All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.

Methods: Development of a community health center-based hospice management model involved evaluation of existing hospice-related research, including literature review, and research on hospice facilities at the study site, as well as evaluation of model operation. The latter involved community health center-based hospice test operation, and evaluation of test operation by a research team, including of a nursing professor majoring in hospice care and staffs from a community health center in Busan metropolitan city, regional cancer center, and regional terminal cancer patient medical institute. The study was conducted in the 2008 calendar year. Results: The community health center-based hospice management model provides service linked with local community resources, focusing on the local community health center. Financial and administrative assistance is provided by the regional cancer center, with collaboration from academic health care professionals who guide the operation management. The community health center hospice nurse in consultation with a visiting nurse team registers terminally-ill cancer patients and, after assessment, the hospice team prioritize hospice care during team meeting. Care is delivered by staffs and volunteers. Conclusion: The developed community health center-based hospice operation management model maximally utilizes available community health resources to produce qualitative improvement of regional health and welfare policy through improving the lives of home-based cancer patients and their family who are in medical blind spot.
This study aims to explore the reexperience of trauma caused by experience of discrimination and stigma from South Korean. For this purpose of this study, focus group interview methods are used. The participants are five women who escaped from North Korea and they were from 20s to 50s. From the outcomes of this study, I find out that they had experienced to put in prison, to let arrest to let human traffic, and sexual or physical assault. Now they have PTSD(Post Trauma Stress Symptom) of nightmare related with past trauma, avoidance of interpersonal relationships and similar situations, and retrospection and memorization of negative experiences. In that situation, they also have experienced discrimination caused by lack of understanding of their suffering in South Korea. And almost of them suffer from poor situation economically and physically. Participants regret their entry to South Korea and perceive that their hope has gone. And they have anger of Korean's discrimination and stigma and they feel suicide impulse after experiencing very difficult situation. These negative experiences affect their PTSD and make reemergence of trauma experience. In conclusion, the outcomes of this study are discussed and I proposed the practical suggestions which have affected decreasing the PTSD.
Purpose: This study was to examine whether a health care model that provides comprehensive medical services based on population groups to members of the medical cooperative is applicable as a policy alternative in terms of medical use and cost. Methods: Data were derived from National Health Insurance claim data in 2019. We compared the medical volume and expenses of patients who visited social cooperative-type medical clinics with other patients, control group who visited other clinics in a local area. Results: The average number of visit days was 25.3 days in social cooperative-type medical clinics, more than 24.2 days in the control group (p=.004). However, the average medical cost per visit was KRW 46 thousand in social cooperative-type medical clinics, which was significantly lower than KRW 51 thousand in the control group (p<.001), and the total medical cost was also KRW 16.1 billion in social cooperative-type medical clinics and KRW 16.9 billion in the control group. Conclusion: We identified that a population-based health care model might change patients' behaviors to health care services and decrease total medical cost. Further population based experiment is needed to develop alternative healthcare model.

The purpose of this study was to examine the effect of telephone intervention on the reduction of depression after the intervention for the elderly living alone during the COVID-19 pandemic. A one-group pretest and posttest design was used to examine changes in depression level following telephone intervention a once a week for 10 weeks. The subjects of this study were older adults aged 65 registered with 3 social welfare institutions in Wonju, and a total of 114 elderly completed a questionnaire before and after the intervention. Telephone intervention was provided by 56 nursing student volunteers, and each student was in charge of 2-3 elderly people. The depression score decreased from 6.59±3.74 before the intervention to 5.01±3.34 after the intervention (t=4.959, p<.001). Study findings suggest that telephone intervention is effective as an emotional support for the elderly living alone during the COVID-19 pandemic. Further research is needed to expand the scope of various subjects and regions, including the elderly not living alone.

The purpose of this study is to suggest implications from the case of health information service for patients in overseas hospital libraries. A total of 89 overseas hospital libraries were selected, including general hospitals, specialized hospitals, women's hospitals, children's hospitals, and veterans' hospitals. The health information service that is provided in general and common in 89 hospital libraries was surveyed and the differentiated health information service was investigated next. As a result, first, it can be seen that the establishment of hospital libraries and the provision of health information services are common outside of Korea. Second, various human resources such as librarians, health information specialists, medical specialists, social workers, clinical librarians, health education specialists, and volunteers are utilized. Third, it provides not only print materials but also various information sources such as electronic materials, websites, pamphlets, brochures, and provides health information in various languages. Fourth, in providing health (information literacy) education and programs, services are provided through linkage with hospitals, local public libraries, and local communities. The implications for domestic hospital libraries are as follows: First, the change of awareness of the establishment of hospital libraries and the provision of health information services; second, the support of the curriculum and associations and the need for continuing education; third, it is necessary to link with related organizations for mandatory and diversification of health information services in hospital libraries.
This study aimed to assess the factors affecting the level of happiness and a sense of happiness among senior men and women, including sociodemographic characteristics, health behavior, subjective health level, and healthcare utilization, using the 2017 Community Health Survey (CHS). A total of 67,835 older adults were enrolled for the study, 27,979 males and 39,856 females. The results showed that education level and total household income affected the happiness in female elderly, while having a spouse increased happiness in male elderly. In addition, both male elderly and female felt a great of happiness when they had good health behaviors, perceived themselves to be in good health, and had no restrictions with healthcare utilization. Subjective health status and healthcare utilization seem to have a substantial impact on happiness because older adulthood is a period marked with increased physical vulnerability compared to other age groups due to diminished physiological functions. Based on these results, the government should expand subsidies for welfare for the aged to provide lifelong education opportunities and the existing elderly education and programs in health-related organizations should reflect the characteristics of the elderly. Furthermore, social service systems and programs related to the elderly should be re-evaluated so as to develop services and programs tailored to the elderly to promote their happiness more effectively.
As we cannot think of our lives without a nation, it is closely related to almost every part of our daily lives. The role of government is becoming more important in the complex modern society as an essential element of national authority even though the government has indirect and secondary characteristics in its functional performance. Therefore, the government has to be efficient in planning and executing its policies, and it needs to be representative and fair as part of a national authoritative community. In the 21st century when symbolic and cultural importance of images are becoming more important, it is crucial for the government organizations to have an integrated identity design system that can satisfy both of these requirements of the government. However, the C.I.(Corporate Identity) of each Korean administrative branch has been developed separately and sporadically, which resulted in lack of consistency as part of the government. Shape and material of their C.I.s that follow short term design trend and popularity also lack uniqueness which can be distinguished from those of any private corporation. This may show that our government lacks systematic administrative capability, since image of a feature represents its characteristics and reality, and their recognition and evaluation from others become identity of the feature. In this perspective, the purpose of this thesis is to suggest an identity design system that has certain rules and regularity with wide variety of possible alterations for the central administration in Korea. In order to represent this visually, identity design system with both integrity and variety of possible alteration is created based on traditional Korean culture, especially the concept of Umyang-ohaeng and Samjae.
