  • This study analyzes the processes and the needs of public library services for multicultural populations based on cooperation between public libraries and local organizations. In-depth interviews with public librarians and officers of local organizations were conducted for this case study. Result shows that cooperation was inevitable because there was not enough library personnel compared to the amount of services they have to provide, and the librarians did not have proper skills to serve the diverse populations. Public libraries were cooperating with many local organizations including the Multicultural Family Support Center. Gatekeepers of ethnic communities were playing important roles in promoting and inviting participants for library programs. Many children and young adults with immigration background gained positive views on reading and libraries after participating library programs based on cooperation between public libraries and local organizations, which was recognized as the best achievement of cooperation by many interviewees. Despite many good results of cooperation, how to get to the majority of diverse populations who are not library users yet is still a question mark. Interviewees for this study all agreed that current library service has limitations and insisted a whole new method to invite immigrants and their families to public libraries should be created.

  • The local governments have utilized overseas offices of businesses within their jurisdiction as a forward operating base to discover and expand the overseas market. In addition, overseas offices of businesses are expected to play a big role in economic, cultural, and personal exchange, and collection of information regarding overseas market trends. Recently, inviting foreign capital, promoting cities, and attracting foreign tourists are being done through them. Since foreign capital invitation has an effect on creating jobs, the population influx, increasing local government revenues, there is a high degree of competition for it among local governments. Also, while local governments have set out to actively attract foreign tourists through city promotion marketing and developing products in connection with their region, overseas offices of businesses are playing a major role in doing the job. • The purpose of this study is to provide basic data for implementing library collaborative instruction (LCI) through investigating the effects of high school teachers' perceptions and experiences of school libraries on the recognition of LCI. To accomplish it, a questrionnaire survey of 198 teachers in 14 high schools in Seoul was conducted. As a result, teachers' perceptions of school libraries and school library experience had significant effects on the their willingness to implement LCI, which consisted of educational effect(EE), necessity and implementation plan(IP). In short, teachers' perception of school libraries influenced most variables in EE and did not influence necessity. All independent variables had significant effects on IP. This can be interpreted as that teachers recognize the need of LCI, but the perception of EE is influenced by conveying tool for the knowledge of LCI, such as education, promotion, and experience.
