The Analysis of Promising Technology of Regional Main Industry Using Patent Indicators - Focusing on Changwon-si - (특허지표를 활용한 지역주력산업 유망기술 분석에 관한 연구 - 창원시를 중심으로 -)

  • Patent indicators were used to analyze the movements of local industries in order to derive blank technologies due to rapid changes in technology in the 4th Industrial Revolution and to discover promising technologies. Currently, Changwon-si is gathering a lot of technical information to develop hydrogen electric vehicle technology as a future regional flagship industry to discover it as a promising technology in the future. Collecting technical information has many problems in terms of time and cost due to classification methods, technical trends, and similar technologies. Therefore, a systematic classification of technical information and a method for easily deriving technical trends are needed. In this paper, we analyzed the blank technology and promising technology trends for the future core industries of the region through the method of measuring the growth rate of patents and the frequency of patent application through the patent indicators.

Changes in Industrial Structure and Competitiveness of Manufacturing Crisis Region: Focusing on Gunsan City (제조업 위기지역의 산업구조 및 경쟁력 변화: 군산시를 사례로)

  • Since 2010, there have been phenomena that the recession of key industries has spreaded into a regional crisis, affecting the overall regional economy in Korea. The purpose of this study is to analyze how the regional industrial structure and manufacturing competitiveness has been changed in Gunsan, which is in crisis due to the decline of the shipbuilding and automobile industries. As a result, the pace of change in industrial structure of Gunsan has accelerated, and this is because the mass employment released from the key industries has been absorbed into other industries, but there were no manufacturing fields that could replace the recession of the key industries. Among the manufacturing of Gunsan, the degree of specialization of the basic industries has been gradually weakened, and in addtion, the weakening of location competitiveness has brought a negative impact on the growth rate differential of the manufacturing. It is necessary to closely examine changes in characteristics of regional industrial structure for Gusan to find an alternative direction in order to respond to the manufacturing crisis.

  • This paper aims to clarify the change in industrial structure and industry itself, and makes suggestions for the industrial development direction at transitional periods in the Chungcheongbuk-do(province) region. Because profits of regional gross production in Chungcheongbuk-do region flow out of the region, basic industries must be brought up. For this phenomenon, main manufacturing must be developed for the industrial power of the next generation of high added values that combined with digital industry; the petrochemistry, semiconductor industry as major type of industry, and automobile industry as minor type of industry. Also for supporting industry, education service, health and welfare, research and development services that are knowledge-based service industries in Chungcheongbuk-do region, must be formated the network among corporations and constructed regional innovation system linked with educational institutions, precision chemistry industry and biology technology as major type of industry, and precision machinery and tools industry as minor type of industry.

A Study on Analyzing Structural Changes and Growth Factors of the Three Main Industries in Ulsan Metropolitan City using Regional Input-Output Tables (지역산업연관표를 이용한 울산광역시 3대 주력산업의 구조변화와 성장요인 분석)

  • This paper analyzes empirically how the three main industries (petrochemical industry, shipbuilding industry, automobile industry) that are driving the growth of Ulsan region in 2005~2013 have grown by what factors. For this purpose, we investigate the structural changes of the three main industries by using regional input-output tables announced by the Bank of Korea and examine the growth contribution rate of each industry that is divided into domestic final demand, export demand, import substitution for final goods, import substitution for intermediate goods and technological change, respectively. The growth rate of gross output and aggregate demand in petrochemical and automobile industries increased in 2010-1013 compared to 2005-2010, but the growth rate of gross output and aggregate demand in shipbuilding industry slowed down. As a result of analysis of factors contributing to the increase in gross output of the three main industries, export demand has the greatest effect. By industry, the rate of growth contribution of export demand in petrochemical industry is recorded as 209.23% in 2005-2010 and 113.78% in 2010-2013, respectively. The rate of growth contribution of export demand in automobile industry is recorded as 258.72% in 2005-2010 and 72.69% in 2010-2013, respectively. On the other hand, the rate of growth contribution of export demand in shipbuilding industry is recorded as 94.47% in 2005-2010, but it decreased to -255.32% in 2010-2013. Analysis of growth factors of Ulsan's three main industries is expected to serve as the basis for reorganizing related industrial policies and establishing them.

