A Study on Developing Guidelines for Specialized Public Library (특화도서관 운영 가이드라인 개발에 관한 연구)

  • The purpose of this study is to select a specialized topic that meets the needs of the local contents and the local people, based on this, the study develops practical guidelines for operating specialized libraries. For this purpose, forty-three libraries in domestic and foreign were selected to derive their implications by surveying the specialized libraries building process, regional characteristics, specialized books, budget, personnel, network, facilities, environment, programs, and publicity. Based on the suggestions reached, we proposed four stages of operation guidelines: the preparation stage for establishing a system to support specialized services and selecting regional specific topics, the stage for the establishment of the library environment in order to serve the selected specialized subjects, the operational stage of planning and providing information complex cultural services related to specialized subjects, and the diffusion stage that communicates with external institutions of the library for upgrading and expanding services.

  • 본 연구는 공공서비스의 지역특화발전특구를 위한 사전연구로서, 지역특화사업의 공공서비스 특구지정을 위한 논리적인 근거를 뒷받침하기 위하여 기존의 지식체계와 지역특구의 규제특례 실태 등을 분석해서 보령머드사업을 위한 정책 방향을 제시하는 데, 연구의 주목적을 두고 있다. 연구결과, 국가균형발전전략 패러다임의 변화 속에서 공공서비스로서의 보령머드사업은 공공성과 기업성, 지역성이 조화되는 지방공기업이나 공익사업 형태로 경영수익사업을 영위하는 것이 바람직하다. 또한 지역특화산업으로서의 지역성에 기반을 둔 산업단지 조성 등 인프라의 구축과 특색이 있는 지방화 및 세계화의 대응에 기여할 수 있는 보령머드특구 계획 수립을 제안하고 있다.

  • As the socialization of care is progressing rapidly, the necessity of community-level mental health intervention for older adults with severe social isolation and depression is also increasing. In line with the reorganization of the Individualized Support Services for Older Adults in 2020, the social relations revitalization project for the elderly living alone, which had been conducted as a pilot project in 2014~19, was expanded and reorganized into a separate specialized project within the Individualized Support Services for Older Adults. The purpose of this study is to enhance understanding of the specialized service and to clarify its conceptual framework. The characteristics and conceptual framework of the specialized service were examined through a review of the process of institutionalization of the specialized service, which included analysis of related literature and the pilot projects. Finally, it discussed what to consider in order for the specialized service to proceed as intended in the future, focusing on a couple of situations that occur at the fields.

A Study on the Development Direction of Library Specialization Based on Case Analysis (도서관의 특성화 사례 분석을 기반으로 한 도서관 특화방향 모색에 관한 연구)

  • The purpose of this study is to investigate and analyze actual cases of specialized libraries which are increasing in number due to the influence of the local government policy and the specialization-oriented social atmosphere and to explore the development direction of specialized libraries in the future. In order to do that, the distributions, collections, facilities, professional manpower, programs, and services of the libraries providing specialized services were investigated and analyzed. A total of 55 libraries were analyzed and the implications and proposed policy directions based on the analysis are as follows. First, when selecting a specialized subject, the library should consider the local resources, local identity, local brands and demand of local residents. Second, specialized collections should be related to the specialized topic, and the number of specialized collections should be more than 10,000, but the proportion of specialized collections compared to the total collections should also be considered. Third, the design of space should consider the specialized subject, taking into account that required spaces and types are different depending on the type of specialized subject. Fourth, Specialized libraries should have specialists from the specialized area and the role of universities and librarian education institutes seem to be critical for cultivating specialized personnel. Fifth, the program type implemented by specialized libraries should be appropriately selected and operated from the program types of view-type, event-type, lecture-tepe, experience-type and contest-type, based on the specialized subject.

A Study on Activation Plan of the Perception Survey Foundation for Specialized Library Librarian (특화도서관 사서의 인식조사 기반 활성화 방안 연구)

  • This study was carried out on specialized library librarians to investigate the status and overall satisfaction of specialized services and to compare the degree of importance and satisfaction of specialized subject data, specialized service places, specialization programs, specialized subject area facilities and environment based on ISA technique in order to derive problems and improvement measures for the operation of specialized libraries. As results, first, it was found that a specialized library subject should be selected based on the characteristics, history, and resources of the library location as well as based on the demand survey of the local residents and users. Second, based on the appropriate program type of specialized subject and the results from users' demand surveys, specialized libraries should develop different types of experience-type, lecture-type, view-type and the likes. Third, specialized library space types can be divided into integrated type, independent-in-integration type, and independent type. Even though it is most ideal to provide independently specialized space, the space must be constructed considering the circumstances and subject of specialization of each library. Fourth, specialized libraries should have at least one dedicated specialist in the corresponding subject. Dedicated specialists should provide lending and reference services related to the specialization such as tidying, browsing, reading and operating specialized programs. And a dedicated specialist must be an expert in the specialized subject and also a librarian who is responsible of the general library operation.

