지자체, 지역사회복지 허둥지둥

  • 실제 지역사회복지계획 수립은 곳곳에서 허점을 노출하며 시작부터 삐걱거리고 있다. 2004년 지역사회복지계획 및 지역사회복지협의체 구성과 운영 방법 등을 골자로 한 사회복지사업법 개정안 을 발표할 당시엔 올 6월말까지 각 지자체가 복지계획을 수립해 제출토록 했으나, 현재 8월말까지로 2개월 늦춰졌다. 보건복지부 사회정책기획팀 관계자는 “기한을 맞추는게 중요한 게 아니라, 부실을 예방하는 게 더 중요하기 때문에 계획제출 기한을 늦춘 것”이라 설명했다.

A Study on the Quality and Logic Construction's Validity Improvement of Community Plan - Focused on the Case of Gyeongju-si Community Plan - (지역사회복지계획 논리구성의 타당성과 질 강화 -경주시 지역사회복지계획 사례중심-)

  • The paper aims to improve the quality and validity of community plan using the content analysis on gyeongju-si. To achieve it, the relevant literatures reviewed, and established the basic framework and three criteria of community plan, then adapted these criteria to the gyeongju-si community plan. Findings are like: Firstly, the measurement criteria of validity are clarified into three; vertical consistency on the whole plan's hierarchical structure, horizontal relevancy between the section plans, clearness of statement. Secondly, generally, gyeongju si plan didn't satisfy the criteria of validity. Based on these results, it specifically offers a impoverishment strategy including the guidelines' upgrading.

지역복지협의체, 제대로 가고 있나?

  • 지난해는 본격적인 지역사회 중심의 사회복지서비스 시대의 원년이라는 수식어가 따라다닐 만큼 사회복지서비스 영역에 중대 변화를 예고했던 몇 가지 일들이 있었다. 사회복지서비스 관련 사업의 지방이양과 그에 따른 재정분권, 사회복지사업법 개정에 따른 지역사회복지체계의 구축, 지역복지계획의 수립, 사회복지사무소의 설치 등이 바로 그것이다. 이미 2001-2002년에 전국 15개 지역을 대상으로 지역사회복지협의체 시범사업이 실시되었고, 2003년 6월 사회복지사업법을 개정하여 2005년8월부터 전국234개 기초자치단체를 대상으로 지역사회복지협의체(이하 협의체)를 구성, 운영하도록 하였다.

A Study on Community Development Practice for Children: Applying the Perspective of CCIs (아동중심의 지역사회개발 실천연구 -'포괄적 지역사회 계획(CCIs)'관점 적용-)

  • Applying the perspective of Comprehensive Community Initiatives (CCIs), this paper attempted to examine community development practice for children. Using focus group interviews, this qulitative research study collected data from six social workers in Guryonpo-village(fishing village) and Ganeong 1-dong village(city village), all of whom have experience in community development practice for children. The main results were as follows: First, it was found to be important to access the community in the initial stage of CCIs. Second, indigenization strategies were useful for the fishing community. Third, it was important to organize parents of children in poverty. Lastly, the community development practice was more successful in the fishing village than in the city village.

  • Using a method of Community-Based Research, Reconstructed action plaining for community change within the rural community is to mobilize and develop community resources, to develop and change community service delivery system, to communicate on community issues and advocacy. Research findings are as follows: Firstly, community outreach, its utility is finding some needy client within the lack of resources absolutely. Secondly, one is linking communities between a poor community and a wealthy community. Finally, one is building initiative social capital. The results suggest that social policy for rural community should built up service delivery system. It needs for local government to maintain community change by financial support. It has to link social welfare system and medical system.
