The 50th Anniversary of the UNESCO World Heritage Convention: present status and challenges (유네스코 세계유산 협약 50주년, 현재 및 과제)

  • The 50th anniversary of the UNESCO World Heritage Convention was in 2022. In order to reflect on the present and future of the meaning of World Heritage, this paper examines the development and changes of the UNESCO World Heritage system. After promulgating the convention in 1972, the UNESCO World Heritage system prioritized the protection of heritage sites in the world that were at risk due to armed conflicts and natural disasters to bequeath heritage to the next generation. In addition, the UNESCO World Heritage's emphasis on Outstanding Universal Value represents the particular culture of human beings formed during a certain period of time, and acts as a significant source of soft power in public diplomacy. The UNESCO World Heritage might be perceived as a shared heritage that has not only become a channel to understand various national values, but also an effective medium to convey one of UNESCO's main principles, that is, peacebuilding. However, the UNESCO World Heritage is now at the center of conflicts of heritage interpretation between many stakeholders related to invisible wars, such as cultural wars, memory wars, and history wars as the social, political, and cultural contexts concerning World Heritage have dramatically shifted with the passing of time. Paying attention to such changing contexts, this paper seeks to understand the main developments in UNESCO World Heritage's discourse concerning changes to the World Heritage Operation Guidelines and heritage experts' meetings by dividing its 50-year history into five phases. Next, this paper analyzes the main shifts in keywords related to UNESCO World Heritage through UNESDOC, which is a platform on which all UNESCO publications are available. Finally, this paper discusses three main changes of UNESCO World Heritage: 1) changes in focus in World Heritage inscriptions, 2) changes in perception of World Heritage protection, and 3) changes of view on the role of the stakeholders in World Heritage. It suggests new emerging issues regarding heritage interpretation and ethics, climate change, and human rights.

A Study on Baettaragi Performance in Northwestern Province of Korea (관서지방 배따라기 연행고(演行考))

  • Due to the system of sending selected hyanggi(local entertaining woman) to the government office in Seoul after the abolition of the system of gyeonggi(entertaining woman in capital area) during the reign of King Injo(1595~1649), the kyobang-jeongjae(local dance performed for the provincial government office) had gotten into the court to be performed at the royal banquet as gungjung-jeongjae(court dance), one of which was seonyurak(dance of boating). It used to be performed for finale of the royal banquet in the late Joseon Dynasty and appeared in several uigwes(record for royal banquet) since its first appearance in the wonhaeng-eulmyo-jeongri-uigwe, documented in 1795, the 19th year of the reign of King Jeongjo. Considering that the yeoggi(female entertainer) responsible for the court dance, seonyurrak was the seonsanggi(selected entertaining woman from provinces) from the northwestern provincial villages such as Euiju, Ahnju, and Seongcheon etc., we can assume that the baettaragi, one of kyobang-jeongjaes whould have been getting into the court to become the seonyurrak as court dance. The baettaragi, kyobang-jeongjae of northwestern province that affected the development of the court dance, seonyurak was created as performance executed by entertaining women of kyobang(local supervisory office for entertaining women) on the basis of the fact that the envoy of Joseon dynasty to the Ming dynasty could not help but taking a sea route when Amaga Aisin Gurun had a grip on the northeastern area of China during the shift of power from Ming to Qing. There had been a lot of banquets for envoys in the northwestern province because of its geographical feature as gateway to trip to China and the baettaragi used to be performed by entertaining women belonged to local provincial office to consolate the sadness of separation with those who destined to depart to China and to hope for their safe return. The kyobang-jeongjae, baettaragi of northwestern province is recorded as performance with sorrowful song to put the pain of parting into work, according to many related documents. It puts together painted boats as props, the march of a couple of dancer dressed up as soldier with marching music called gochiak, the song and musical accompaniment before getting on boat, the dramatic expression of sailing, and the farewell song praying for safe return etc. It turns the situation of dispatching envoys for China by sea into performance with combination of music, song and dance. Created in this way, the kyobang-jeongjae, baettaragi had been performed at the various banquets for envoys departing for China and it affected the formation of court dance or gungjung-jeongjae called seonyurak through the activities of selected local entertaining women. It also exerted influence on other similar performance in provincial area because of the returning home of the selected local entertainers who finished their performance in Seoul and it had been performed with different variation at local banquet including locality in it.

