제주도(濟州道) 연근해어업(沿近海漁業)의 구조개선(構造改善)에 관한 연구(硏究)

  • 한국(韓國)의 연근해어업(沿近海漁業)은 국내외 여건의 변화로 경쟁력(競爭力)을 잃어가고 있다. 따라서 구조개선(構造改善)을 통한 활로개척의 필요성이 강하게 대두되고 있으나, 중앙정부(中央政府) 차원의 어업여건(漁業與件) 개선은 장기간이 소요될 것으로 예상된다. 따라서 지방화시대(地方化時代)를 맞이하여 수산정책(水産政策)도 지방정책(地方政策)에 의한 지역적 특성을 가진 정책으로 발전시켜나갈 필요가 있다. 여기에서는 그런 차원에서 본토(本土)와는 지리적(地理的), 사회적(社會的), 경제적(經濟的)으로 상당히 독립된 특성을 가지고 있는 제주도(濟州道)에 있어서의 연근해어업(沿近海漁業)에 관한 각종 자료를 이용하여 어업의 현황을 분석하고, 나아가 생산성(生産性)을 보다 향상시킬 수 있는 어업구조(漁業構造)의 개선방향(改善方向)에 관하여 연구하였다. 그 연구결과(硏究結果)는 다음과 같다. 1. 제주도(濟州道) 연근해어업(沿近海漁業)의 실태(實態) 1) 어업인구(漁業人口)는 계속 감소하고 있으며 부녀자(婦女子) 비율이 뚜렷하게 높다. 2) 어선세력(漁船勢力)은 10톤이하의 소형선(小型船)이 꾸준히 증가되고 있으며, 10~50톤급의 증가률(增加率)도 매우 높다. 3) 어항(漁港)은 107개가 있으나 그중 80%는 비법정(非法定)의 소규모(小規模) 어항(漁港)이었다. 4) 어선어업(漁船漁業)은 연승(延繩) 유자망(流刺網) 채낚기 분기초망어업(焚寄抄網漁業) 등을 중심으로 이루어지고 있다. 5) 생산물(生産物)의 종류는 어류(魚類)가 주축을 이루고 있고, 대부분 고급(高級) 어종(魚種)이며, 가격은 상당히 높다. 6) 어선어업(漁船漁業)의 한어기(閑漁期)에 관광산업(觀光産業)과 연계하여 운영하고 있는 유어어업(遊漁漁業)은 상당히 발전할 소지를 가지 고 있다. 2. 문제점(問題點) 1) 어업인구(漁業人口)는 감소하는 반면 부녀자(婦女子)의 참여율은 높아 어선어업(漁船漁業)에 종사할 인력의 수급이 어려우며, 이것이 조업규모(操業規模)를 지속적으로 확대하지 못하는 요인이 되고 있다. 2) 어항시설(漁港施設)이 미비하여 어선어업(漁船漁業)의 규모를 확대시키기가 곤란하다. 3) 연근해어업(沿近海漁業) 어획물(漁獲物)의 판매를 위한 제도 및 시설이 소비환경(消費環境) 및 기호변화(嗜好變化)에 적절히 대응하지 못하고 있다. 4) 유어어선(遊漁漁船)의 운영기반(運營基盤)이 취약하여 활성화되지 못하고 있다. 5) 어업의 경쟁력 확보를 위한 기술교육(技術敎育) 및 연구(硏究) 지도체제(指導體制)가 취약하다. 3. 구조개선(構造改善)의 방향(方向) 1) 어업인력(漁業人力)의 안정적인 수급(需給)을 위하여 어민(漁民)의 정주환경(定住環境)을 개선하고, 어민후계자(漁民後繼者) 육성사업(育成事業)의 자금지원 수준을 향상시켜야 하며, 수산고등학교(水産高等學校) 졸업자(卒業者)를 수산계대학(水産系大學)에 일정 비율 정원외(定員外) 특예입학(特例入學) 시킴으로써 기술(技術)의 고도화(高度化)와 어촌 정착 동기를 높여 주어야 한다. 2) 어업인력(漁業人力) 감소에 대비하여 어선의 장비를 현대화, 생력화(省力化)하여 적은 인력으로도 운영이 가능하도록 유도하여야 한다. 3) 어업의 경쟁력 확보를 위해 어항시설(漁港施設)을 확충하고, 소비자(消費者)의 기호변화(嗜好變化)에 대응하여 위탁판매(委託販賣) 장소를 중심으로 종합어시장(綜合魚市場)을 개설해야 하며, 이와는 별도로 활어위판장(活魚委販場)을 시설하여 어획물(漁獲物) 부가가치제고(附加價値提高) 및 유통개선(流通改善)을 이루어야 할 것이다. 4) 유어어선(遊漁漁船)의 운영도 편의시설(便宜施設)을 확충하고 인공어장(人工漁場)의 조성을 추진하여 안정적인 부업으로 정착될 수 있도록 하는 노력이 필요하다. 5) 연구(硏究) 지도(指導)의 강화를 위하여 제주도(濟州道)에 소재하고 있는 연구(硏究) 지도기관(指導機關)을 적극적으로 활용함은 물론, 필요하다면 기관을 개편 증설하고, 어업인력(漁業人力)의 질적 향상을 위한 어민교육원(漁民敎育院)의 설립도 검토해 볼 필요가 있다.

