Policy Implications of the Long-term Care Insurance System Revitalization Process for Establishing Integrated Care System in Japan (일본의 지역포괄케어시스템 구축과 개호보험제도 개정과정의 정책적 시사점)

  • Recently, the Ministry of Health and Welfare has emphasized the necessity to build community care, and the interest of health care- long-term care-social welfare system continues. In order to examine the future vision of long-term care for elderly people, which can be a core system in establishing community models for elderly people in the future, we will implement aging in place as a national policy project. It is meaningful to analyze in depth the case of Japan's policy implementation through the amendment process of long-term care insurance system. The purpose of this study is to examine the concept definition, operating system, and major promotion process of the Integrated Care System in Japan and to suggest policy implications for the future Korea long-term care insurance system. As a result of reviewing the operation status and revision process of the long-term care insurance system for establishing the Integrated care system in Japan, it is necessary to clarify the basic principles and construction of community care system, diversification of residence type and upgrading work, establishment of linkage network of health care-long term care-social welfare, expansion of support for family and self-mind.

  • This study attempts to provide implications for developing more efficient and effective community-based support system with AIP perspective for the elderly in Korea. The main purpose of this study is to analyze Japan's community-based integrated care system that respond to the concept of aging in place (AIP) and its cases. In Japan, they have offered Community-Based Service since 2005, and the advanced system which include integrated support categories and consolidated community/local resources will started in 2015 by The revision of Long-term Care Insurance policy, 2012. The result of policy analysis and case studies are as follows: 1) The suggestion for ideal support system model promoted a relationship of multiple agents include private sectors even resident and senior and specified responsibility sharing, 2) the system proposed Not only health and medical care support, living care and residence are also addressed as a comprehensive support. and 3) the amount of available community resource is different by each local government, but the effort to get the understanding of community residents and to connect with a potential community resource is also essential aspect to set effective community-based support system.

The Influence of a Local Social Welfare Service Delivery System on Service Satisfaction and Quality of Life for the Elderly : Mainly Focused on Hope Care Center of Namyangju City (지역사회복지서비스 전달체계가 노인의 서비스 만족 및 삶의 질에 미치는 영향 : 경기도 남양주시 '희망케어센터'를 중심으로)

  • The purpose of this study is to investigate the influence of the social welfare service delivery system of Namyangju City on the satisfaction degree of the elderly with welfare services and on their quality of life. This study conducted a survey of the elderly aged 65 and over who were either service users or nonusers of the public-private partnership welfare service delivery system called Hope Care Center. A total of 324 copies including 205 copies of Hope Care Center users and 119 copies of nonusers were analyzed. The analysis shows that the four key elements of welfare service delivery system are statistically significant to the service users of Hope Care Center than the nonusers with the users' higher level of satisfaction with the services. However, in terms of quality of life, there was no meaningful distinction between the two groups. This indicates that services of Hope Care Center increased the satisfaction with welfare services, thereby improving users' quality of life to the level of nonusers. Further studies for the same subjects are expected to be deeper if they compare and analyze the before and after of using Hope Care Center with more comprehensive independent variables.

  • Confronting rapid population ageing, Japanese government proposes various types of regional comprehensive care programs for elderly people. In particular, the Japanese government and local governments are making efforts to ensuring long-term care workforce. Among others, the government is pursuing measures to secure specialized manpower in various ways 1) Construction of infrastructure, 2) Loan system for long-term care worker, 3) Inflow of long-term care staff for foreign students, etc. Also, universities have trained numerous community care specialists through research centers for health care, social welfare, and specialized education. Korea is also expected to explode the demand for long-term care worker at the rapid rate of aging, and it is necessary to actively discuss measures to cope with it.