An Experimental Study on Fine Dust Emissions near Special Modified Asphalt Pavement and Conventional Asphalt Pavement (특수개질 및 일반 아스팔트 포장체 도로변의 미세먼지 발생에 대한 실험적 연구)

  • In this study, we analyzed the amount of roadside fine dust generated from newly constructed specially modified asphalt pavement and general asphalt pavement from existing roads. We collected the 1,000 g (100 g/day) of dust samples from the roadside of the express bus terminal and commercial facility area in Chungcheongnam-do's C site at three-day intervals during the summer of 2022 and 2023. The collected samples were separated from fine dust according to size in the 75-150 ㎛ range and, were separated only from Tire and Road Wear Particles through density separation. No.1-3 are general asphalt pavement section as an existing road. Fine dust and Tire and Road Wear Particles in No.1-3 were 24.27 g, 24.36 g, 0.53 g, and 0.53 g, respectively, and the quantitative results for 2022 and 2023 were similar. On the other hand, No.4-6 are newly constructed specially modified asphalt pavement section. Fine dust decreased by 14.8 % and tire and road wear particles decreased by 29.6 % in 2023 compared to 2022 in No.4-6. In addition, according to the results of thermogravimetric analysis, Tire and road wear particles in No.1-3 are tire and road components at 30 % and 70 %, respectively. And Tire and road wear particles in No.4-6 are tire and road components at 35 % and 65 % in 2023, respectively. From these results, it was confirmed that the newly constructed specially modified asphalt pavement can be effective in reducing roadside fine dust and Tire and Road Wear Particles. However, there may be some shortcomings in conclusive research results due to limited space and sample collection period. In the future, we plan to conduct various case studies.

Estimation of Rice Heading Date of Paddy Rice from Slanted and Top-view Images Using Deep Learning Classification Model (딥 러닝 분류 모델을 이용한 직하방과 경사각 영상 기반의 벼 출수기 판별)

  • Estimating the rice heading date is one of the most crucial agricultural tasks related to productivity. However, due to abnormal climates around the world, it is becoming increasingly challenging to estimate the rice heading date. Therefore, a more objective classification method for estimating the rice heading date is needed than the existing methods. This study, we aimed to classify the rice heading stage from various images using a CNN classification model. We collected top-view images taken from a drone and a phenotyping tower, as well as slanted-view images captured with a RGB camera. The collected images underwent preprocessing to prepare them as input data for the CNN model. The CNN architectures employed were ResNet50, InceptionV3, and VGG19, which are commonly used in image classification models. The accuracy of the models all showed an accuracy of 0.98 or higher regardless of each architecture and type of image. We also used Grad-CAM to visually check which features of the image the model looked at and classified. Then verified our model accurately measure the rice heading date in paddy fields. The rice heading date was estimated to be approximately one day apart on average in the four paddy fields. This method suggests that the water head can be estimated automatically and quantitatively when estimating the rice heading date from various paddy field monitoring images.

Comparative Study on Perceived Effectiveness of Suncheon Bay International Garden Expo - 2013 and 2023 with a Focus on Visitors - (순천만국제정원박람회 개최효과 인지 비교 연구 - 2013, 2023년 방문객을 중심으로 -)

  • By comparing and analyzing the effects of the 2013 Suncheon Bay International Garden Expo and the 2023 Suncheon Bay International Garden Expo, designated as Korea's first national garden, this study aims to present basic data for the future operation direction and sustainability strategy. First, in both fairs, satisfaction throughout the event was high, 4.0 or higher. In particular, the satisfaction level of the 2023 Suncheon Bay International Garden Expo was higher than that of the 2013 Suncheon Bay International Garden Expo. As the longest international event held since the COVID-19 pandemic, it reflected the citizens' demand for healing and recharging in natural spaces. Second, as a result of comparing the types of perceptions that affected satisfaction, it was found that economic, environmental, and ecological types commonly affected satisfaction at the 2013 and 2023 Suncheon Bay International Garden Expo. The 2013 Suncheon Bay International Garden Expo established the brand value as an "ecological city" by creating a garden in the city center along with an ecological resource called Suncheon Bay. In addition, the 2023 Suncheon Bay International Garden Expo expanded the scope of the garden to the entire city center. It also attempted to create a city where humans and nature coexist by realizing values, such as responding to climate change and carbon neutrality. In other words, one of the ways to secure urban competitiveness is to attract corporate investment and tourists and build a differentiated brand in Suncheon by promoting the 2023 fair based on the potential ecological values of the region after the 2013 Suncheon Bay International Garden Expo. Therefore, if the Suncheon Bay International Garden Expo continues to develop environmental and ecological content and programs in line with changes in society and tries to establish itself in citizens' perception through cooperation with local governments and residents, it will be able to establish its identity and brand power.