THE PSYCHOSOCIAL CHARACTERISTICS OF ADOLESCENT DRUG USER (약물사용 청소년의 심리-사회적 특성)

  • This study intended to investigate the characteristics of adolescent drug user in Korea. A questionnaire on adolescent drug use was administered to 1st or 2nd grade 898 students (465 males, 433 females) from 9 senior high schools in Seoul area. The extent of current using six representative drugs such as cigarettes, alcohol, chemical substance inducing hallucination(e,g., thinner, bond etc.), psychostimulant, hypnotic and minor tranqulizer was self-reported. Also their psychological distress, self-concept and individual-related variables such as academic grade, deviant behavior, drug-using peers, the perceived availability of drugs, the degree of family discipline, and the perceived parents' attitude for drinking and smoking were surveyed. Subjects were grouped into six(male) or five(female) subgroups (nonuser, simple experiencer, one kind of drug user, two kinds of drugs user, three kinds of drugs user(male only), minor tranqulizer user) to their extent of drug use. Then ANOVA procedure performed for group comparison of their psychological distress, self-concept and individual-related variables. The results showed that the most popular drugs among adolescents in Korea were cigarettes and alcohol. Minor tranqulizer was used by about 2.8% of male and 7.41% of female subjects. In general abusers showed lower academic grade, more deviant experiences, having more drug-using peers, higher degree of psychological distress, and lower postitive self-concept than nonuser group. According to the results of discriminant analysis, hostility and deviant behavior were reliable predictive variables that distinguished abuser group from nonuser group among the associated variables in this study. These results suggest that some common factors affect drug use of Korean high school students : high school students who have many common risk factors could be abusers more easily. These findings supported risk factor theory that the extent of drug use of adolescents might be associated with general maladjustment in everyday life.

The Development of a Role Play Instruction Model to Increase Higher- order Thinking Ability in Geographical Education (고급사고력 신장을 위한 역할놀이 교수-학습 모형 개발에 관한 현장 연구)

  • The purpose of this study is to develop a role play instruction model to increase higher-order thinking abilities in geographical education. This study reviewed the references which included the contents of higher-order thinking abilities, and discussed the educational significance and application of role play instruction model. The developed role play instruction model was applied to four classes in high school in Korea. After applying the model, this study asked some question about the model to the students which engaged in this model. Higher-order thinking essentially means thinking that takes place in the higher-levels of the hierarchy of cognitive processing. Higher-order thinking abilities contain critical thinking abilities, creative thinking abilities, problem solving and decision making abilities, meta-cognition abilities. The role play instruction model is an effective method which can increase higher- order thinking abilities. The questioning to students which engaged in the class of applying to role play instruction model provides feedback about development instruction models to increase higher-order thinking abilities.