Comparative Study on the Perception of Specializing Libraries of Non-Specialized Library Librarians and Users (도서관 특화에 대한 비특화도서관 사서와 이용자의 인식비교 연구)

  • In this study, development directions for smooth introduction of transferring non-specialized libraries to specialized libraries are suggested based on the analysis conducted on non-specialized library librarians and users to investigate and analyze the comparative requirements for specializing libraries, specialization topics, demand for spaces and programs for specialization and view of important factors of each area when operating specialized libraries in future. As a result, first, when introducing a specialized library, it is necessary to derive a specialized topic that can identify and provide the characteristics of the region and the status of existing library. And a demand analysis. Based on this, the subject should be selected through the demand survey of the local residents. Second, from the stand point of targeted subjects of specialized service, it is necessary to provide tailored services by understanding the service range for each age group based on local population distribution and library user analysis. Third, experience-type, lecture-type and view-type can be suggested for specialized programs, considering the characteristics of the specialized subject field. It is ideal to operate combination of the three based on the subject filed details. Also, the characteristics of the subject and the types of program should be considered for specialized spaces. Finally, in order to systematically operate and promote specialized libraries, allocating dedicated personnel, linking with other institutions and strategies of promotion and marketing should be considered.

Development of Priority U-Service Model based on both Provider and Consumer Viewpoint (수요-공급자를 통합한 U-서비스 우선순위 평가모형 개발)

  • 이 연구는 u-City의 성공적 조성을 위해 u-서비스 공급자 측면과 수요자 측면의 요구를 충족할 수 있는 u-서비스 우선순위 선정에 관한 체계적 연구의 필요성에서 시작되었다. u-서비스 우선순위 모형개발을 위해 선행 연구를 토대로 수요자와 공급자의 서비스 결정 요인을 탐색적으로 도출하고, 전문가와의 브레인스토밍을 통해 u-서비스 결정의 확정적 요인을 도출하였다. 도출된 요인들을 계층분석(AHP)모형으로 설정하고, 1차 전문가 설문조사를 통해 요인별 가중치와 우선순위를 도출함으로써 공급자와 수요자를 고려한 u-서비스 우선순위 선정 모형을 제시하였다. 개발된 모형을 바탕으로 2차 전문가 설문조사를 통해 u-지역정보화에서 제시한 대구지역의 특화서비스를 평가하였다. 평가 결과 대구지역은 지역물류 지원서비스, 시각장애인 길안내 서비스, u-텔레매틱스 서비스가 상위권을 차지한 반면, u-지역정보화에서 제시한 안전방재지원서비스와 산업특화거리 등의 서비스는 중위권을 차지하고 있어 공급자 위주의 u-서비스 선정과는 차별성을 보였다. 개발된 u-서비스 우선순위선정 모형은 u-서비스 제공 및 사용의도에 기반한 모형으로 u-서비스 우선순위 선정을 체계적으로 지원할 수 있어 향후 성공적 u-City 조성에 기여할 수 있을 것이다.

A Study on the Users' Recognition of the ISA Based Specialized Library Operation (ISA 기반 특화도서관 운영에 대한 이용자의 인식조사 연구)

  • The purpose of this study is to investigate the status of specialized services, user experience, and the overall satisfaction for the specialized library users, and based on the ISA method, compare the specialized theme data, specialized service place, specialized program, specialized theme area facilities and environment, and derive issues of the specialized library operation and improvement measures. Consequently, first, when selecting the theme of the specialized library, the theme ought to be selected to reflect the regional characteristics, history and demographics of the library, and the demand survey of the local residents and library users would need to be considered. Second, when planning the specialized program, the specialized library ought to consider operating differentiated programs based on the program operator who has the expertise to improve the quality of the program. Furthermore, sufficient theme related books and space must be secured, and moreover, the program must be planned in connection with the book collection. Third, the specialized library should be so structured as to ensure that the space may serve specialized themes provided by the library in order to provide specialized collections, services, and information services for the users. In addition, reflecting the needs of the users in designing the space must be considered.

A Study on the Development Direction of Specialized Library in Gimpo City Reflecting User Class and Regional Characteristics (이용계층 및 지역특성을 반영한 김포시 특화도서관의 발전방향 도출에 관한 연구)

  • In the context of accelerating the establishment of specialized libraries, this study aims to reestablish the entire system of specialized libraries scattered by Gimpo City as the Gimpo City Library has been in operation for 20 years. It aims to establish a specialized vision and strategy. In this study, the operational problems of the Gimpo library were discussed from three perspectives. First, there is a problem in selecting a special theme. Next is the problem of using specialized materials. Lastly, it is a matter of not operating the actual specialized program. Based on this analysis, three directions for the development of specialized topics were proposed. First, the selection of specialized topics based on local content and user needs. Second, it is necessary to prepare a plan to activate specialized services. Third, local specialty networks should be strengthened.

A Study on the Relationship between Specialized Topics and Library Space Composition (특화주제와 도서관 공간구성의 관계에 관한 연구)

  • As one of the challenges providing sufficient Social Overhead Capital (SOC), such as cultural and sports facilities, installing small libraries and remodeling old public libraries are crucial to provide local community a public space and specialized services. In order to achieve such objectives, those libraries need to designate special themes while operating and providing services. In this study, we sought to find the relationship between the specialized themes and the spatial composition of the library. For this purpose, we investigated the specialized themes, spaces, services, spatial composition of program, and external environment. Analysis results showed that those libraries need to coordinate various areas according to the respective themes as well as categorization for its specialization subjects in order to stimulate activities of the libraries and to increase the usage rates. In addition, we have identified that a variety of spaces, such as thematic experience zones, are needed to improve the libraries' performance.
