지난해는 본격적인 지역사회 중심의 사회복지서비스 시대의 원년이라는 수식어가 따라다닐 만큼 사회복지서비스 영역에 중대 변화를 예고했던 몇 가지 일들이 있었다. 사회복지서비스 관련 사업의 지방이양과 그에 따른 재정분권, 사회복지사업법 개정에 따른 지역사회복지체계의 구축, 지역복지계획의 수립, 사회복지사무소의 설치 등이 바로 그것이다. 이미 2001-2002년에 전국 15개 지역을 대상으로 지역사회복지협의체 시범사업이 실시되었고, 2003년 6월 사회복지사업법을 개정하여 2005년8월부터 전국234개 기초자치단체를 대상으로 지역사회복지협의체(이하 협의체)를 구성, 운영하도록 하였다.

The public and private sectors have quite different views on the operation of community welfare alliance. Their understanding of the issues has a vast difference, which may lead to twisted operation of the community welfare alliance. In fact, there are many areas that have troubles in the operation of the alliance. This study systematically analyzes limitations that the alliance has and it goals to draw out improvement policies to overcome them. As a study method, a survey is conducted on the leaders of community welfare alliance to suggest an AHP analysis model on the issue awareness and improvement policy. Concentrated on the analyzed results and implications entailed through the analysis, this study suggests improvement policies to overcome such limitations that the community welfare alliance has.

실제 지역사회복지계획 수립은 곳곳에서 허점을 노출하며 시작부터 삐걱거리고 있다. 2004년 지역사회복지계획 및 지역사회복지협의체 구성과 운영 방법 등을 골자로 한 사회복지사업법 개정안 을 발표할 당시엔 올 6월말까지 각 지자체가 복지계획을 수립해 제출토록 했으나, 현재 8월말까지로 2개월 늦춰졌다. 보건복지부 사회정책기획팀 관계자는 “기한을 맞추는게 중요한 게 아니라, 부실을 예방하는 게 더 중요하기 때문에 계획제출 기한을 늦춘 것”이라 설명했다.

This study was made in order to evaluate the effectiveness on the activities of Community Welfare Association through the inter-agencies, carried out in 14 regions in our country as the examples. I'd like to emphasize the two main points in this study. One is whether the community practitioners have positive thoughts or not, about the evaluation on the activities through the inter-agencies. The other is how the receivers react to the inter-agency services. In order to find the solutions for two questions, the survey data of Korea Institute for Health and Social Affairs were reanalyzed. First, the attitudes of the practitioners are as follows; that is, the directors of the organizations have negative opinions about the communication, while practitioners have positive evaluations. About the performance of its roles, 68.2 percent of practitioners showed positive reactions, and 77.8 percent answered it's necessary to manage the community association continuously. The receivers have positive evaluations in general about the inter-agency services. In the comparison of the community activities between before and after, domiciliary services were improved because there was a meaningful statistical difference, however, other services such as medical care service were not bettered. And there was no difference between before and after in the CSQ.

The purpose of this study is to explore the feasibility of establishing the elderly protection system for the elderly in the local community, and to explore the linkage model and action strategy. In Korea, there is a need to build a comprehensive elderly care system so that elderly people can have appropriate counseling and support programs in the community, as the elderly increase their diverse needs (leisure, housing, employment). In this study, we set up a linkage model of elderly care system and suggested two ways to practice it. First, it is suggested that it is desirable to focus on the formation of the elderly protection system in the community, and divide the practice process into three stages: organization, practice, and organization. Second, it is necessary to apply the long-term care professional manpower which can play a central role such as care manager and nursing care provider in order to apply the community organizing model of the elderly protection system and stable operation of long-term care insurance for the elderly. In addition, a social welfare council and a private network should be established to form a social welfare council, the establishment of related legal provisions, and the education of care managers. Therefore, it is necessary to establish basic data through this study, to establish diverse strategies and plans for the elderly protection system, and to promote it in a phased manner.