Research on Ways to Improve Science Teacher Education to Develop Students' Key Competencies (학습자의 핵심역량 제고를 위한 과학 교사교육 개선 방안)

  • The purpose of this research is to investigate ways to improve science teacher education in order to subsequently develop students' key competencies. Since the OECD redefined key competencies as 'what people should know and be able to do in order to lead a successful life in a well-functioning society, many countries have emphasized competency-based curriculum. In this research, we collected and analyzed foreign and domestic classroom cases that have implemented competency-based curriculum in science teaching. Through open-ended interviews with the teachers and principals we explored ways to improve science teacher education to develop students' key competencies. According to the results, the competency-based curriculum necessitates a shift in teachers' roles including teachers as role models for their students, multifaceted roles of teachers, and teachers as researchers. In light of the teacher's community, teachers need to form a professional learning community, increase practice-based professional development opportunities, build the teacher's knowledge base, put various experts into the classroom, and build a partnership with the local community and other experts. In the conclusion section, we also discussed institutional and political supports necessary for the competency based education.

Effects of a Positive Peer Relationship Training Program on Self-Esteem, Bullying, and Depression for Children in Early Adolescence (또래관계증진훈련 프로그램이 청소년 초기 아동의 자존감, 집단따돌림 및 우울에 미치는 영향)

  • Purpose: This study was done to identify the effects of the Positive Peer Relationship Training Program on self-esteem, bullying, and depression. Methods: The research design was a quasi-experimental research with a nonequivalent control group non-synchronized pre-posttest. The recruited participants were forty-four 6th graders at an elementary school in G city. The research was carried out from September 10 to November 19, 2012. To test the effects of the Positive Peer Relationship Training Program, the participants were divided into two groups, an experimental group (23) and a control group (21). The Positive Peer Relationship Training Program was provided to the experiment group for 45 minutes/session twice a week, for 4 weeks. Data were analyzed using Fisher's exact probability test, $x^2$-test and t-test with the SPSS/WIN 18.0 program. Results: After attending the Positive Peer Relationship Training Program, no significant differences were found in self-esteem scores but significant differences were found in bullying and depression scores between the experimental group and the control group (t=1.27, p=.212, t=-2.10, p=.042; t=-2.37, p=.023). Conclusion: The results indicate that the Positive Peer Relationship Training Program is an effective nursing intervention for decreasing bullying and depression among Children in Early Adolescence.

The United States CHES Program: The Role and Development of the Modern Health Educator (미국의 CHES 프로그램: 현대 보건교육사의 역할과 제도의 발전)

  • Objectives: The field of health education is still relatively new and is therefore evolving and developing rapidly throughout the world. Many countries' certification programs are still being created. This paper will discuss on the US CHES system of regulation, accreditation, and implementation for the future development of international health education programs. Methods: This article focuses on the United States CHES credentialing program, specifically on its historical development and the roles, employment settings and socioeconomic demographics of current CHES professionals through literature review. Results: The roles and skills required vary by employment setting, with seven universally recognized responsibilities of health educators. There are also 35 key competencies which are crucial to the role of the health educator, with 163 sub-competencies performed by all health educators. The employment of health educators will increase from 62,000 in 2006 to 78,000 in 2016. As the costs of healthcare increase, employers are projected to hire more health educators to decrease healthcare costs through prevention and early detection of chronic illnesses. Community health non-profit agencies, academia, healthcare (hospital/clinic), schools, government/government contracting, and businesses are some of the most widespread employment settings for health educators in the United States. Conclusion: Better understanding of this longstanding and successful program will benefit countries developing their own certification system. The variety and specificity of the information on the US CHES program may be of value as South Korea continues to develop its Korean CHES program.

Construction of Learning Contents Using Korea and Mongolia Historical Heritage (한국과 몽골의 역사문화유산을 활용한 학습방안 구축)

  • In Korea, the traces of Mongolian history and culture are often found in Korean life and customs. Under these perceptions, this study has attempted to develop the learning contents using the Mongolian historical and cultural heritages in Korea. For this, the perspective on Mongolia in Korean History and Social Studies textbooks and the exhibition of Mongolian cultural materials in a museum have been analyzed. In addition, this study has researched a plan to develop learning contents for exhibition and education using the Mongolian historical & cultural heritage and folklore materials in Korea and people's perspective on Mongolia in the ancient western maps as a way of understanding the historical and cultural heritage between Korea and Mongolia. In addition, a way of taking advantage of the Mongolian historical and cultural heritage in Korea from the view of world history has been proposed to share historical views and promote cultural exchanges between the two countries. Furthermore, the development of learning contents of the museum using the historical and cultural heritage between Korea and Mongolia could be grounds for humanistic studies from the view of understanding multiculture and characteristics of international culture.