  • "산업화는 늦었지만 정보화는 앞서가자."라는 구호아래 각 지방자치단체가 경쟁적으로 정보화 도시를 꿈꾸고 있다. 산업화에서 크게 뒤져있는 강원도 그 중에서도 원주시가 도시발전방향으로 정보통신분야를 주력산업으로 하려는 청사진을 마련하려 하고 있다. 도내에서는 산업화 조건이 가장 양호한 원주시가 대규모의 공해산업유치보다는 공해가 없는 첨단 정보통신산업의 유치를 통하여 도시발전을 모색하려는 것은 어쩌면 필연이라고 해야 할 것이다. 지방자치제가 본격적으로 성숙되면서 지방중심으로 경제활성화의 주요시책들이 거론되는 시점에 이러한 세미나를 개최를 통하여 과연 원주시가 정보통신도시로 거듭 태어나 지역경제를 활성화시킬 수 있는 방안을 논의하는 것은 뜻깊은 일이라 생각된다.

  • This paper aims to consider and draw policy implications for industrial crisis areas in advanced European countries with extensive experience in implementing regional industrial policies for regions facing industrial and employment crises due to deindustrialization, the decline of main industries, and industrial restructuring. In Europe, the paradigm and focus of support policies for industrial crisis areas have varied from time to time and from country to country. In particular, since the 2008 global economic crisis, it has again become a major issue of regional policy. Europe's recent policies for industrial crisis areas are characterized by a new model of development, with its focus on regional economic growth and job creation, and in the form of multifaceted and comprehensive regional policies through policy mix that combines regional development policies, industrial policies and employment policies.

Discovering locally customized and future promising industries using patent analysis : Centered on the Case of Busan city (특허 분석을 통한 지역맞춤형 미래유망산업 발굴 및 도출에 관한 연구 : 부산 지역 사례를 중심으로)

  • The aim of this paper is to suggest methodology for local governments when discovering locally customized future promising industries with regard to policies of central government, regional competencies, and industrial promising. Firstly, key industries by region specified in '5-years regional industrial development master plan(2014)' were utilized. Secondly, science and technology competency by region was calculated with analyzing patent data in each key industries. Thirdly, industrial promising was verified by calculating Knowledge Stock and Activity Index based on measuring industry-IPC linkage. Based on the methodology proposed above, case study(case of Busan city) was done. Finally, 7 core industries and 94 candidates of future promising industries were extracted on the basis of 5 digit of KSIC subdivision. The methodology is expected to contribute local governments to establish evidence-based, efficient, and future-oriented local R&D roadmapping.

  • 2002년도에는 국민의 삶의 질 향상과 지역 균형 발전을 각 정부 부처의 정보화 추진이 이루어 질 것으로 전망되고 있다. 또한 정부의 생산성 향상과 산업경제가 발전하는 데에도 큰 몫을 할 것으로 보여지고 있다. 이는 지난 9월 19일 정부가 이한동 국무총리 주재로 제 16차 정보화 추진 위원회를 개최하여 심의, 확정한 내년도에 각 부처가 추진해 나갈 23개 분야별 2003년도 정보화촉진시행계획에 따른 것이다. 이날 확정된 2002년도 분야별 정보화 촉진 시행계획에 따르면 2002년 정부가 추진할 정보화사업은 총 24,156억원(국비 16,867억원, 지방비 6,782억원, 민자 508억원)으로 집계되었다.

The Impacts of Korea-China FTA on the Major Industries in Daegu-Gyeongbuk Region (한·중 FTA가 대구·경북 지역 주요 산업에 미치는 영향 분석)

  • Recently, Korea had virtually reached an FTA deal with China on November 10, 2014 after the 14 rounds of negotiation during past two and half years. The two countries agreed to the FTA's 22 chapters, including products, services, investment, e-commerce, finance, communication, and other trade issues, but rice and several sensitive agricultural and fisheries products were excluded from the deal. Korea and China will remove their import tariffs on more than 90 percent of all products and more than 85 percent of imports by value within 20 years once the FTA is implemented. This paper intends to analyze the impacts of Korea-China FTA on the major industries in Daegu-Gyeongbuk region. Considering the statistics on the bilateral trade between China and Daegu-Gyeongbuk region, import tariff rates of the two countries, trade specialization indices of the major industries, and the package of Korea-China FTA deal, this study investigated the sectoral effects of Korea-China FTA on the four main industries, textiles, electrical-electronics, machinery and auto parts, and steel and iron industries in that region.

  • According to economic growth theory, location configuration of business enterprises engaged in specific industries has spatial affinity. In this research we defined industrial concentration index to measure industry agglomeration using the characteristics of dispersion parameter of negative binomial distribution, and used the industrial concentration index to examine aspect of spatial configuration change. We utilized Census on Basic Characteristics of Establishments of 1995 and 2000 to deduce industrral concentration indices of 7 knowledge-based industries and 9 strategy-based industries of Choongbuk Province and analyzed the aspect of spatial configuration change.