A study on spatial onset characteristics of flash drought based on GLDAS evaporative stress in the Korean Peninsula (GLDAS 증발 스트레스 기반 한반도 돌발가뭄의 공간적 발생 특성 연구)

  • Flash drought (FD), characterized by the rapid onset and intensification, can significantly impact ecosystems and induce immediate water stress. A more comprehensive understanding of the causes and characteristics of FD events is required to enhance drought monitoring. Therefore, we investigated the FD events took place over the Korean peninsula using Global Land Data Assimilation System (GLDAS) data from 2012 to 2022. We first detected FD events using the stress-based method (Standardized Evaporative Stress Ratio, SESR), and analyzed the frequency and duration of FDs. The FD events were classified into three cases based on the variations in Actual Evapotranspiration (AET) and potential Evapotranspiration (PET), and spatially analyzed. Results revealed that there are regional disparities in frequency and duration of FDs, with a mean frequency of 6.4 and duration of 31 days. When classified into Case 1 (normal condition), Case 2 (AET-driven), and Case 3 (PET-driven), we found that Case 2 FDs emerged approximately 1.5 times more frequently than those driven by PET (Case 3) across the Korean peninsula. Case 2 FDs were found to be induced under water-limited conditions, and led both AET and PET to be decreased. Conversely, Case 3 FDs occurred under energy-limited conditions, with increase in both. Case 2 FDs predominantly affected the northwestern and central-southern agricultural regions, while Case 3 occurred in the eastern region, characterized by forested land cover. These findings offers insights into our understanding of FDs over the Korean peninsula, considering climate factors, land cover, and water availability.

A Study on Estimation of Forest Burn Severity Using Kompsat-3A Images (Kompsat-3A호 영상을 활용한 산불피해 강도 산정에 관한 연구)

  • Forest fires are becoming more frequent and larger around the world due to climate change. Remote sensing such as satellite images can be used as an alternative or assistance data because it reduces various difficulties of field survey. Forest burn severity (differenced normalized burn ratio, dNBR) is calculated through the difference in normalized burn ratio (NBR) before and after a forest fire. The images used in the NBR formula are based on Landsat's near-infrared (NIR) and short-wavelength infrared (SWIR) bands. South Korea's satellite images don't have a SWIR band. So domestic studies related to forest burn severity calculated dNBR using overseas images or indirectly using the normalized difference vegetation index (NDVI) using South Korea's satellite images. Therefore, in this study, dNBR was calculated by substituting the mid-wavelength infrared (MWIR) band of Kompsat-3A (K3A) instead of the SWIR band in the NBR formula. The results were compared with the dNBR results obtained through Landsat which is the standard for dNBR formula. As a result, it was shown that dNBR using K3A's MWIR band has a wider range of values and can be expressed in more detail than dNBR using Landsat's SWIR band. Therefore, it is considered that K3A images will be highly useful in surveying burn areas and severity affected by forest fires. In addition, this study used the K3A's MWIR band images degraded to 30 m. It is considered that much better results will be obtained if a higher-resolution MWIR band is used.

Change of Blooming Pattern and Population Dynamics of Phytoplankton in Masan Bay, Korea (마산만 식물플랑크톤의 대발생 양상의 변화와 군집 동태)

