This study is a review paper on the contents and policy direction of the 'Transformative regional innovation policy'. The transformative regional innovation policy is a policy that develops countermeasures against climate crisis, aging, and polarization with a vision of system transformation from the perspective of local residents. The structure of the study is as follows. First, it deals with the characteristics of transformative regional innovation policy theory, which is distinguished from existing regional innovation policies. Next, studies related to major elements of transformative regional innovation policies, types of system transformation, and industrial formation are reviewed. The elements that differentiate the transformative regional innovation policy from existing policies are summarized and issues to be addressed in order to develop future discussions are drawn.

In spite of arduous policy efforts to address the deprived region problem emerged in the rapid industrialization and urbanization processes since the 1960s, it is well acknowledged that there are some policy limitations. In a recent effort to improve the policy for the deprived regions, the national territory is divided into 4 groups such as urban, rural, growth promotion, and special situation areas and various policies for the deprived regions have been consolidated into a policy for the growth promotion areas. The purpose of the study is to classify the already-designated 70 growth promotion areas and examine the differentiated characteristics of different types in order to propose more regionally situated policy approach to the deprived areas. The study shows that the types of the 70 growth promotion areas are much differentiated one another in terms of internal characteristics and dynamics. It is therefore further argued that the policy efforts need to be area-specific in order to address the policy demand for the deprives regions in a more efficient way.

본 연구에서는 농촌지역정보화 사업에 대한 추진주체를 바탕으로 한 '민간주도형' 농촌지역정보화 마을과 '정부주도형' 농촌지역정보화마을간의 운영상의 차이점을 사례연구를 통하여 비교 분석하였다. 민간주도형인 경우, 자생력, 커뮤니티, 다양한 아이디어 창출 등의 측면에서 강점을 보인 반면, '정부주도형'인 경우, 확산속도, 사이트 운영, 하드웨어 보급 등의 측면에서 강점을 나타냈다. 이러한 비교분석을 통해 본 연구에서는 농촌지역정보화의 성공적 운영을 위한 유용한 가이드라인을 제공하고자 한다. 특히 지역정보화 사업을 추진하는 정부, 지방자치단체, 지역주민에게 방향설정을 제시해 줄 것이다.

최근 연구에 의하면 엘니뇨 패턴의 중심이 열대 동태평양에서 중앙태평양으로 이동하는 양상을 보이고 있는 것으로 보고되고 있으며 태평양 연안 국가를 중심으로 이에 대한 연구가 많이 진행되고 있다. 본 연구에서는 진화하는 엘니뇨패턴과 관련하여 한반도의 영향을 미치는 태풍을 중심으로 태풍의 활동특성과 그에 따른 지역별 태풍강우의 특성을 비교 분석하였다. CT/WP 엘니뇨와 관련하여 북서태평양 지역에서 발생한 태풍이 한반도에 미치는 영향을 분석하기 위하여 태풍에 의해 발생한 여름철 강우와 중호우 사상의 발생특성을 분석하였다. CT 엘니뇨해에는 한반도의 서남부 지역에서 태풍에 의한 여름철 강우가 감소하는 경향이 나타났으며, 동북부 지역에서는 증가하는 특성이 있음을 확인하였다. 또한 WP 엘니뇨 해에는 한반도 대부분 지역에서 태풍에 의한 여름철 강우가 증가하였으며, 중북부지역과 중서부 지역에서 통계적으로 유의한 증가패턴이 있는 것으로 분석되었다. 본 연구의 성과는 태풍을 고려한 지역 맞춤형 기반시설 확충 및 유역대책 수립, 수자원 확보 등에 대한 기초자료로 활용 될 수 있을 것으로 기대된다.

The article attempts to explore community change perceived by participants result from The Integrated Program for Infant and Young Children, a program operated by the Community Chest. The participants expressed and shared their experiences through photos and discussions using the Photo-voice method under the theme of 'community life, its meaning and change'. The main themes were 1. In the past, 'community life,' non-meaningful space; 2. Now, we have shared identity, 'You are not alone'; 3. Our village which is a new place in my life. The article also may suggest issues on both community intervention for early children development program and organization for fosterers as social capital. Additionally, photo-voice method enabled participants to find the way to restructure their community from non-place to place. There were three stages, the first was to reflect on their community, the second was to re-inhabit in the community, and the last was to restore the community.

