A district energy system plays very important role to fulfill energy demand in regional areas. This paper diagnoses the necessity of the development of an economical operation system for the efficient operation of district energy plants located in Seoul. The effect anticipated from the use of the optimal operation system is also analyzed. Production and consumption of energy are estimated for the district energy plants at Suseo, Bundang, Ilwon and Jungang located near in Seoul, Korea. The problem is formulated as a mixed integer linear programming(MILP) problem where the objective is to minimize the overall cost of the district energy system. From the results of numerical simulations we can see that the energy efficiency is improved due to the application of the optimal operation conditions provided by the proposed model.

The purpose of this study was to identify the effect of simulation integrated with problem based learning(SIM-PBL) on nursing students. A non-equivalent pre-post test of quasi-experimental design was used. 37 were assigned to an intervention group and 41 to a control group. SIM-PBL was applied to intervention group and simulation was applied to control group. Data were analyzed using the SPSS 20.0 program. There were significant increases in system thinking(t=2.14, p=.036), proactivity in problem solving(t=2.07, p=.042), and performance ability for medication(t=5.26, p=<.001) in the intervention group compared to the control group. However, there was no difference in learning flow between the intervention and control groups. In order to adapt to the clinical setting, it is necessary to consider the SIM-PBL needs to be considered in the curriculum of nursing students.

현재 지역산업진흥계획이 수립되기까지 수도권 억제와 지역경제 활성화를 위한 다양한 정책 및 법령들이 수립${\sim}$제정되어 왔으나, 그 성과는 미흡하였고, 첨단산업과 지역의 발전을 함께 추구한 과학기술 집적지 조성정책도 연구기관과 산업체간의 기술개발에 대한 수급의 불일치, 지역별 특성화와 차별화 미흡, 사업간 연계성 부족 등으로 성과는 미약하였다. 중앙 부처에서 다양한 지역산업 관련 기술개발 지원사업도 전개해 왔으나, 부처별로 독자적으로 사업을 추진하여, 정책 상호간의 연계성이 부족하고 투자 효율성이 저조하여, 산업자원부에서 산업발전법에 근거하여 2002년 '지역산업진흥계획'을 수립하였다. 이 계획은 지역별 전략산업을 중심으로 한 지역혁신체제 구축에 초점을 두고 있으며, 지역의 내생적 성장을 위한 네트워크 형성, 투입요소 증대에서 지역 산업경쟁력 강화로의 전환, 중앙정부와 지자체의 공동 계획입안 등에서 기존의 정책들과 차이를 보인다. 지역산업정책의 최종목표는 '지역균형발전'이며, 중간목표는 '지역산업의 활성화'라고 할 수 있다. '지역산업의 활성화'를 위한 기본전략으로 '3개 권역별 전략산업 집중 육성'과 '제도적 기반 구축'을 제시하고 있다. 이러한 기본전략은 매우 포괄적이어서 정책수단으로 보기에는 무리가 있다. 따라서 이러한 기본전략 하에 추진하고자하는 사업들을 검토하고 평가의 목적에 맞게 유형화함으로써 동지역균형발전과 지역경쟁력의 강화이며, 그 기본전략으로는 지자체의 역할제고를 바탕으로 한 전략산업 중심의 지역혁신체제(Regional Innovation System : RIS) 구축을 제안하고 있다. 지역 내에서는 각 조직 간의 역할분담이나 연계가 이루어지지 않아 인력과 재원 및 특정분야에 대한 중복투자 문제가 지적되고 있으며 각각 소규모여서 규모의 경제효과를 꾀할 수 없고 경제적 효과가 가시화되는 데에는 오랜 시일이 걸리고 있고, 지역의 산업발전을 체계적으로 기획하고 지역내 다양한 이해관계를 조정하는 총괄 추진기구가 없어 효율적인 지역산업육성에 한계가 있었다. 지방정부의 과학기술예산 및 전담조직, 산업경제예산 및 전담 조직의 부족과 미 정착으로 독자적인 지역과학기술정책이나 지역산업정책은 물론이고 지역혁신정책을 수행하기 어려웠으나, 지역의 특성과 잠재력에 맞는 사업을 발굴하여 중앙정부에 건의하고 지역 내 각 프로젝트를 총괄 조정하는 중개자 역할을 지역전략산업기획단이 그 역할을 수행하고 있다. 지역혁신체제의 중심기관으로 중개기관과 협력 프로그램에 의한 플랫폼 구축 및 지역산업발전의 기획${\sim}$조정기구로서, 선진국의 지역발전기구(Regional Development Agency : RDA)인 지역전략산업기획단이 2002년도부터 산업자원부와 9개 시도에 의해 설립되어 지역네트워크의 활성화와 클러스터의 형성 촉진을 하게 되었고 2004년도에는 13개시도로 확대${\sim}$운영되고 있고, 지역특화사업(H/W)과 지역산업기술개발과제(S/W)와 함께 패케지 형태로 지원되며, 주요역할은 크게 지역산업의 정책기획 분야와 평가관리, 지역혁신역량 조사 및 DB구축 등으로 구분된다. 그중에서도 권역별, 지역별, 지역산업진흥사업 육성과 중장기 산업발전계획을 수립하기 위하여 지역혁신역량을 바탕으로 한 지역 Technology Road Map(TRM)작성사업은 전국공통의 1단계 사업으로 실시 ?榮쨉?, 2005년 3월 기준으로 9개 지역(강원, 대전, 충남, 충북, 경북, 울산, 전남, 전북, 제주) 26개 산업분야를 대상으로 23개가 완료된 상황이다. 이를 근거로 한 지역정책과 R&D 과제 및 필요 인프라의 도출이 체계적으로 구축되어 지역산업 발전을 위한 기술역량이 강화될 것이다.

