This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

This study evaluates YALSA's Competencies for Librarians Serving Youth: Young Adults Deserve the Best announced at the Young Adult Library Services Association(YALSA), a division of the American Library Association(ALA) on January 2010. For this study, we investigated fifth librarians working at the National Library of Korea to find out the requirements, effectiveness, and difficulties regarding seven areas and forth-eight detailed qualifications indicated by YALSA's Competencies for Librarians Serving Youth through survey. The results show that the more important areas required for youth services librarians were identified as knowledge of materials, administration, leadership and professionalism. Difficult areas of competencies are communication, marketing and outreach. Analysis of forty-eight detailed qualifications according to their importance and the level of difficulty shows that the more important areas are A4(encourage young adults to become lifelong library users by helping them to discover what libraries offer, how to use library resources, and how libraries can assist them in actualizing their overall growth and development) and A1(develop and demonstrate leadership skills in identifying the unique needs of young adults and advocating for service excellence, including equitable funding and staffing levels relative to those provided for adults and children), while the most difficult area of competencies is C4(Design, implement, and evaluate a strategic marketing plan for promoting young adult services in the library, schools, youth-serving agencies and the community at large).

현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

The purpose of this study is to make an inspection of the School Library Opening Policy. Some problems show the policy is not only ineffective but also disadvantage to the development of school libraries. The writer suggested three principles and critical strategies for the successful implementation of the School Library Opening Policy.

흔히들 네트워크(network)들의 네트워크라 불리는 인터넷의 급속한 보급은 개별기 관들이 적은 비용으로 전세계에 산재해 있는 정보를 효율적으로 검색할 수 있을 뿐만 아니 라, 개별기관들을 전세계에 쉽게 알릴 수 있는 환경을 제공하고 있지 때문이다. 개별기관들 의 인터넷 접속은 ISP(Internet Service Provider)를 통해서 이루어진다. ISP는 IP 주소를 할 당해주고, 인터넷 접속서비스를 제공하는 업체로서 우리 나라의 경우 비영리업체로는 교육 전산망, 연구 전산망 등이 있고 영리업체로는 Kornet, Boranet, 아니네트 등이 있다. 구미 선진국의 경우 지역기관들을 대상으로 하는 ISP가 설립되어, 인터넷을 이용한 지역정보화의 견인차 역할을 담당하고 있다. 즉, 지역 기관들이 일정한 지분을 참여하여 ISP를 설립하고, 이에 가입한 지역 기관들에 저렴한 가격으로 인터넷 접속 서비스를 지원하고 있다. 이러한 지역 ISP의 설립은 지역적 특성을 반영하여, 지역 중소기업의 정보화라던지 지역교육기관의 정보화 등과 같은 특정한 목적 달성을 위해 효율적으로 활용될 수 있다. 본 연구는 ISP에 대한 현황을 알아보고, 지역 ISP의 설립을 통한 인터넷 접속의 효율화 및 특정 목적을 위한 ISP에 발전방안을 제시하기로 한다.

트레인코리아(주)(대표 이연삼)는 지난 1995년 100% 외국 투자로 설립된 기업이다. 미국에 본사를 둔 트레인의 아시아지역 80여 개의 영업지사 중 하나인 트레인코리아는 한국 법인으로 출범하여 국내 시장 및 국내 건설사들의 해외 프로젝트 등을 담당하고 있다. 올해 5월 조선호텔 건물에너지사업에 (주)에너지솔루션즈와 함께 우선협상대상자로 선정되면서 본격적으로 ESCO 사업 분야에서 능력을 발휘하게 된 트레인코리아를 찾았다.

고병원성 가금인플루엔자(HPAI) 이후 계란소비가 다시 예전수준을 회복하고 있으나 최근 계란보도로 인하여 소비에 영향을 주는 것으로 나타났다. 본고는 서울, 경기지역을 중심으로 8개 지점을 운영하고 있는 현대백화점 압구정 본점 상품본부에서 계란구매를 담당하고 있는 한경호 대리를 만나 최근의 계란소비경향과 여름철에 대비한 계란 소비증대 방안을 들어보았다.