  • To clarify the bloom pattern and species succession in phytoplankton community, the population dynamics with the determination of physico-chemical factors have been studies in Masan Bay, the south sea of Korea, for the periods November 2003-October 2004. Concentration of $NH_4-N$ was always higher than that of $NO_3-N$, which was similar level as compared to other costal areas. $PO_4-P$ concentration was lower than those in other coastal areas but similar to oligotrophic environments. Thus, phosphate seems the limiting nutrient rather than nitrogen. $SiO_2-Si$ concentration was also low as compared to other costal areas. Si:P ratio was low from autumn to winter, suggesting silicate and/or phosphate limitation during this period. The cell density of phytoplankton was high in winter 2003 and early autumn 2004. The carbon biomass was high in winter 2003 and summer 2004. And chlorophyll-a concentration was high in late autumn 2003 and summer 2004. Among 78 species of phytoplankton found in the bay during the investigated period, dominant species were two diatoms of Cylindrotheca closterium, Skeletonema costatum, and three dinoflagellates of Heterocapsa triquetra, Prorocentrum minimum, P. triestinum, and one raphidophyte of Heterosigma akashiwo. P. minimum dominated from late autumn to winter, but it was replaced by H. triquetra in late winter. P. triestinum dominated from late spring to early summer. Simultaneously, H. akashiwo cell density steadily increased, and it became dominant with C. closterium in late summer. With decreasing of H. akashiwo and C. closterium, S. costatum became the most dominant species in autumn. The canonical analyses showed that total phytoplankton cell density related to diatom cell density and it was affected by temperature, and concentrations of $NO_3-N\;and\;PO_4-P$. The carbon bio-mass and $chlorophyll-{\alpha}$ concentration related to diatom- and dinoflagellate cell densities and these were affected by flagellate cell density, salinity, and concentrations of $SiO_2-Si\;and\;PO_4-P$. Last six years monitoring data in Masan city obtained from Korean Meteorological Agency indicates gradual increase in air temperature. And the precipitation decreased especially in spring season. The winter bloom found in 2003 may be caused by the increase in the temperature and this bloom subsequently induced the nutrients depletion, which continued until next spring probably due to no precipitation. Therefore, the spring bloom, which had been usually observed in the bay, might disappear in 2004.

A Flora of Vascular Plants in Boraebong (보래봉 일대의 관속식물상)

  • Floristic study can help to understand the current status of species diversity, evaluate and predict distribution changes of plants based on the specimens, and record the climate environment and biodiversity of the Korean Peninsula. Boraebong is an area that has plant resources of conservation value, but there is concern about artificial interference through trail and forest road. Therefore, this study aims to report the vascular plants of Boraebong based on voucher specimens and photos and to use them as baseline data to conserve biodiversity of Boraebong. Also, it will be useful to prevent additional influx of invasive species through comparison with previous studies. The investigation was carried out 11 times from April to September in 2022 and confirmed a total of 455 taxa including 87 families, 269 genera, 401 species, 13 subspecies, 35 varieties, 6 forms. In addition, we confirmed the 4 taxa of red list plants (EN 2 taxa, NT 2 taxa), 18 taxa of Korean endemic plants, and 102 taxa of floristic target species (V degree 1 taxon, IV degree 16 taxa, III degree 31 taxa, II degree 31 taxa, I degree 23 taxa). Furthermore, alien plants 17 taxa, invasive species 2 taxa, useful plants 439 taxa were confirmed in Boraebong. As the results of comparison with previous studies, 98 total taxa including 38 families, 76 genera, 86 species, 1 subspecies, 8 varieties, 3 forms were newly identified in this study.

Effects of Pad Cooling Systems in Tunnel-Ventilated Broiler House on Reducing Indoor Temperature and Level of Temperature-Humidity Index during Summer (국내 터널식환기 무창 육계사에서 여름철 쿨링패드 사용에 따른 계사 내부 온도 저감 효과 및 더위지수(THI)에 미치는 영향)

  • As global warming worsens, it is feared that higher ambient temperatures and relative humidity might result in a more intense heat stress for livestock animals, especially broilers, which lack sweat glands for thermoregulation and have been selectively bred for rapid growth. Therefore, strategic livestock management is needed to mitigate the adverse effects of heat stress on broilers. In Korea's poultry farming systems, tunnel-ventilated broiler houses and pad cooling systems are commonly installed to lower indoor temperatures during the summer. However, caution is advised with pad cooling systems as they can increase the humidity inside the houses, potentially causing further harm. This study aimed to evaluate the effectiveness of pad cooling systems in tunnel-ventilated broiler house by assessing the reduction in indoor temperature using the Temperature-Humidity Index (THI), which accounts for the impact of relative humidity. Temperature and humidity data were collected during the summer (Jun to Sep) from eight farms with tunnel-ventilated broiler house located in different regions of Korea. The farms were divided into two groups based on the use of pad cooling systems is used, and temperature and humidity data, along with THI values, were analyzed two weeks before the birds were marketed. Meta-analysis results showed that at the hottest time of the day, 14:00, farms with pad cooling systems had significantly lower indoor temperatures compared to the control group, but observed an increase in indoor temperatures by 16:00 (p<0.05). There is no significant difference in relative humidity (p>0.05). The THI values decreased in the treatment group with cooling pads compared to the control group starting from 15:00, suggesting a diminished effect (p<0.05). This study indicates the potential for developing optimal operational guidelines for cooling pads to reduce heat stress in broilers during the summer season.