연구배경: 최근 청소년 흡연의 저연령화 문제가 심화되고 있어 청소년 흡연 대책마련이 절실히 요구되고 있다. 그 중에서도 흡연예방교육은 근본적인 문제를 해결할 수 있는데, 우리나라의 교육여건상 흡연예방교육을 위하여 할애할 수 있는 시간과 독립성, 교육내용상의 질을 한꺼번에 개선하기는 매우 힘들다. 이과 같은 문제를 해결하기 위하여 본 연구는 기존의 교과 과정의 구조에 체계적인 연계성 이론을 적용하여 통합적인 흡연예방 프로그램을 구상하게 되었다. 연구방법: 수직적/수평적인 연계성 이론에서 통합성, 접합성, 연결성의 3가지 영역을 적용하기 위한 방법은 다음과 같다. 1) 지식, 태도, 기술, 행동에 따른 일반적 가이드 라인을 재조성하였다. 2) 효과적인 흡연예방을 위한 사회/심리적인 요인을 기존 교과와 같이 보완할 수 있도록 개발하였다. 3) 기존 교과서의 내용을 분석하여 흡연예방과 관련된 효과와 단원을 파악하여 2)과 3)을 접합하였다. 4) 연결성은 거시적인 관점에서 지금까지 개발된 모든 요소들이 관련되어 있음을 보여 주어야 하므로, 본 연구는 가이드라인, 강화내용, 각 교과 단원이 모두 연결되어 있음을 보여주는 표 제시로 완성하고자 하였다. 이 연구를 위하여 각 교과를 대표하는 교과서 총 111권이 검토되었다. 연구결과: 청소년 흡연예방에 효과적이라고 알려진 사회/심리적인 모든 요인들은 사회, 윤리, 도덕 등의 교과에서 충분히 다루고 있음을 알 수 있었다. 그러나, 흡연과 직접적으로 관련되어 있지 않기 때문에 흡연예방교육과 상관이 없다고 여겨질 수 있다. 이러한 단점을 보완하기 위하여 각 관련 교과와 단원, 흡연예방관련지도를 제안하는 교사용 보완 지도자료 지침서가 개발되었다. 흡연예방교육에 필요한 모든 교육적인 요소들이 수직적(초중고등학교), 수평적(각 교과간)으로 연계되어 있음을 보여 주었다. 연구결론: 독립적인 흡연예방 프로그램을 개발하기 보다는 이와 같이 기존의 커리큘럼에 구조적으로 통합할 수 있는 흡연예방 프로그램이 비용-효율적일 수 있다.

본 논문은 급증하는 제주지역의 풍력발전설비의 증가에 따라 제주계통의 안정적 운영을 위하여 제주EMS 기능의 일부인 경제급전프로그램의 개선된 내용을 소개하였다. 풍력발전기의 출력은 수시로 변하고 그 예측이 곤란하여, 소규모 계통인 제주계통의 불안정성을 야기할 우려가 더욱 커지고 있다. 이에, 계통운영자가 제주지역 풍력발전기 변동특성을 고려하여 계통운영을 할 수 있도록 풍력발전량 대비 연계선 및 발전기 예비력을 설정 또는 계산하여, 경제급전 참여 발전기에 대한 발전량을 배분할 수 있도록 개선된 제주EMS의 경제급전프로그램의 개선된 내용을 제시하였다.

