed. As a result, the spatial distribution of CVSs in Daegu shows a very uneven pattern concentrated in areas with many high school, in commercial and business areas, and apartment residential areas. It seems that this pattern is derived from two basic locational factors. Primarily, the location of CVSs in Daegu is very closely related with the spatial distribution of the demand population which will be clients for CVSs. Secondarily, it is also affected by the accessibility of streets which the demand population utilizes easily.

Development of Climate Data Management System Based on Satellite Imagery for Asia-Pacific Regions (아시아-태평양 지역 대상 위성영상 기반 기후 자료 관리 시스템 개발)

  • 본 연구의 목적은 아시아-태평양 지역을 대상으로 위성영상 기반 고해상도의 신뢰성이 있고 쉽게 접근할 수 있는 강수 자료를 제공하는 데 있다. 본 연구에서 개발한 기후 관리 시스템은 총 3가지의 위성자료(원시위성자료, 편의보정한 위성자료, 공간상세화한 위성자료)를 제공한다. 위성자료의 공간해상도는 $0.1^{\circ}$, $0.05^{\circ}$이며, 시간해상도는 1 day이다. 비교적 신뢰성이 높은 기후 자료가 구축된 한반도를 대상으로 위성영상 편의보정, 공간상세화 기법을 검증하고, 개발한 기법을 아시아-태평양에 위치한 바누아투에 적용하여 기후 자료를 생산하였다. 원시위성자료는 TRMM (Tropical Rainfall Measurement Mission) 위성과 GPM (Global Precipitation Mission) 위성을 사용하여 구축하였다. 편의보정은 GRA-IDW (Geographical Ratio Analysis-Inverse Distance Weighted), GRA-Kriging, QM (Quantile Mapping) 기법을 검토하여 본 연구에 적합한 알고리즘을 개발하고 이 중 최적의 결과를 보여주는 GRA-IDW 기법을 최종적으로 선정하였다. 공간상세화는 PRISM (Parameter-elevation Regressions on Independent Slopes Model)을 선정하여 수행하였다. 원시위성자료를 검증한 결과를 살펴보면 상관계수는 1998년부터 2017년까지 0.775로 비교적 정확도가 높게 나왔다. bias 값은 원시위성자료 값이 지상관측자료보다 과대추정하는 것으로 나타났다. 최종적인 편의보정 기법으로 GRA-IDW 기법을 선정하여 편의보정한 위성자료를 생산하였다. 공간상세화한 위성자료를 검증한 결과를 앞서 분석한 원시위성자료, 편의보정한 위성자료와 비교하면, 공간상세화를 수행하기 전보다 상관계수는 다소 작아지고, RMSE는 커지는 것으로 나타나나 그 차이가 크지 않아 공간상세화한 위성자료를 응용분야에 직접 사용할 수 있을 것으로 분석된다. 본 연구를 통해 개발된 기법을 활용하면 아시아-태평양에 신뢰성 있는 기후 관측 자료를 제공할 수 있다. 향후 본 연구에서 선정한 대상지역 이외에 기상관측소의 수가 희박하고 불균등하게 분포하고 있는 아시아-태평양 지역에 본 과업에서 개발한 시스템을 적용하여 신뢰성 있는 기후 자료를 제공할 수 있을 것으로 사료된다.

A Study of the Hierarchy of the Central Place and the Shopping Area in the Kyeong-ju Si Area (경주시지역 중심지계층과 생활권에 관한 연구)

  • The purpose of this study is to analyze the classification of the hierarchy in terms of centrality and the demarcation of shopping areas in the context of goods-purchasing activity in the Kyeong-ju si area (The old Kyeong-ju city and Wol-song Kyn). The basic data for this study include mail questionnaire materials and sources by the on-the-sport survey. The main results of this study are as follows. (1) When forty-two centers within the wide Kyeong-ju area are classified into hierarchies in terms of the functional index and the number of central functions, it is confirmed that there are five hierarchies or classes. Hierachy A is the City of Kyeong-ju. Hierarchy B is the Up of An-gang. Hierarchy Cis made up of three Up of Kam-p'o, Oe-dong and Kon-ch' on. Hierachy D consist of seven Myons and two Ris. Hierarchy E is composed of one Myon and twenty-seven Ris. (2) Hierarchy A has five proper functions of the center. Hierarchy B holds eleven of them. Hierarchy C takes forty-one. Hierarchy D cherish twenty-seven. And hierarchy E has three. Therefor Hierachies C and D have the most functions of all. The threshold populations of the lowest central function is fifty-eight of miscellaneous stores in the central place of Hierarchy E (3) The purchase distance of the central functions of a center becomes farther in the order of barbers' and beauty salons, dental clinics, TV and refrigerator shops, and furniture stores. (4) When the shopping areas are classified according to goods purchase activity, they can be divided into four: the Myon, small Up, big Up, and City areas. Each shopping area can be classified into two categories: the independent areas and compoung areas. The Kyeong-ju city area is the largest city shopping areas of Po-hang and Ull-san are very small.

An Appraisal of the Industrial Complex Campus Program as a Policy for Upgrading the Competitiveness of Industrial Complexes in Korea: the Case of the Changwon Industrial Complex Campus (산업집적지 경쟁력 강화 사업으로써 산업단지캠퍼스 사업의 평가와 개선방안 : 창원 산업단지캠퍼스 사업을 사례로)

  • This paper aims to evaluate the Industrial Complex Campus Program and to provide policy recommendations for promoting effectiveness of industrial complex campuses through the in-depth case study on the Changwon Industrial Complex Campus Program. The survey shows that the program contributes to not only strengthening the R&D capacities of SMEs within the cluster, but also promoting the interactions between local companies and local universities. But it claims that the industrial complex campus program reveals some limitations to supporting effectively local enterprises. First, It is necessary to maintain regional balance in terms of the sites of the implementation of the program. Second, the policy management plan and the monitoring system of the program should be established for the purpose of the self-reliance of industrial complex campuses, regardless of the government financial support.

Spatial Distribution of Knowledge-Information Occupations (지식정보직업군의 공간적 분포 분석)

  • This paper investigates spatial distribution of the knowledge-information occupations by utilizing Geographical Information System(GIS). The knowledge-information occupations, comprised mainly of professionals, engineers and managers, have played a key role in the knowledge-based information society. The uneven development of bureaucratization and informatization among regions have resulted in unequal spatial distribution of the knowledge-information occupations. Analysis of 1995 and 2000 Census shows that these occupations tend to concentrate in some major metropolitan areas, while the other areas show rather traditional occupational structure. This spatial unequality has been also found in the occupational distribution within Seoul. This tendency of spatial concentration in the occupational distribution inherited from the industrial society and is not going to diminish in the knowledge-information society. More aggressive policies to make the most of decentralizing impacts of information and communication technologies should be implemented to counter-balance this tendency.

Enlargement of EU and Migration of Workers (EU 확대와 노동 이동)

  • EU has pursued of the economic growth and the promotion of jobs by a free movement of workers. The free labour mobility brings a sustainable economic development through the creating jobs and the acquisition of a new knowledge and technology, but it also produces the geographical unequality of the movement of workers. And the enlargement of the EU redistributes geographically the flow of labour mobility. The flow of labour movement within EU changes to the structure of mobility that moves from the North to the North instead of the movement from the South to the North as an economic development in the South and an economic transformation to the service and hightech industry in the North. The mobility of unskilled workers has diminished, but the mobility of expert workers has increased. The flow of labour movement within EU has a structure hierarchic that the experts labour move from the North to the North, and the unskilled labour move from the South to the North and from the northern Africa to the South of Europe.