Analysis of Working Memory for Attention Deficit Hyperactivity Disorder (ADHD) Children using fMRI (주의력결핍 과잉행동성장애(ADHD) 아동의 작업기억 과제 수행 시 fMRI 분석)

  • Attention deficit hyperactivity disorder (ADHD) students' intellctual defects, learning problems, and poor academic achievements seem to be due to significantly lower intelligence compared to the normal students, but rather the characteristic of inability to pay attention at a given time can be seen as the more attributing reason. In this study, a comparison between the ADHD students and the normal students will be performed using a fMRI analysis in order to differentiate the brain function between the two groups during a working memory task performance and to assess the difference in the activated regions of the brain. Clinical survey examinations and fMRI measurements were performed for a group of 26 elementary students from the Incheon area. The stimulus of fMRI was a working memory. Cartography statistically analyzed parameters and the Statistical Package of Social Sciences using single-sample t-test, two-sample t-test, were analyzed by multiple regression analysis, the statistical significance level was p<0.05 in, respectively. The disproportionate developments could be seen in the ADHD students group such as the frontal cortex, parietal cortex, thalamus, and caudate nucleus, among others. In addition, as some students felt the increase in the difficulty of working memory task performance, the orbitofrontal cortex and the hippocampus were activated, which seems to be the result of an effort for looking for an answer. More types of ADHD students needs to be secured as research subjects, and more stimulations for fMRI experiments should be considered as it would be useful in the overall evaluation of brain function.

The Study of Sexual Behavior of the Middle School Students (중학생의 성행동 관련 요인)

  • The aims of this study were to identify the significant predictors of the sexual behavior of middle school students. The subjects consisted of 603 middle school students (male 344, female 259). The data was collected through self-report questionnaires, which were constructed to include the attitudes to sexual behavior, sexual permissiveness, perceived behavioral control, sexual behavioral intention, father's child-rearing attitudes, mother's child-rearing attitudes, friends' attitudes to sex, exposure to pornography, and sexual behavior. The data was analyzed using the SPSS 19.0 program. The significant predictors of sexual behavior of middle school students that explained 51.0% of the variance in sexual behavior were the friends' attitudes to sex, alcohol drinking experience, experience of sexual abuse, sexual permissiveness, exposure to pornography, sexual behavioral intention, perceived behavioral control, father's child-rearing attitudes, and mother's child-rearing attitudes. These findings suggest that the approach to a sexual education promotion program for middle school students should consider multisystemic predictors.

Structural Equation Model for the Subjective Happiness of Adolescents : Focused on Perceived Stress, Activities and Practices (청소년의 주관적 행복감 구조모형 : 스트레스 인지와 의도적 활동중심으로)

  • This study was designed to examine the relationships among the levels of perceived stress, dietary behaviors, physical exercise, drinking, smoking, and relief from fatigue through sleep which affect the subjective happiness in adolescents. Based on the study findings, this paper proposes the basic data required for offering practical solutions to improve the subjective happiness of adolescents. IBM SPSS 20 and AMOS 23 were used to conduct frequency and descriptive analyses, in conjunction with Pearson's correlation coefficients, the AMOS bootstrapping method and phantom variables, for the raw data obtained from the 9,599 participants included in the 11th Korea Youth Risk Behavior Web-based Survey. Those factors having a direct effect on the subjective happiness of the adolescents were the level of perceived stress, relief from fatigue through sleep, physical exercise, dietary behavior and smoking. Perceived stress had an indirect effect on subjective happiness, and the analysis of the indirect effect and significance level of multiple mediators by means of phantom variables showed that, as well as perceived stress, relief from fatigue through sleep, physical exercise, dietary behaviors, and smoking also had indirect effects on subjective happiness. Consequently, a multidisciplinary approach is needed to optimize the subjective happiness in adolescents and financial support for environmental improvements is particularly necessary.