새만금호의 목표수질 달성과 지속가능한 관리를 위해서는 비점오염 관리의 필요성이 강조되고 있다. 특히, 새만금호 상류 유역은 농경지 비율이 38%로서 높아 농업활동에서 유래하는 농업 비점오염원의 효과적인 관리가 필요하다. 이를 위해서는 농업비점오염 저감기술의 개발하는 물리적 기술적 접근만이 아니라 농업인과 지역주민의 참여와 함께 행정적인 지원을 포함하는 사회 경제 문화적 접근을 포함하는 통합적인 접근 즉, 거버넌스가 요구된다. 이러한 거버넌스를 새만금유역의 농업비점 관리에 적용하려는 노력의 일환으로 "새만금유역 농업비점오염관리 거버넌스구축 사업모델 개발"에 대한 연구를 2015년부터 2016년까지 2년간 추진하게 되었다. 본 연구의 목적은 농업비점오염 관리를 위한 거버넌스 구축과 운영에 필요한 요소들을 도출하고 각각의 요소별 추진 프로세스를 개발하고 최종적으로 이를 상호 연계하여 운영하는 기법을 개발하는 것이다. 농업비점오염관리 거버넌스 구축의 접근 방향으로는 신규구축형과 기존정책사업연계형으로 접근하는 것이 바람직 할 것으로 판단된다. 거버넌스 시스템은 참여단위와 행정단위, 그리고 이것을 연계 지원하는 '중간지원조직'의 다층적 거버넌스 구조로 제안하였다. 참여단위 거버넌스는 공동체단위와 개별 농가단위의 참여 프로그램으로 설계하였다. 특히, 참여단위 거버넌스의 지속성을 유지하기 위해서 커뮤니티비즈니스 육성이 필요할 것으로 나타났다. 1차년도(2015년)에는 신규구축형을 중심으로 진행을 위하여 전라북도 부안군 백산면 용계리를 연구대상 지구로 선정하였다. 참여단위 거버넌스 구축을 위하여 연구대상 지구에서 우리 마을과 물 이야기, 우리마을회의 등 통하여 주민이 생각하는 지역의 역사와 문화 등 잠재자원을 발굴하였고, 이를 바탕으로 침체된 마을 공동체를 마을길을 연결하여 다시 활성화 하고, 물이 흐르는 마을도랑으로 가꾸고, 단절된 이웃간 마음을 연결하기 위한 "마을길-물길-마음길 연결" 커뮤니티 비즈니스 프로젝터를 도출하였다. 이러한 거버넌스구축 프로그램의 정보의 공유와 확산을 위하여 커뮤니티 비즈니스 안내판을 설치하고, 마을소식지(청파)를 제작배부하고 거버넌스구축 과정을 담은 마을영상다큐 제작을 진행하였다. 2차년도에는 커뮤니티 비즈니스 심화과정을 운영하고자 한다. 본 연구의 결과는 앞으로 농촌지역의 비점오염관리를 위한 거버넌스구축 등 정책 및 제도개선에 도움이 될 것으로 기대된다.

청소년 활동은 극기훈련과 모험훈련의 정도로만 여기고 있었다면 본 연구를 통하여 새로운 페러다임의 변화를 모색 할 수 있으며 지역복지 시설의 유휴시설 공간 활용을 통해 맞춤형 청소년 프로그램을 새롭게 개발하는데 도움이 됨과 동시에 청소년활동의 영역을 활성화하는 체계를 마련하는데 목적이 있다.

This study measures the effect of oral health promotion program based on community networking for elementary school students in community child center. The community networking were constructed of community health center, headquarters for community child center and school of dental hygiene in community. First, we were educated the student and teacher of community child center, separately. Community health center planned and evaluated the program, and school of dental hygiene ran the maintenance program once a month for 3 months and evaluated the program. The teacher of community health center were supported and monitored the children. The comparison was done in independent t-test of awareness, knowledge and behavior of children of community child center in both lower grades and upper grades and paired t-test of patient hygiene performance (PHP) index was conducted before and after oral health promotion program. As a result, PHP index and oral health knowledge increased significantly after oral health program in lower grades and upper grades (p<0.001). The positive attitude for oral health about "Whatever I do, my tooth-will be decayed" increased more in upper grades better than lower grades after oral health promotion program (p<0.05). We suggest that oral health program based on community networking should be constructed for oral health promotion of elementary school students in community child center.

Recent accidents in school environment involving violence, and bullying indicate that school safety is exposed to a serious threat to community well-being. Such incidents come as big problem because various policies and programs have widely long been implemented in order to protect the school environment. Thus, it is critical for the local community and goverment to develop measures for prevention. However, some of the incidents are misrepresented because school environment still remains as one of the safest settings. The current study discusses successful case studies of education, policies and projects regarding school violence and safety that are enforced in many other nations. One of the most practical and concrete means of pursuing an improved level of school safety is for the local community to be actively involved in the process. And one of the key factors for the success of international programs was that it was very much an integrative approach involving a joint effort with the local communities, accompanying a strong tie between the school and its surrounding context.

This study attempts to investigate the current situation, limitations and improvement strategies of humanities programs in public libraries. Specifically, this study also surveys such humanities programs open in public libraries and compared strengths and weaknesses of the programs. For the study the researcher participated in such humanities programs for the observation. For the interview, data were collected from public librarians who are in charge of such humanities programs. Supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians and program participants. For the suggestion, future strategies to improve the quality of such programs and to cope with changes of user demands and future trends, the researcher put the emphasis on the networking with local art/cultural communities, proactive marketing strategies, practical program management strategies, and program development on the basis of user needs.