기후변화에 따른 강우특성의 변화는 다양한 기상이변과 극한사상의 발현으로 사회적 관심이 높아지고 있는 이슈이다. 일반적인 기후변화 연구는 전지구 기후 모델 (GCM, General Circulation Model) 산출물에 기반하여 생산된 미래 기상정보를 바탕으로 이루어진다. 최근 국내 연구에서 주로 활용되는 자료는 IPCC 5차보고서(AR5)의 과학적 기반자료로 활용되는 CMIP5(Coupled Model Intercomparison Project, phase 5) GCM 산출물이다. 수자원, 농업, 경제의 다양한 분야에서 기후변화 영향평가가 심층적으로 이루어지고 있는 가운데 미래기간에 대한 GCM 산출물에 대한 신뢰성에 대한 평가 연구는 상대적으로 미흡한 실정이다. 모델의 신뢰성은 산출물의 실제 현상에 대한 재현성을 평가함으로서 가늠할 수 있다. 본 연구에서는 한반도 지역에 대한 전지구 모델의 성능을 평가하기 위해 동아시아 지역의 격자단위 관측자료를 수집하여 과거기간(1970~2005)에 대한 강우특성 공간분포를 분석하고 이에 대한 GCM 산출물의 재현성을 평가하였다. 위도와 경도에 따른 강우특성의 공간적 변동성에 대한 GCM 결과의 상관성과 평균/절대오차를 산정하여 29개 CMIP5 GCM의 순위를 결정하여 제시하였다. 이 분석은 동아시아 해안지역과 한반도 지역을 구분하고 다양한 강우특성에 대한 재현성을 통합적으로 고려하여 이루어졌다. 연구 결과 오차 통계와 대상지역에 따라 GCM 순위가 상이하게 나타났으며 특히 공간분포의 패턴과 절대적 오차를 기준으로 판단한 GCM 순위가 크게 다르게 나타났다. 대체로 Hadley Centre 계열 모델의 동아시아 지역에 대한 강우특성 재현성이 높게 나타났으며 한반도 지역만을 대상으로 평가했을 때 MPI_ESM_MR과 CMCC center 계열 모델의 재현성이 높게 나타났다. 본 연구결과는 향후 한반도 지역의 기후변화 영향평가에 가중있게 고려되어야 할 GCM의 선정과 GCM 성능고려에 따른 기후변화 예측 불확실성 평가에 적용될 수 있으며 다양한 영향평가 연구결과의 신뢰도 제고에 기여할 것으로 기대된다.

The aim of this study was to search conditions activating the regional consortium for regional culture education in schools. Results of this study are follows: the regional consortium consists of parents of students, communities, schools, school boards, public institutes, and NGO groups. The consortium contribute the educational support and development for student activities in schools. Furthermore the consortium make an offer to coordinate and facilitate the delivery of information, resources, and services to students, educators, employers, and the community. Therefore, the consortium might be best described as "matchmakers" that help ensure that our customers are able to easily connect with providers of the services they need. The consortium will be made up of a network of service providers from across its region that all collaborate in helping to connect the local education and school communities.

최근 우리나라에서는 기상이변과 기후변화에 의한 국지성 집중호우의 발생으로 인해 인명 및 재산 피해가 증가하고 있고, 특히 도시지역의 경우 산업화와 도시화로 인한 홍수량 및 첨두홍수량이 뚜렷하게 증가하고 있는 것으로 나타나고 있다. 이에 따라 기후변화와 도시화 등을 고려한 확률수문량의 재산정이 요구되고 있으며, 이를 위한 한 방법으로 지역빈도해석(regional frequency analysis)에 대한 연구가 꾸준히 진행되고 있으나 도시유역에 대한 지역빈도해석에 관한 연구는 미비한 실정이다. 따라서 본 연구에서는 도시지역에 대한 지역빈도해석의 적용성을 검토하기 위해 주요 도시유역을 분석대상으로 선정하고, 해당 도시유역 내의 AWS(Automatic Weather System) 자료를 수집한다. 대상지역의 AWS 자료를 구축한 후, 각각의 자료에 대해 대표적인 지역빈도해석 기법 중의 하나인 홍수지수법(Index Flood Method)을 적용하여 확률강우량을 산정하고 지점빈도해석 결과와 비교하여 도시유역에 대한 지역빈도해석의 적용성을 판단하고자 한다. 대상지역에 대한 홍수지수법의 적용결과를 살펴보면, 지점빈도해석에 의한 확률강우량보다 홍수지수법에 의해 산정된 확률강우량이 작게 추정되는 것으로 나타났다.

This research strives to find the effective Local Currency Model that considered regional characteristics of Innovation city. Currently, the issuance of the domestic local currency has been increased due to COVID-19 Pandemic, yet most regions operate it in the same way without consideration of the characteristics and environment for each region, which leads to a lack of motivation for local communities to continue to participate. The regional characteristics of innovative cities were analyzed in order of policy characteristics of innovation cities, population growth issues, settlement and consumption environment. The new local currency model was proposed for innovation cities based on a private blockchain system with the participation of public institutions to solve and supplement regional issues.

본 연구는 공공서비스의 지역특화발전특구를 위한 사전연구로서, 지역특화사업의 공공서비스 특구지정을 위한 논리적인 근거를 뒷받침하기 위하여 기존의 지식체계와 지역특구의 규제특례 실태 등을 분석해서 보령머드사업을 위한 정책 방향을 제시하는 데, 연구의 주목적을 두고 있다. 연구결과, 국가균형발전전략 패러다임의 변화 속에서 공공서비스로서의 보령머드사업은 공공성과 기업성, 지역성이 조화되는 지방공기업이나 공익사업 형태로 경영수익사업을 영위하는 것이 바람직하다. 또한 지역특화산업으로서의 지역성에 기반을 둔 산업단지 조성 등 인프라의 구축과 특색이 있는 지방화 및 세계화의 대응에 기여할 수 있는 보령머드특구 계획 수립을 제안하고 있다.
